항만공사 운영체계 개선에 관한 연구

  • 국내 항만공사는 항만공사법이 2003년 제정되고 부산항만공사가 2004년 설립된 이후 인천항만공사, 울산항만공사, 여수광양항만공사가 설립되어 운영되고 있다. 그러나 항만공사의 운영이 비효율적인 방향으로 흘러감에 따라 정부를 중심으로 공기업 통 폐합 등의 조직 개편 움직임의 목소리가 나오고 있다. 정부에서 구상하는 개편 방안 중 항만관리에 대해 통합적 운영이 적절한지, 분권적 운영이 바람직한지에 대해 보다 심층적인 논의가 필요하다. 본 연구는 항만공사 운영방식 개혁에 대한 논의에 대비하여 이러한 통합적인 접근방식과 분권적인 접근방식에 대한 비교분석을 하는 것을 그 목적으로 한다. 이를 위해 항만공사제도의 도입배경과 현황, 조직의 통합운영과 분산운영에 대한 이론적 배경, 국내 공기업 통합 사례 및 해외항만 운영 사례, 항만공사 운영 방식의 대안별 비교를 실시하였다. 이를 통해 다음과 같은 결론을 얻을 수 있었다. 첫째, 항만공사제도는 기존의 항만관리제도 개선을 위한 노력이라는 역사적 맥락을 기반으로 하여 기존 관리제도의 문제점을 개선하기 위한 대안으로 도입된 제도이며, 이러한 제도적 목적을 기반으로 항만공사 운영개선방안 논의가 되어야 한다는 것이다. 둘째, 공공기관 운영에 있어 내재되어 있는 문제점을 개선하기 위해 기관통합, 기능 조정, 부분통합 등 다양한 방식으로 개선이 가능하며 반드시 하나의 방법으로 이루어 질 수는 없다는 것이다. 셋째, 해외 주요 항만의 경우 개별 항만에 항만공사를 운영하는 개별적 운영방식을 택하고 있으며 대만이 유일하게 통합 운영하는 방식으로 개편하였으나 그 통합으로 인해 기대하는 효과가 실현되고 있지 않아 통합운영 방식의 근거가 되기는 어렵다. 넷째, 항만의 운영 자료를 분석한 결과 항만별로 처리하는 화물과 선대의 특성이 차이가 나고 운영방식과 대상이 되는 시장이 다름을 알 수 있었다. 이러한 항만별 운영과 고객의 차이를 감안하면 개별적 운영방식이 바람직하다고 판단된다. 결과적으로 통합 운영방식의 운영 효율성 개선 효과가 있을 수 있음에도 불구하고 항만공사제도의 목적과 취지를 감안할 때 현행 개별운영 방식을 유지하는 것이 바람직하다는 결론을 제시한다.

Comparative Analysis on Port Management Type between Korea and Japan (한.일간 항만관리 형태의 비교분석)

  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. first, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

  • 항만공사의 운영 효율성과 자율성을 강화를 통해 국가 및 지역발전 기여 요구가 꾸준히 제기되고 있다. 이 연구는 선진 항만공사 도델(미국 PANYNJ, 싱가포르 PSA)을 살펴보고, 국내 항만관련법령 상의 항만공사의 역할과 한계를 분석하였다. 이를 통해 항만공사의 자율성을 강화하고, 글로벌 항만기업으로 육성하기 위한 제도개선 및 정책제언을 위한 기초연구의 토대를 제공코자 한다.

A Comparative Analysis for the Awareness of the Integration of Korea's Port Authorities (우리나라 항만공사 조직구성원들의 통합의도에 관한 비교연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities (PA) in Korea, this study introduces the concept of the integration of PA and analyses the awareness of intention of integration. This study is based on analysing the surveys conducted by the members of PA. This research shows that there were different perceptions on the autonomy, business strategy intension, information sharing efficiency, competition, environment and technique change, capital finance, easy finance risk, curtailment of expenditure, personnel management efficiency in PA. Results of the study indicate that YGPA has more clear understanding on the awareness of integration of PA than other PAs. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

  • This paper tries to analyze how the governance institutions of the Port Authority of New York and New Jersey overcome agent problems in public agencies based on the Principal-Agent Theory, and find the implications that will be helpful to the governance of port authorities in Korea. The Port Authority's governance is characterized by decentralization of personnel rights, open meetings policy, freedom of information policy, public hearings, and fiscally self-supporting system. Those characteristics are helpful in overcoming the agent problems of public agency, such as adverse selection, moral hazard, and complicated external structure, through reinforcing of monitoring agent by principal, easing of information asymmetry between principal and agent, and clarification of organizational ownership structure. Those characteristics may give many implications for the design of governance structures of port authorities in Korea.

The Factors Affecting on the Integration Intention among the Port Authority Members in Korea (우리나라 항만공사 조직구성원들의 통합의도 및 영향요인 연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

해상교통안전진단의 특별진단 도입에 대한 제언

  • 해상교통안전진단제도의 개정으로 인해 해상교통안전진단의 대상사업이 축소됨에 따라 안전진단대상사업에서 제외된 100미터 미만인 선박의 안전진단 결과 부두의 평면배치가 변경되는 등 안전진단제도의 맹점이 도출되고 있다. 또한 안전진단 시행이전에 사업이 승인되어 공사 작업 중에 공사구간을 운항하는 여객선이 통항시 위험성으로 인해 운항이 중단되고 있다. 홍도 방파제 안전진단에 따른 평면배치의 사례와 솔빛대교의 사례를 통해 특별안전진단의 필요성을 제안한다.

  • The role of social value in public institutions has recently been emphasized. The purpose of this paper is to present key performance indicators(KPIs) and a development model for the realization of social value for port authorities. KPIs that could be quantitatively measured are presented with the five social value assessment indicators of the government management evaluation system for public institutions. Through the analysis of vision, mission and social value promotion strategies and stakeholders for each port authority, the concept of a customer-specific social value model is presented.

Effect of Incentives on Enhanced T/S Competitiveness in Busan Port (부산항 인센티브제의 환적경쟁력 강화 효과에 관한 실증연구)

  • This study intends to verify the effectiveness of incentive schemes at Busan Port' aimed at promoting transshipment cargo. The current incentive schemes of Busan port intended to increase the T/S cargo volume have been disputed constantly. It is imperative, therefore, to restructure the system in accordance with the planned strategy. In this study, in order to ensure objectivity of the incentive schemes, all the parties (carriers, terminal operators and Port Authority) with a direct interest are answered and analyzed using the AHP methodology. Effectiveness is the top priority in the analysis of beneficiary validity of incentive schemes, when incentives are provided to Global overseas carriers compared with Global national carriers, IntraAsia carriers and Terminal operators. In the analysis of incentive schemes, direct cash support corresponding to the quantity of the T/S cargo had the highest effectiveness compared with exemption of port dues, cost compensation, port infrastructure support and subsidy for the service opening. The study results, therefore, reference the Port Authority when restructuring the schemes. This study has been conducted only focusing on the Busan port; however, the findings may have significant implications for overseas Port Authorities intending to implement incentive systems to promote cargo volumes similar to those at Busan port.
