석유비축의무자의 의무이행에 관한 기준

  • 정부는 지난 2월 22일 석유정제업자, 석유수입업자 등 석유비축의무자의 석유저장 및 비축의무이행에 관한 기준을 고시했다. 이 기준에 의해 유공 호남정유 경인에너지 쌍용정유 극동정유등 국내 5개 정유사는 정상적인 영업거래에 필요한 25일분의 운영재고량 외에 별도로 올해부터 오는 97년까지 매년 1일씩 모두 5일분의 민간비축량을 연차적으로 확보, 전체 비축량을 30일분으로 늘리도록 돼있다. 적용대상 비축물량은 원유 휘발유 등유 경유 중유 항공유 및 프로판 및 부탄가스등이다. 정유 5사의 석유비축량이 30일로 늘어나고 또 현재 거제와 여천등에 확장 또는 신설공사중인 정부비축량도 현행 25일분에서 60일분으로 증가하게 되면 오는 97년 국내 전체 석유비축량은 모두 국제 기준인 90일분으로 확대되게 된다.

초임계 유체 기반 액화공정에 의한 바이오연료 생산 기술

  • 최근 화석 연료의 과다 사용에 따른 에너지 자원 고갈 및 환경오염에 대한 우려가 증가함에 따라 비화석연료 기반의 재생가능하고 지속가능하며, 환경친화성이 높은 에너지에 대한 관심이 급증하고 있다. 농산폐기물, 폐목재, 에너지작물, 도시고형폐기물, 미세조류, 거대조류 등 육상 및 해상에서 발생하는 바이오매스는 재생가능한 에너지원으로서 화석원료와는 달리 사용 후 발생하는 이산화탄소를 다시 흡수하는 탄소중립(carbon-nutral)의 특성을 갖고 있어 전세계적으로 많은 주목을 받고 있다. 바이오연료 중 당질계원료를 이용하는 바이오에탄올 및 식물성유지를 이용하는 바이오디젤은 현재 상업적인 생산이 이루어지고 있으나, 이들 1세대 바이오연료는 식량자원과의 경쟁이라는 원천적인 한계를 가지고 있고, 분자구조식에 산소를 포함하고 있기 때문에 기존 화석원료에서 출발하는 가솔린, 항공유 및 디젤과 비교하였을 때 에너지 함량이 낮은 단점이 있다. 따라서 기존 1세대 바이오연료에서 탈피하여, 식량자원과 경쟁이 없으며, 또한 분자구조식에 산소를 적게 포함하거나 아예 포함하지 않는 바이오연료("drop-in" 바이오연료) 생산에 많은 관심이 집중되고 있다. 이 글에서는 최근 그린공정으로 대표되는 초임계 유체를 이용한 "drop-in" 바이오연료를 제조하기 위한 바이오매스 액화의 기술동향을 소개하고자 한다.

  • 여러 분야에서 활용성이 증가하고 있는 도시지역에 대한 3차원 모형화 구축은 기존에는 항공사진이나 고해상도 위성영상을 주로 활용하여 왔으나, 최근에는 높은 정밀도를 보장하는 항공LIDAR 측량기법에 대한 연구가 활발히 진행되고 있다. 특히, 다양한 형태, 크기, 종류의 건물들이 존재하는 광범위한 도시지역을 모형화 하기 위하여 정밀도가 높은 LIDAR 자료를 통하여 신속하고 정확하게 현실에 가까운 건물 모형으로 복원하는 기술 개발이 요구되고 있다. 본 연구에서는 LIDAR 관측자료 및 디지털 영상, 수치지도 등의 자료를 활용하여 LIDAR자료의 전처리 과정과 다양한 필터를 적용하여 지면과 비지면 정보를 분류하였으며, LoG 연산자에 의한 건물 경계선 및 특징점 추출기법을 개발하여 도시 지역의 3차원 건물 복원기법을 제안하였다.

Positional Stability Analysis of Trailing Aircraft in Formation Flight (편대비행에서 후방 항공기의 위치 안전성 분석)

  • Positional stability analysis based on aerodynamic forces and induced moments of formation flight using two small aircraft models is presented. The aerodynamic force and moments of the trailing aircraft are analyzed in the aspect of flight stability. The induced moments with the change of local flow direction by wing-tip vortex from the leading aircraft can affect the flight positional stability of aircraft in closed formation flight. Aerodynamic forces and moments of trailing aircraft model are measured by 6-component internal balance at the 49 locations with vertical and lateral space between two aircraft models. Results are shown that the positional stability of trailing aircraft in formation flight can be analyzed by positional stability derivatives with vertical and lateral space. It is concluded that flying positions can be important factors for aircraft position stability due to induced aerodynamic force and moments with vertical and lateral spacing by the variation of flow pattern from the leading aircraft in formation flight.

  • After analyzing each procedure from standard instrument procedures used at Incheon International Airport, which is believed to have caused noise problems in and around Ganghwa island, we came to a conclusion that some Standard Instrument Departure Procedures and Standard Instrument Approach Procedures need to be revised, and therefore we made some propositions with regard to noise abatement procedures(CDA, RNAV approach etc.). Additionally, we evaluated viability of the proposed flight procedures by conducting a number of demonstrations with use of flight simulation.

  • According to the liberalization of the air transport industry, the operation of airport also takes account of economic efficiency. The owners or the operators of an airport or airport systems want to know what is the best way to achieve the best performance in the aspect of economic efficiency and they are willing to improve the airport operation system. Prerequisite for the improvement of economic efficiency is to measure the performance of not only their own airports but the other airports. This study presents the result of performance measurement of Korean airports. The overall costs performance, labor productivity, capital productivity, revenue performance and profit performance are estimated and interpreted. As conclusions, the suggestion about airport system improvement is presented.

  • The passenger security screening is a mandatory procedure for boarding the aircraft according to ICAO standard as well as national law of each country. The enhanced threat of terrorism have had the security procedure strengthened since 9/11 events. However the effectiveness of passenger screening is not satisfactory and the service level for passenger is getting worse because of tightened security measurements. This research studied the responsibility issue for the enhancement of the effectiveness and service quality in passenger security screening. The study concluded that a desirable responsibility assignment for passenger screening is to the airport authority at normal time and to the government authority at the time of high threat.

  • The purpose of this study is leading to reduce the setup time and cost of the ground telemetry system for FA-50 program. And using the accumulated experience during T-50 and TA-50 development period, remove the risk of development and construct the optimal ground telemetry system for FA-50. For this study, collect the ground telemetry data of the T-50/TA-50, analyze the data and problems and then suggest the optimal telemetry ground system for FA-50.

  • In this paper, we established a prediction model of fuel consumption at the aircraft's taxi operation. To look for countermeasures to reduce fuel consumption and carbon emissions, Airbus A380's actual ground taxi data was used. As a result, the number of stops or turnings during the taxi operation was not related to fuel consumption. It was confirmed that the amount of fuel consumption in the taxi operation was the taxi time and the thrust change. It can be confirmed that ground control optimization, which is the result of close cooperation between the control organization and the airline, is absolutely necessary to reduce taxi time and minimize the occurrence of thrust change events.

  • In this work a guidance and control system for an a powered ram air parafoil under wind disturbance is considered. After analyzing a 6 Dof and 9 Dof nonlinear dynamic models of the parafoil, wind effect is added to them. In order to actively respond to the wind acting on the transverse direction of the vehicle a new guidance algorithm is proposed. After a Hardware-In-the-Loop Simulation (HILS) study, flight tests are performed to demonstrate its potential under wind disturbances.
