  • There is a growing concern about the damage to aquatic ecosystem caused by immigration of non-indigenous species. It is estimated that more than 10,000 million tons of ballast water is transported by shipping activities annually, and ballast water has been recognised as a major vector for the transplant of aquatic species across bio-geographical boundaries. The problem of harmful aquatic organism in ballast water for the control and management of ships' ballast water and sediments was adopted and diplomatic conference of IMO at February 2004. At once ballast water is transported by shipping activities for organic compounds, nitrogen, phosphorus and heavy metal etc. but, It's fixing a focus only for the transported of pathogenic bacteria and non-indigenous species. Hence, this studies on the distribution of organic compounds, nitrogen, phosphorus and heavy metal in ballast water during the shipping activity with the basic data which is necessary to the systemic manage of ballast water.

텔레바이오인식기반 비대면 인증기술 표준화 동향

  • 바이오인식기술은 사람의 지문 얼굴 홍채 정맥 등 신체적 특징(Physiological characteristics) 또는 음성 서명 자판 걸음걸이 등 행동적 특징(Behavioral characteristics)을 자동화된 IT 기술로 추출 저장하여 다양한 IT 기기로 개인의 신원을 확인하는 사용자 인증기술이다. 2001년 미국의 911 테러사건으로 인하여 전 세계 국제공항 항만 국경에서 지문 얼굴 홍채 등 바이오정보를 이용한 출입국심사가 보편화됨과 동시에 ISO/IEC JTC1 SC37(바이오인식) 국제표준화기구를 중심으로 표준화가 급속도로 진행되어 왔다. 최근 들어 스마트폰 테블릿 PC 등 모바일기기에 지문 얼굴 등 바이오정보를 탑재하여 다양한 모바일 응용서비스를 가능하게 해주는 모바일 바이오인식 응용기술이 전 세계적으로 개발 보급되고, 삼성전자 페이팔 중심으로 바이오인식기술을 이용한 모바일 지급결제솔루션에 대한 사실표준화협의체인 FIDO, ITU-T SG17 Q9(텔레바이오인식) 국제표준화기구를 중심으로 표준화가 진행되고 있다. 특히 이러한 모바일 바이오인식기술은 스마트폰을 통한 비대면 인증기술 수단으로서 핀테크의 중요한 요소기술로 작용될 전망이다. 한편, 위조지문 등 전통적인 바이오인식 기술의 위변조 위협으로 인한 우려도 증폭됨에 따라 스마트워치 등 웨어러블 디바이스에서 살아있는 사람의 심박수(심전도), 뇌파 등의 생체신호를 측정하여 스마트폰을 통하여 개인을 식별하는 차세대 바이오인식기술로 진화중에 있다. 본고에서는 바이오인식기술의 변천사와 함께 국내외 모바일 바이오인식기술 동향과 표준화 추진현황을 살펴보고, 지난 2015년 5월 29일 발족한 KISA "모바일 생체신호 인증기술 표준연구회"를 통하여 뇌파 심전도 등생체신호를 이용한 차세대 바이오인식 기술 및 표준화 계획을 수립하여 향후 바이오인식기반의 비대면 인증기술에 대한 추진전략을 모색하고자 한다.

  • Recently, many ships such as fishing boats, cargo ships, high speed ferry boats are visiting Mokpo harbor. In particular, many marine accidents rave been occurred at this area because of the narrow channel, a thick fog, the existing of the shallow waters etc. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area. This study aims at the settling of hazardous factors to mitigate the danger to vessels in mokpo harbor and to secure the safety qf maritime environment.

A Study on the Optimal Probability Distribution for the Time Interval Between Ships on the Traffic Route of the Busan North Port (부산 북항 통항 선박간의 시간간격 최적 확률분포에 관한 연구)

  • Traffic routes typically have heavy traffic. Especially, the entrance of the route has a high risk of accidents occurring because of ships entering and exiting the port. However, almost of studies have focused on the distribution of traffic on the route. Thus, studies on the distribution between ships for passing through the route are insufficient. The purpose of this study was to analysis the traffic in the Busan north port No.1 route for one week. Based on present traffic conditions, one gate line was settled on the route with an analysis of traffic conditions. Based on the analysis data, each optimal time probability distribution between ships was divided into inbound/outbound and traffic volume. An analysis of the optimal probability distribution, was applied to 31 probability distributions divided into bounded, unbounded, non-negative, and advanced probability distribution. The KS test was applied for identifying three major optimal time probability distributions. According to the KS test results, the Wakeby distribution is the best optimal time probability distribution on the designated route. Although the optimal time probability distribution for other transportation studies such as on vehicles on highways is a non-negative probability distribution, this distribution is an advanced probability distribution. Thus, the application of major probability distribution for using other transportation studies is not applicable to this study Additionally, the distance between ships in actual traffic surveys and the distance estimated by the optimal probability distribution were compared. As a result of the comparison, those distances were fairly similar. However, this study was conducted in only one major port. Thus, it is necessary to investigate the time between ships and calculate a traffic volume on varying routes in future studies.

인터넷 기반 원스톱서비스 시스템 개발에 관한 연구 -수출컨테이너화물 원스톱서비스 시스템 개발-

  • 오늘날 우리 나라가 당면한 최우선 경제과제중 하나는 물류부문의 혁신을 통한 국가경쟁력 강화라고 할 수 있으며, 이를 위해 정부도 1993년 물류체계 개선을 위한 장기구상으로 ‘화물유통체계 개선 10개년 기본계획’을 수립하여 적극 추진 중에 있다. 그러나 이러한 노력에도 불구하고 PORT-MIS사용자를 상대로 한 설문조사에서는 선박입출항 업무 관련 서류의 40%, 항만시설 사용 업무와 관련된 서류의 31%, 하역업무 관련 서류의 10%만이 EDI를 활용하고 있었다. EDI 활용이 저조한 사유로는 전송시간이 많이 걸리며, EDI 소프트웨어가 작동되지 않으며, 수신확인이 되지 않기 때문이라 응답을 하였다. 이처럼 오늘날 항만물류산업이 겪고 있는 물류 데이타 흐름의 단절적 현상은 시간이 흐를수록 해결될 기미가 보이고 있지 않다. 따라서 본 논문에서는 우리 나라가 겪고 있는 물류관련 업무를 한번의 데이터 입력으로 해결할 수 있는 원스톱 서비스 시스템개발을 목표로 우선 PORT-MIS EDI 업무를 처리할 수 있는 시스템을 구축하였다. 이는 향후 화주, 운송사, 선사, 포워더, 창고업자, 하역회사, 철도청, 화물터미널, 컨테이너 터미널, 해양수산청, 관세청, 출입국관리사무소, 검역소 사이에 서로 교환되는 적하목록, Booking List, 컨테이너 Pick up정보, 위험물 정보, COPINO 정보를 비롯하여 대 관세청 신고 등 수출컨테이너 화물업무의 전반적인 영역으로까지 쉽게 확대할 수 있을 것이다. 본 연구결과 구축된 시스템은 원천정보를 중앙의 통합데이터베이스에 저장하여 이를 사용자의 요구에 의해 인터넷을 통해 전달하는 FTP와 웹 EDI 방식을 결합한 하이브리드 형태이다.인터넷으로 주문처리하고, 신속 안전한 배달을 기대한다. 더불어 고객은 현재 자신의 물건이 배달되는 경로를 알고싶어 한다. 웹을 통해 물건을 주문한 고객이 자신이 물건의 배달 상황을 웹에서 모니터링 한다면 기업은 고객으로 공간적인 제약으로 인한 불신을 불식시키는 신뢰감을 주게 된다. 이러한 고객서비스 향상과 물류비용 절감은 사이버 쇼핑몰이 전국 어디서나 우리의 안방에서 자연스럽게 점할 수 있는 상황을 만들 것이다.SP가 도입되어, 설계업무를 지원하기위한 기본적인 시스템 구조를 구상하게 된다. 이와 함께 IT Model을 구성하게 되는데, 객체지향적 접근 방법으로 Model을 생성하고 UML(Unified Modeling Language)을 Tool로 사용한다. 단계 4)는 Software Engineering 관점으로 접근한다. 이는 최종산물이라고 볼 수 있는 설계업무 지원 시스템을 Design하는 과정으로, 시스템에 사용될 데이터를 Design하는 과정과, 데이터를 기반으로 한 기능을 Design하는 과정으로 나눈다. 이를 통해 생성된 Model에 따라 최종적으로 Coding을 통하여 실제 시스템을 구축하게 된다.the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technologica

A Study on the Entrance Channel of Restrictions on Passage of Oil Tankers in Yeosu-Gwangyang Port (여수·광양항 중심의 유조선통항금지해역 출입 항로에 관한 연구)

  • The Maritime Safety Act established restrictions for the passage of oil tankers, prohibiting vessesl carrying more than 1,500 kiloliters of oil or 1,500 tons of a hazardous liquid substance. Prohibited vessels that do not satisfy the restrictions are allowed to enter and depart from a nearby port from the outer sea area to minimize the time and distance the oil tanker must navigate in the prohibited area. Therefore, such regulation should not be construed as referring to inshore traffic. In this study, the traffic volume of coastal tankers that do not use the approaching channels for specific sea areas near Yeosu and Gwangyang Port was analyzed, and the cargo loads of these ships were investigated. The results of this study should be used to allow tankers to minimize the time and distance of navigation in prohibited areas. According to the survey, 16 vessels, 51.6 % of the 31 vessels using inshore traffic included in the study, were loaded with more than 1,500 tons of cargo. This is not appropriate according to the legislation for oil tanker passage. Therefore, in this study, sea routes have been proposed that connect with the approaching channels of specific sea areas, from the outer sea areas of restricted passages. Regulations have also been proposed for the entry and departure of oil tankers around Yeosu and Gwangyang Port.

The research for the yachting development of Korean Marina operation plans (요트 발전을 위한 한국형 마리나 운영방안에 관한 연구)

  • The rise of income and introduction of 5 day a week working system give korean people opportunities to enjoy their leisure time. And many korean people have much interest in oceanic sports such as yachting and also oceanic leisure equipments. With the popularization and development of the equipments, the scope of oceanic activities has been expanding in Korea just as in the advanced oceanic countries. However, The current conditions for the sports in Korea are not advanced and even worse than underdeveloped countries. In order to develop the underdeveloped resources of Korean marina, we need to customize the marina models of advanced nations to serve the specific needs and circumstances of Korea As such we have carried out a comparative analysis of how Austrailia, Newzealand, Singapore, japan and Malaysia operate their marina, reaching the following conclusions. Firstly, in marina operations, in order to protect personal property rights and to preserve the environment, we must operate membership and non-membership, profit and non-profit schemes separately, yet without regulating the dress code entering or leaving the club house. Secondly, in order to accumulate greater value added, new sporting events should be hosted each year. There is also the need for an active use of volunteers, the generation of greater interest in yacht tourism, and the simplification of CIQ procedures for foreign yachts as well as the provision of language services. Thirdly, a permanent yacht school should be established, and classes should be taught by qualified instructors. Beginners, intermediary, and advanced learner classes should be managed separately with special emphasis on the dinghy yacht program for children. Fourthly, arrival and departure at the moorings must be regulated autonomically, and there must be systematic measures for the marina to be able, in part, to compensate for loss and damages to equipment, security and surveillance after usage fees have been paid for. Fifthly, marine safety personnel must be formed in accordance with Korea's current circumstances from civilian organizations in order to be used actively in benchmarking, rescue operations, and oceanic searches at times of disaster at sea.

Analysis of Long-Term Variation in Marine Traffic Volume and Characteristics of Ship Traffic Routes in Yeosu Gwangyang Port (여수광양항 해상교통량의 장기변동 및 통항 특성)

  • The characteristics of ship traffic routes and the long term fluctuation in marine traf ic volume of the incoming and outgoing routes of the Yeosu Gwangyang Port were analyzed using vessel traffic data from the past 22 years and a real-time vessel traffic volume survey performed for 72 hours per year, for three years, between 2015 and 2017. As of 2017, the number of vessels passing through Yeosu Gwangyang Port was about 66,000 and the total tonnage of these ships was about 804,564 thousand tons, which is a 400 % increase from the 189,906 thousand tons shipped in 1996. Specifically, the dangerous cargo volume was 140,000 thousand tons, which is a 250 % increase compared to 1996. According to the real-time vessel traffic volume survey, the average daily number of vessels was 357, and traf ic route utilization rates were 28.1 % in the Nakpo sea area, 43.8 % in the specified sea area, and the coastal area traf ic route, Dolsan coastal area, and Kumhodo sea area showed the same rate of 6.8 %. Many routes meet in the Nakpo sea area and, parallel and cross passing were frequent. Many small work vessels entered the specific sea area from the neighboring coastal area traffic route and frequently intersected the path of larger vessels. The anchorage waiting rate for cargo ships was about 24 %, and the nightly passing rate for dangerous cargo ships such as chemical vessels and tankers was about 20 %. Although the vessel traffic volume of Yeosu Gwangyang Port increases every year, the vessel traffic routes remain the same. Therefore, the risk of accidents is constantly increasing. The route conditions must be improved by dredging and expanding the available routes to reduce the high risk of ship accidents due to overlapping routes, by removing reefs, and by reinforcing navigational aids. In addition, the entry and exit time for dangerous cargo ships at high-risk ports must be strictly regulated. Advancements in the VTS system can help to actively manage the traffic of small vessels using the coastal area traffic route.
