2001년 미국 뉴욕에서 항공기를 테러수단으로 사용한 테러사건발생이후 국제항해선박과 항만시설에 대한 보안의 중요성이 강조되며 국제해사기구(IMO)에서 ISPS Code제정 국제적 테러대응을 한지 10년에 이르렀다. 그러나 여전히 항만보안에 대한 항만시설운영자의 관심을 받지 못하고 있으며 항만보안의 최일선을 담당하는 항만보안책임자 및 보안관리자의 교육 및 관리가 열악하다. 본 연구에서는 항만보안교육의 실태분석을 통하여 향후 우리나라가 항만보안교육을 임해야 할 방향성에 대해 제시하고자 한다.

It is needless to say that the port security is very important owing to the geographic setting of Korea and the possibility of the provocation by North Korea. In addition, The security management is necessary for the port and the domain of maritime to block the inflow from overseas because of the increase of international crime as terrorism. The training system for port security guard should be constructed to secure the specialization of the manpower for the efficient port security management. But the training system of port security manpower is not unified and the training is not carried out, therefore it is necessary to improve the training system of port security manpower. In this study, the improvement plan of training system is suggested as follows. First, the unification of the legislation of port security should achieved to establish the guidance of training for port security guard. Second, the specialized training per activities should be done. And lastly, the qualification system should be introduced for the specialization of port security manpower.

항만은 국가 주요보안시설로 철저한 경비와 보안이 요구되며, 철저한 안전관리가 필요함. 4차 산업혁명 시대의 도래로 드론의 범용성이 넓어짐에 따라, 드론을 활용한 항만 내 안전보안 체계 강화가 가능함. 본 발표를 통해 여수·광양항의 드론 활용 사례 및 향후 계획을 논의하고자 함.

현재 각 나라의 항만관련 부서는 자국의 항만을 국제항으로 발돋움시키기 위하여 항만보안 시스템을 구축하고 있는 실정이다. 최근 인천항에서도 감시체제가 인력경비에 의존하던 방식에서 벗어나 영상보안 시스템을 활용하는 중앙감시체제로 바뀔 전망이다. 이러한 인천항의 항만보안 시스템은 각 출입문과 인천항 보안 울타리에 CCTV 카메라를 설치하여 영상보안 시스템을 구축하여 인력과 비용을 크게 줄이며, 감시체제의 효율화를 꽤하고 있다. 따라서 본 논문은 유비쿼터스 환경에서 IP카메라를 활용한 PDA 기반의 영상보안시스템을 설계 및 구현하였다. 본 시스템은 중앙통제실을 벗어난 요원도 PDA를 통하여 어떤 장소, 어떤 시간에서도 실시간 영상모니터링이 가능하기 때문에 기존의 시스템에 비해 비상체계 운영에서 효율을 극대화 할 수 있으며, 인력과 비용에 있어서도 큰 장점을 가지고 있다.

본 연구에서는 국내 항만보안 효율성을 측정하기 위한 사전연구로 항만보안에 있어서 중요 평가항목을 선정하고 평가하는데 목적이 있다. 이를 위해 문헌조사 및 관계자들의 인터뷰를 통해 평가항목을 선정하였고, 이들 항목을 4개의 대분류와 12개의 중분류로 분류하였다. 다음으로 해양수산부 공무원, 항만공사 직원, 학계 관계자들로 구성된 전문가들의 설문조사를 통해 평가항목에 대하여 AHP 기법을 이용하여 중요도를 산출하였다. 상위 수준의 중요도 산출결과, 해양수산부 공무원 그룹과 항만공사 직원 그룹은 시설 지원 항목의 중요도가 높았으며 학계 관계자 그룹의 경우 인력예산 지원 항목의 중요도가 높았다. 하위 수준 항목의 종합중요도 분석 결과, 해양수산부 공무원 그룹과 항만공사 직원 그룹에서는 항만 내 통합시스템 구축 및 유관기관 간의 협조를 통한 운영시스템 강화의 순위가 가장 높았으나, 학계 관계자 그룹의 경우 보안인력들의 처우개선이 가장 높은 순위로 나타났다.

Currently, despite having active movements related to port logistics security, there is lack of awareness, education, and security systems related to port technology. Before implementing port logistics security, a mutual authentication agreement should be reached through the establishment of an integrated network that can share port logistics security information in real time. In order to achieve port competitiveness and strengthen logistics service, establishment of national strategy for logistics security is necessary. However, there is an urgent need to raise the security consciousness among the port logistics organization members and enhance the information security ability which is a crucial feature of the port logistics organization. Therefore, the objective of this study is to analyze the factors affecting the information security capacity of port logistics organization members. Even though the analysis rejected the hypothesis that security regulations affect security awareness, the security activities and security awareness were significantly correlated. It also has a positive impact on the relationship between security norms and security abilities, and security awareness and security abilities.

IT 기술의 발전은 다양한 산업군의 변화에 영향을 미쳤고, 그중 스마트기기와 무선네트워크로 대변되는 스마트항만은 IT 기술의 발전으로 인하여 급속하게 변화하고 있다. 하지만 이러한 IT 기술의 발전은 해킹, 웜, 바이러스, 사이버테러, 인터넷사기, 기술유출 등 정보보안에 관한 위협 역시 같이 가져오게 되었다. 하지만 항만 보안의 경우 국제협약이나 법률 등을 통한 보안지침을 가지고 있지만 대다수의 지침은 항만에 관한 물리적 보안에 초점이 맞추어져 있는 실정으로 항만의 변화와 IT 기술의 도입에 따라 발생할 수 있는 정보보안에 관한 대비는 되어 있지 않은 상황이다. 이러한 상황에서 국내 외에서 활용중인 정보보호관리체계에 관하여 알아보고 기존의 정보보호관리체계와 선행연구를 바탕으로 스마트항만에 활용 가능한 정보보호관리체계를 도출하고자 한다.

Recent accidents of customer information leakage increase the necessity of information security for organization and the importance of information security team for it. To strengthen information security, organizations make information security policy and ask the members to comply with it. In this regard, maritime organization also needs to structure information security policy and examine its ability and behavior. The purpose of this study is to analyze the effects of compliance with information security policy on the ability and behavior of workers in shipping and port organization. The results of investigation show that information security education and norm affect compliance with information security of the workers. On the contrary, the punishment of information security is insignificant. It is shown that the degree of compliance with information security significantly affects its ability and behavior of the workers in shipping and port organization.

The purpose of this paper is to investigate the perceptions that ports and port users in the supply chain have on the variables of Supply Chain Security Orientation construct. This paper also aims to provide directions and insights to the perceptional issues on supply chain security that have emerged as an independent area of research within SCM and logistics. Starting from the explanation on Supply Chain Security Orientation research model, this paper mainly explored and analyzed the different perceptions of variables in the research model between port group and port user group. Primarily, it explores the descriptive statistics from the questionnaire, and does not analyze the causal relationships of proposed research model. It aims to serve as a guide to the supply chain security managers who are interested in policy issues related to security measures to better performance of the organization.

우리나라는 최근 국제적으로 물류보안이 더욱 강화됨에 따라 항만뿐만 아니라 물류 전구간의 보안을 강화하는 여러 가지 조치를 도입하기 시작했다. 국토해양부는 국제선박 및 항만시설 보안에 관한 법률을 제정하는 것을 계기로 '항만 보안체제 정비 및 보안역량 강화방안'을 검토하고 있으며, 현재 국제적으로 강화되는 물류보안 추세를 우리나라 항만 경쟁력 제고에 활용하는 방안을 추진하고 있다. 물류보안의 관점에서 상품의 생산지에서 최종 소비지에 이르는 물류 전 구간에서 테러가 발생하는 경우 인명과 재산 피해는 물론 국제 교역로가 차단되는 물류 왜곡현상이 일어날 수 있다. 또한 선적항이나 양하 항에서 화물에 대한 안전조치를 강화하고, 컨테이너에 대한 검사비율을 높일 경우 화물의 지체 현상이 발생해 선박은 물론 화주에게도 막대한 피해를 줄 수 있을 것이다. 이러한 이유로 인하여 ISO 및 국제기구에서 요구하고 있는 물류보안 제도의 기준을 알아보고 대처방안과 정책적 추진사항을 제시하고자 한다.
