지난 1997년 IMF에 이어, 미국의 서브프라임사태로 인해 우리나라는 다시 한 번 국가적으로 경제위기를 맞이하게 되었다. IMF 때와 지금의 경제위기는 여러 방면으로 항만운영에 영향을 미쳤다. 많은 선행연구에서는 항만의 일반적인 마케팅전략에 대한 연구가 많은 반면, 경제위기시 이에 대한 대응전략에 관한 연구는 미비하였다. 이에 본 연구에서는 지난 경제위기가 항만에 미쳤던 영향과 우리나라 항만의 대응방법을 분석하고, 외국항만들의 경제위기 대처 방법들을 조사하여 우리나라 항만에 적용해봄으로써 미래의 경제위기에 우리나라 항만이 어떻게 대비해야 할 것인가에 대한 방안을 제시하고자 한다.

Generally and also specifically in Busan the port and port related industries influence regional economy directly and indirectly. In the case of Busan the regional I-O model shows the port and port related industries account for more than one fifth of regional production, more than one fifth of value added and more than one seventh of employment at least. The port and port related industries are the most important sector in Busan economy as well as other major ports such as Rotterdam and Singapore. The impact estimation of port and port related industries is compared by the previously held survey study. The compilation of regional I-O table makes more diverse analysis on regional economic variables available and a few sample cases are reported in this paper.

항만물류산업은 교역과 부가가치 창출, 높은 경제적 효과를 지닌 중요한 산업으로 그 영역이 점차 확대되고 있다. 항만물류산업의 효율화는 국가 경쟁력을 증대할 수 있는 방안 중 하나이며, 다수의 선행연구에서 그 영향에 대해 연구가 진행되었다. 본 연구의 산업 분류의 기준이 되는 한국표준산업분류의 9차 개정을 활용하고, 2010년 최초 시행된 경제총조사 자료를 활용하여 울산지역을 대상으로 항만물류산업이 지역경제에 미치는 영향을 분석하고, 우리나라 5대 항만도시간 항만물류산업을 비교하였다.

Korea has achieved a remarkable growth by pursuing externally-oriented growth policy since 1960s. That is, we imported raw materials and spare parts, manufactured them into products and exported them, which led to successful economic development. Therefore, our marine business has played an important roles as one of key industries. The development of marine business has contributed to efficient distribution and cost reduction in addition to production of added value and creation of employment creation, which improved external competitive power. In spite of economic importance of marine business, national perception on it is in general low and its developmental conditions are considerably poor. Therefore, this study aims to speculate the effect of Port-related business on regional economy using regional input-output tables.

This study analyzes the economic impact of the shipping and port logistics industry in Gwangyang Bay Area on the regional economy. For this purpose, the study constructs an input-output table of 29 sectors for 2010 in the area. The main findings are as follows. In terms of production, value added, and share of employment, the regional shipping and port logistics industry accounts for approximately 10.8 percent, 6.0 percent, and 2.9 percent of the national shipping and port logistics industry, respectively. Moreover, the economic impact of the industry on the regional economy is estimated to be an increase in terms of production of about 6 trillion Korean won), to be an increase in value added of about 2.5 million Korean won, and an increase of about 16,000 in employment. Furthermore, the industry is found to have strong inter-industry linkages with the main manufacturing as well as the main producer service industries.

This paper analyses the industrial structure and economic effects of wide-regional zones port logistic industry. The analysis on regional economic impacts is conducted in two ways, among which one is the analysis on the effects of final demand of the industry on regional economy and the other is the analysis on the effects of the industry's production activity with using input-output analysis. Main results of this study are as follows: first, wide-regional zones port logistic industry has lower value-added rate relative to other industries. Busan-Ulsan regional zone has relatively higher value-added rate than other regional zones. Second, the economic effects of final demand and production activity of the industry are found to be the largest in Jeolla regional zone and the lowest in Sudo regional zone.

항만의 계획 ${\cdot}$ 개발 ${\cdot}$ 운영은 사업 또는 준정부기간과 유사한 기능을 수행하는 사업으로 이해된다. 이러한 기능은 화물처리량의 최적화, 수익창출의 극대화, 도시 ${\cdot}$ 지역 ${\cdot}$ 국가의 경제발전에 기여하는데 그 목적이 있다. 항만 관리자들은 항만국장 또는 이사장들과 목표를 공유함으로써 항만운영의 비즈니스 측면을 극대화시키는 방안을 모색하고 있다. 이러한 추세에도 불구하고, 본 논문은 항만 개발 및 운영의 환경적인 측면이 항만 관리자들의 철학적 ${\cdot}$ 윤리적 ${\cdot}$ 기업적 책임과 동일하게 고려되어야 함을 주장하고 있다. 사실, 항만 운영의 외부효과에 대한 부주의가 궁극적으로 미래 항만 계획수립 및 운영이 어렵게 하였고, 항만의 경쟁력을 떨어뜨렸다. 따라서 본 논문은 현 상황에서 철학적 배경을 제시하고, 환경파괴 없이 지속시킬 수 있는 항만관리시스템으로 통합할 수 있는 방법을 제안한다.
