Modeling Domestic News Topics for Mongolia: Focusing on Changes in Press on Diplomatic Relations between the two countries after the establishment of Diplomatic ties between Korea and Mongolia (몽골에 대한 국내 뉴스 토픽 모델링: 한몽 수교 이후 양국 관계 보도 양상 변화를 중심으로)

  • During the study, big data analysis was conducted focusing on domestic media reports related to Mongolia. The Latent Dirichlet Allocation(LDA) topic modeling was conducted using 130,000 articles with the keyword 'Mongolia' as the target of analysis. As a result of deriving and examining major topics for each period, there were disappearing subjects as the diplomacy level was raised, but most appeared in the beginning were remained and additional issues in various fields were shown.

A Review of Magnetic Exploration in Korea (한국의 육상 자력탐사)

  • Magnetic method is rapid, cheap and simple geophysical exploration technique, and has wide range of applications such as resources prospecting, geological structure investigation and even geotechnical and environmental problems. Especially, aeromagnetics gives fundamental and useful geoscientific data fnr not only assessment of potential resources, but also national land planning. Magnetic method, perhaps the oldest geophysical technique, was relatively early introduced into Korea. Documents during Japanese occupation says that magnetic method was used for exploring metallic ore deposits and hot spring, and that a geomagnetic observatory was operated. From mid 1950's, after Korean War, magnetic explorations for natural resources such as metallic ore, uranium, coal, and groundwater were intensively executed for industrialization. Apache aeromagnetic survey project during $1958{\sim}1959$ and its ground follow-up surveys are typical and important cases in those days. Magnetic survey techniques were rapidly advanced during 1970's and 1980's with improvements of instruments, growth of geophysical manpower, and availability of computers. The national aeromagnetic mapping project by KIGAM in 1981 showed the improved technical capability of those days. Decline of mining industry since mid 1980's moved the exploration objects from traditional resources to new ones such as groundwater and geothermal resources, and applications to investigation of geological structure were revived. Recently appeared applications such as natural hazard assessment, and engineering and environmental studies increased the magnetic method's utility in the realm of exploration.

The Law of Aircraft Leasing in the People's Republic of China : Achievements and Challenges

  • Leasing is one of the main methods for Chinese airlines to introduce aircraft from overseas manufactures, and this method has been used for more than 30 years by Chinese airlines. Aircraft leasing in essence is a kind of financial transaction, through which lessors provide finance to lessees by means of the delivery of possession of the leased aircraft. At the time when China started to introduce aircraft through leasing some 30 years ago, the Chinese domestic laws were very insufficient to regulate these activities. Therefore, a construction process for the law of aircraft leasing was triggered then, and some fruit has been gained. By far, there are rules to adjust the aircraft activities in the aspects of contract, real right, default and bankruptcy remedies. However, as the improvement of any system must undergo a process of exploration, the law of aircraft leasing in China is still faced up with many challenges. Especially with the emergence and prosperous of domestic leasing industry, new transaction structures and models of aircraft leasing have emerged, which leaves new challenges to current legal system. On the basis of introducing the history and main contents of Chinese legal regime of aircraft leasing, this paper offers an analysis of achievements and challenges on present Chinese laws in the aspects of contract, real right and remedies.

A Study for the Optimal Development Strategy of Air Cargo in Size and AHP Survey Analysis of Each Potential Decision-Making Group (한국형 전술수송기의 적정 개발 규모와 의사결정 영향집단별 AHP조사 분석에 관한 연구)

  • The aircraft manufacturing industry is a profitable business and has the potential to be an important export business. Our trade deficit needs to be improved in aircraft manufacturing part. Our national aircraft industry, which has been recognized for its quality in many domestic and international Air Shows, has developed the T/A-50 aircraft from the origins of the KT-1. With the ongoing development of the next generation fighter planes and helicopters, business for the next generation domestic air cargo has bright prospects. Judging by the history of the overseas air force dispatch during the Vietnam, Gulf, and Iraqi wars whose main mission was air transportation, there will be many opportunities to show the excellence of Korean air cargo in the future. The purpose of this study is to discover the optimal scale of air cargo development using the AHP method. The authors evaluated the scale of air cargo in size and capacity based on the following 5 standards used Korean developing airliner: usability, economics, technology, safety, and environmental friendliness. Then, the authors modified specific standards suitable for air cargo based on literature review Decision-making groups were chosen for suitability of expert staff in charge because they could represent for leading opinions in this specialized area especially as in practical aspects. The participants of the evaluation were pilots, transportation officers and management staff in the KAI who have experienced over 5years.

Resilience of Cultural Heritage by Integrating Historic Maps and Geospatial Information (고지도와 시계열 공간정보를 활용한 문화재 리질리언스에 대한 연구)

  • Cultural property is a valuable asset that connects the past with the present, and cultural heritage is now included in the international agenda of disaster risk reduction. Accordingly, the importance of building resilience of cultural assets has been on the rise, and the necessity of spatial information has been emphasized in building resilience. Therefore, in this study, A methodology for studying the resilience contained in cultural assets through linkage with historical map and time series spatial information is proposed and the proposed methodology was applied to cultural assets located in Gongju area. Georeferencing was performed on time-series images of aerial images and topographical map, and the changes in cultural assets and surrounding areas were found. The width of the river has changed due to the installation of the Keum River Estuary Dam and the dammed pool for irrigation. Nevertheless, the main cultural assets and monuments are located in the high-altitude area and thus have been well preserved. In this study, cultural property resilience was extracted using only map data and in future, it is necessary to conduct research to extract cultural property resilience through analysis of historical records such as geography.

Numerical Simulation of Crash Impact Test for Fuel Tank of Rotorcraft (회전익항공기용 연료탱크 충돌충격시험 수치모사 연구)

  • Since aircraft fuel tanks have many interfaces connected to the airframe as well as the fuel system, they have been considered as one of the system-dependent critical components. Crashworthy fuel tanks have been widely implemented to rotorcraft and rendered a great contribution for improving the survivability of crews and passengers. Since the embryonic stage of military rotorcraft history began, the US army has developed and practised a detailed military specification documenting the unique crashworthiness requirements for rotorcraft fuel tanks to prevent most, hopefully all, fatality due to post-crash fire. The mandatory crash impact test required by the relevant specification, MIL-DTL-27422D, has been recognized as a non-trivial mission and caused inevitable delay of a number of noticeable rotorcraft development programs such as that of V-22. The crash impact test itself takes a long-term preparation efforts together with costly fuel tank specimens. Thus a series of numerical simulations of the crash impact test with digital mock-ups is necessary even at the early design stage to minimize the possibility of trial-and-error with full-scale fuel tanks. In the present study the crash impact simulation of a few fuel tank configurations is conducted with the commercial package, Autodyn, and the resulting equivalent stresses and internal pressures are evaluated in detail to suggest a design improvement for the fuel tank configuration.

Current Status and Outlook of the Space Economy (우주분야 연구개발 및 산업동향)

  • The year 2007 marked two important anniversaries for space. The Soviet Union launched Sputnik 50 years ago on October 4. 1957. The 40th anniversary of the United Nations treaty on outer space was also marked in 2007. 2008 and 2007 were full of dramatic events of space activity as well : Success of Japan's first large lunar explorer 'KAGUYA'(SELENE) and China's 'Chang'e 1', launch of ISS laboratory module, 'Colombus' and 'Kibo', test of China's ASAT, and success of Korea's first astronaut program and so on. International government space budgets reached $78.3 billion in 2007, a strong growth rate of 36% over 2006, and the recently released Global Exploration Strategy, The Framework for Coordination is a set of guidelines for international cooperation among 14 of the world's space agencies. Worldwide space industry revenue grew by 20% over 2005, $106.1 billion in 2006 and $173.9 billion expected in 2007. This paper discusses the issues related to the Earth observation R&D trend and market in detail. Korea's 2008 government space spending is \316.4 billion, 2007 space industry revenue was $106 million. Several research projects are now underway and STSAT 2 will be launched by KSLV-1 at the Naro Space Center within this year.

ECSS E70 Standard for developing common EGSE and MCS (전기지상지원장비 및 관제시스템 통합 개발을 위한 유럽 표준안 현황)

  • Although the EGSE (Electrical Ground Support Equipment) and MCS (Mission Control System) have many similar or even identical functions, the EGSE used for assembly, integration and validation phase and the MCS for the mission operations phase are normally developed separately and used by different groups of engineers. However, the common ground system for EGSE and MCS has developed and many space missions such as PROBA (PRoject for On-Board Autonomy), ROSETTA, MARS EXPRESS, CRYOSAT (Cryosphere Satellite), GOCE (Gravity field and steady state Ocean Circulation Explorer), and GALILEO have used or will use it to minimize risk, reduce cost and improve overall product quality. It is based on ECSS (European Cooperation for Space Standards) E70 which is the international standard for ground systems and operations published by ECSS E70 Working Group. The ECSS E70 contains the basic rules, principles and requirements applied to the engineering of the ground systems and the execution of mission operations. This paper introduces standardization policy, organization and standard documentation in ECSS. The overview of ECSS E70 such as status, purpose and contents is also described in this paper.

The Historical Geography of Sacheon Bay Region -with Special Reference to Transportation, Fishery, and Industry- (사천만 연안의 지역 변화에 관한 연구 -교통.수산업.공업 기능의 변화를 중심으로-)

  • The Korean Peninsula, jutting southward from the Asian mainland into the Pacific Ocean, is surrounded by numerous bays and islands on three sides. The study area of this research is the coastal area surrounding the Sacheon Bay, which is located in the mid-southern tip of the peninsula. Historically, the bay region took the role of the main gate leading to the western part of Kyung-nam Do(Province) due to the fact that the bay is the nearest coast to Chinju, the central city of the province. The Sacheon Bay had provided important sea routes from the old days until the early twentieth century. Because of the bay's sea routes, the bay region has been militarily of great significance. Recently, road/rail/highway/airplane transportation functions have become gradually increased but sea transportation function has been decreased in the region. As the Sacheon Bay was rich in fishery resources, dozens of fishing villages in the bay region depended on fishery and marine product industries for long years. But the inflow of the fresh water used to cause serious damage to the fishing industry in the bay region after a drainage canal from the Nam River was constructed in 1969. As a result, the industry has dwindled gradually for last decades. Recently, a couple of industrial parks were constructed along the coast and many manufacturing factories were built on the parks. It has been expected that many jobs lost in fishery and agriculture are replaced by new opportunities in industry. More than half of the workers employed in the parks' factories commute from the city of Chinju. It is asserted in this paper that the transportation, fishery, manufacturing, and tourism functions of the Sacheon Bay region are closely associated with. The characteristics of the region can be well understood through the functional changes and associations.

The North Korean Nuclear problem and disarmament of Outer Space (북한 핵문제와 우주군축)

  • Nuclear issue is a good example showing globalization of the international regime. The history showed nuclear weapons may cause the extinction of human races when the first nuclear bombs fell down to Japan in August, 1945 and people became increasingly eager to achieve peace. Military buildup for national security is a matter of existence in the international society. However, disarmament or arms control to secure international peace and safety which is also the purpose of the Charter of the United Nations may be the most important task for us to realize peace of the mankind. Today, disarmament, together with amicable settlement of international conflicts and collective security system, is an important means to maintain and promote international peace and safety. It might be our permanent task to realize complete disarmament but, as the Preamble of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) expressed general and complete disarmament, the international society has clarified its effort for complete disarmament. Thus, taking a look into the international regime on the nuclear issue and progress related to the nuclear issue in North Korea, the study was intended to introduce the globalization of the nuclear issue, review the international effort for nuclear disarmament based on the concept of the 'common heritage of the mankind' and with respect to the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) and controls over nuclear weapons, and then evaluate the North Korean nuclear issue, which is in direct relation with South Korea and international laws, in terms of the space law and disarmament acts. The collective security system along with policies to prevent dissemination of nuclear weapons should also be emphasized and implemented to cope with the North Korean nuclear issue.
