  • The Smart Ship is considered one of the most discussed and novel topics in developing technological period. In this reason, the amount of running researches on it is evolving so fast. As a proof, the faced drawbacks such as the departure of ships, their safety, exchanging data, traffic and data monitoring system are being solved by presenting advanced technologies and innovations like Cloud, BigData, IoT and etc. Expanding the utilization of these technologies in the Marine world emphasizes not only the departure of the ships in the water but also they focus on solving the problems of the ships connected with the communication to the ports. In this paper, we present an IoT based smart reporting and mooring system for vessels and ports. In the proposed system, the ships automatically send all the data about themselves to the port and after getting the data, ports automatically send the information about possible spaces to moor for the ships using the sensors at the port. The intended system gives an amenity to minimize the time, effort and the cost while mooring the vessels.

  • Due to growth of electronics and control devices, automation and situational awareness systems have been applied by automobile. Vision systems with the introduction of unmanned system being actively developed, but are still high price and visual information is passed through the cable, because of cars are difficult to install. In this paper, can be installed inside the car at low-cost, simple image processing device through a wireless communication know the obstacles and the alarm system based on Zigbee wireless communication, infrared and ultrasonic sensors to monitor the situation through with easy parking cars outside the system design was implemented.

Automatic Container Placard Recognition System (컨테이너 플래카드 자동 인식 시스템)

  • Various placards are attached to the surface of a container depending on the risk of the cargo loaded. Containers with dangerous goods should be managed separately from ordinary containers. Therefore, as part of the port automation system, there is a demand for automatic recognition of placards. In this paper, proposed is a system that automatically extracts the placard area based on the shape features of the placard and recognizes the contents in it. Various distortions can be caused by the surface curvature of the container, therefore, attention should be paid to the area extraction and recognition process. The proposed system can automatically extract the region of interest and recognize the placard using the feature that the placard is diamond shaped and the class number is written just above the lower vertex. When the proposed system is applied to real images, the placard can be recognized without error, and the used techniques can be applied to various image analysis systems.

  • Containers are fitted with various placards on the surface to indicate the risk of cargo. If the containers are loaded with dangerous goods, care should be taken in handling the containers. Therefore, as part of the port automation system, there is a demand for automatic placard recognition. In this paper, proposed is a method to extract placard areas from a container image, which is the first part of the placard recognition system. The fact that placards are of various types but all have a diamond shape can be an advantage in recognition. However, it is a disadvantage in recognition that the placards can be distorted in various ways because the container surface is not flat. When the proposed method was applied to actual images, type I error did not occur. In addition, since the shape feature of the object and basic image operations are used to extract regions of interest, it can be applied to various shape-based region extraction problems.

  • For the assessment of the benthic community health of Jinhae Bay using the Benthic Pollution Index, macrobenthic fauna samples were seasonally collected from 23 different sites between February, 2011 and November, 2012. The macrobenthic community health status was classified as "Poor" or "Very Poor" except for the bay mouth part of Jinhae Bay at the northern part of Geoje Island. A large proportion of functional Group IV and even azoic conditions appeared due to summer hypoxia at sites in sheltered regions of Jinhae Bay. Some of the dominant species recruited after summer hypoxia were Paraprionospio patiens, Sigambra bassi, and Theora fragilis belong to typical opportunistic species. By comparing the BPI values of the macrobenthic communities from other special management areas of Korea, Jinhae Bay was considered to have the lowest condition that was heavily polluted among special management areas.

Extraction of Seafloor Topographic Information Using Multi-Beam Echo Sounder (다중빔 음향측심기를 이용한 해저 지형정보 추출)

  • In this paper, we presented the processing process of the sea floor mapping system using multi-beam echo-sounding data through actual measurements and the results of processing the multi-beam echo-sounding data obtained by exploring some waters of Yeosu Bay. Simultaneously and continuously observe the location and water depth of the sea using GNSS and multi-beam echo sounder, synchronization of the two data, depth correction process considering the tide level at the time of observation, 3D model of the seafloor, contour map, and longitudinal and cross-section data of the seafloor topography. In addition, by extracting efficiently the dredging volume according to the dredging area and planned water depth required for dredging construction management of submarine projects, it can be used for maintenance and management of marine construction sites and ports.

A Study on the Concept and Protection System for the Geographical Indication (지리적 표시제도의 의의 및 보호체제 연구)

  • This study reviews the concept and protection system for the geographical Indication(GI) to support the Korea-EU FTA. A geographical indication(GI) is a name or sign used on certain products or which corresponds to a specific geographical indication or origin (eg. a town, region, or country). The use of a GI may act as a certification that the product possesses certain qualities, or enjoys a certain reputation, due to its geographical origin. In the WTO Agreement on Trade-Related Aspects of Intellectual property Rights("TRIPS"). There are, in effect, two basic obligations from Article 22 to article 23 on WTO member governments relating to GIs in the TRIPS agreement. Geographical Indications have long been associated with Europe as an entity, where there is a tradition of associating certain food products with particular regions, Under European Union Law, the protected designation of origin system which came into effect in 1992 and 2003 regulates the following geographical indications: Protected designation of origin(PDO) and protected geographical indication(PGI) and Traditional Specialty Guaranteed(TSG). They have 5,000 articles for GI. We have the GI system and 40 articles rotating to registration by the law for quality management of production in agriculture. Cinclusinally, geographical indications could potentially serve as tools to helf holders of trade benefit more equitable through the mutual Acceptance for Korea-EU FTA.

Supercargo and Temporary Passengers (화물관리인과 임시승선자)

  • This research paper examines the history and present of 'temporary passengers' prescribed in Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations and suggests improvement plans referring to the examples of legislation of other countries. In 2015, Ministry of Ocean and Fisheries made authoritative interpretation that Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations, which prescribes special cargo drivers such as agricultural, marine or livestock vehicles as temporary passengers, is applied only to passenger ships and not to cargo ships such including Ro-Ro cargo ships. As the authoritative interpretation of the Ministry does not agree with not only the traditional interpretational methodology but also the interpretational methodology that are commonly used today, it lacks logical basis and looks unpersuasive. Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations can be applied not only on passenger ships but also on cargo ships. Also in case of Ro-Ro cargo ships, it is logically contradictory and against fairness not to acknowledge special cargo vehicle drivers as temporary passengers when there is no problem with safe navigation and safety of passengers on board even when the sailor, the sailor's family and the ship owner may be acknowledged as temporary passengers. To avoid unnecessary disputes and lawsuits, improvement plans using theory of legislation through statutory reform is more desirable. Therefore, the P aragraph should be amended to "Supercargo who deals with cargo that requires special care due to the characteristics of the cargo, such as transportation vehicles for agricultural products, marine products, livestock, explosives or flammable materials (drivers can serve as supercargos)" to reflect the distinct characteristics of cargo and ship navigation in Korea including the current distribution system, while setting an objective standard based on common sense of ordinary people and not on arbitrary interpretation.

An Analytical Study on Rational use of Undersea Space (해저공간의 합리적 활용을 위한 분석적 연구)

  • This study aims to determine the necessity, role, utilization, and operation and management plan in relation to the underwater space platform where humans can newly reside. It provides a comprehensive opinion on the need for creating undersea space and operation plans based on opinions of industry-university-affiliated organizations involved in the R&D project of the Ministry of Maritime Affairs and Fisheries for the utilization of undersea space and external experts participating in marine technology development. In this study, a survey was conducted on researchers participating in the construction of a Korean submarine space platform. FGI was conducted on marine technology development experts. Results were then derived. As a result of the analysis, the need for subsea space construction was found to be high. As for the role of subsea space, the most common opinion was to develop technology for utilizing subsea space and to secure marine science research functions. It was found that the creation of subsea space would have a positive impact on the domestic industry, especially the deep-sea development industry and the shipbuilding/offshore structure industry. In terms of utilization, after the end of the seabed space test bed, the response to utilization as a marine observation base and marine ecosystem research had the highest proportion. As for expected inconvenience, discomfort in the psychological environment was the highest. Experts suggest that securing a continuous budget is most important for stable operation in the future and that securing a manpower budget is essential for itemized budgets. In addition, it was judged that it would be appropriate to establish a prior agreement from the time of the prior agreement and prepare a countermeasure before proceeding with the project in order to ensure ownership issues, consignment management issues, and cost issues when using the project after the end of the project.

Study on the Improvement of Ballast Water Risk Assessment of GloBallast (GloBallast 선박평형수 위해도평가 방법의 개선방안에 관한 연구)

  • Recently, the management of the marine invasive alien species introduced by ballast water has come to the core as an urgent task. Because, hazardous organisms cause harmful effects on the ecosystem. Hazardous organisms also negatively affect fisheries, commercial shipping activities, and marine resources. In this regard, IMO used to operate GloBallast, Ballast Water Risk Assessment System, in order to manage the introduction of invasive species by ballast water. GloBallast is constructed to assess the relative risk due to the movement of ballast water between nations, using the volume and the number of times of ballast water discharge, the environmental similarity between ports, and the abundance of hazardous species as the main factors. According to the results of the demo-operation of GloBallast, it was found out that the environmental similarity factor had affected most highly the results of risk assessment. Therefore, in this study, the correlation between the main factors used in GloBallast risk assessment were re-examined, and some methods were suggested in order to reflect these main factors in the risk assessment more reasonable.
