The Case Study of Startle and Surprise Emergency Flight Training for Introduction of Non-Technical Flight Training to Commercial Airline Pilots in Korea (국내 민간항공사 조종사들의 비기술적 훈련 도입을 위한 사례연구: Startle 및 Surprise 비상상황 훈련 사례를 중심으로)

  • The introduction of automated flight systems has greatly improved aviation safety, but aircraft pilots continue to face new challenges. The pilot's stress from an aeronautical perspective can be distinguished by the 'Startle and Surprise' responses. 'Startle' is a short, strong physiological response to sudden or threatening stimuli such as unexpected gunfire. 'Surprise' is a cognitive-emotional response to an event that goes beyond one's expectations. In Martin et al.'s (2012) Startle Effect Experiment, the pilot identified physiological responses in the 'Startle' state, including delayed response and increased heart rate. In the Rahim (2020) Startle/Surprise experiment, the pilot's breathing rate and pulse rate did not change due to pre-planned emergency training. On the other hand, it was confirmed that the pilot's respiratory and heart rate were greatly increased due to the complicated aircraft and unplanned emergencies. Based on the results of these experiments, domestic pilots need to be trained to handle non-technical and various unexpected emergencies that could arise in an aircraft, rather than be just put through courses for enhancing technical capabilities or simple repetitive training as required by aviation law.

  • Information sharing and decision making between airport stakeholders became possible after the introduction of airport cooperative making system (A-CDM). This also resulted in optimizing aircraft handling time and increased the efficiency of aircraft operations. Technological advances have recently led to the development of urban air mobility (UAM) which is a small aircraft taking off and landing vertically. It is emerging as a new air transportation system in the future due to its advantage of saving time and solving congestion problem in the urban area. This study aims to suggest how vertiport cooperative decision making system (V-CDM) should be managed for efficient operation of UAM. By establishing procedure for decision making system based on Vertiport ecosystem of UAM. By establishing procedure for decision making system based on Vertiport ecosystem and UAM aircraft, unnecessary flight delays or cancellations can be minimized and efficiency of UAM operation will be improved as well.

Application and Validation of Delay Dependent Parallel Distributed Compensation Controller for Rotary Wing System (회전익 시스템의 시간지연 종속 병렬분산보상제어기 적용과 검증)

  • In this paper, the application of Parallel Distributed Compensation (PDC) controller for fixed pitch rotary wing system was studied. For nonlinear modeling, T-S fuzzy model was utilized to advance system control including the tilt type UAV. PDC controller was designed through the Linear Matrix Inequality (LMI). Experiments for determining the applicability and feasibility of PDC were performed using the 1 axis attitude control equipment and simulation. To verify the performance and characteristics of the controller, Mathworks Co. Simulink was used. After then, the PDC controller performance was verified and the results with developed controller using a 1 axis attitude control equipment were compared. Verification of the feasibility of PDC controller for the fixed pitch rotary wing system and identification of the overall performance and improvement analysis was conducted based on the experimental results.

  • The immigration procedure at airports is vital to making passenger and cargo transport faster. The rapid procedure of immigration could be an important determining factor when passengers select an air transport company, one that should have high satisfactory in terms of their service level and efficiency. Therefore, the advanced airport makes it easy for customers and their cargo to proceed. The coordination between authorities related to the Korean international airport is not satisfactory for customers. This paper analyzes the factors necessary to enhance the airport immigration procedure with the movement of aircrafts, passengers, cargo, and post, using the CK(Cook and Kress) model of DEA(Data Envelopment Analysis). From this study, the author found that research and development will be needed to improve the immigration procedure, especially on facilities and their operating systems. There are needed, also, performance indicators and a continuous monitoring system.

  • This paper reports the single-input-single-output cascade control by using 1-axis attitude control test-bench for quad-rotor UAV. The test-bench was designed as a see-saw shape using 2 motors and propellers, and to enable changing the center of gravity with the center of gyration using ballast. The experiment was carried out by constructing a PID-PID controller having a cascade structure with the test-bench. The SIMC based PID gain tuning process, which makes PID gain tuning easy, was grafted to cascade control. To graft SIMC method, the system parameter estimation result was conducted with second order time delay model by using Matlab-Simulink. Gain tuning was conducted by simulating with estimated system parameter. In this paper, the conventional application of SIMC was conducted and improved application was proposed for improving stability at tuning process.

Handling Deflection Limit in Open-Loop-Onset-Point PIO Analysis (Open-Loop-Onset-Point PIO 해석의 변위한계)

  • A new treatment is proposed to handle a deflection limit in the open-loop-onset-point (OLOP), which is commonly used in the prediction of pilot in-the-loop oscillation (PIO) due to a rate saturation. The new approach is motivated by the frequency response of a stand-alone actuator in that, unlike the suggestion by the original OLOP procedure, the rate limit onset is not delayed to a higher frequency by a deflection limit. Indeed, if a feedback control loop is closed, the rate limit onset can be shifted to a lower frequency since the controller tends to react with larger commands when deflection limited. The amplitude of the command at this onset frequency is combined with the deflection limit to estimate the associated gain reduction in the open-loop-onset-point in the final step of the OLOP process. The comparison of the new approach with the previous method reveals that an inaccurate optimism which can occur in the previous method is corrected by the proposed treatment.

  • Method establishment needs for recent shortening the flight path, fuel reduction, reduction of the flight delay time, increase of the route capacity like as relieve congested airspace and solving future demand. However, As the existing conventional navigation systems is impossible to be resolved. Hereupon, SBAS has been developed with using the GNSS. ICAO has recommended that SBAS need to be operated with aircraft operation from 2025, korea is also developing KASS in accordance with the recommendation. In this paper, before the 2022 KASS will be completed, KASS can be expected using for flight test and inspection as analyzing KASS flight test and relative specifications.

  • The fatigue crack growth behavior of a cracked and patch-repaired Ah2024-T3 panel has been monitored by acoustic emission(AE). The overall crack growth rate was reduced The crack propagation into the adjacent hole was also retarded by introducing the patch repair. AE signals due to crack growth after the patch repair and those due to debonding of the plate-patch interface were discriminated by usiag the principal component analysis. The former showed high center frequency and low amplitude, whereas the latter showed long rise tine, low frequency and high amplitude. This type of AE signal recognition method could be effective for the prediction of fatigue crack growth behavior in the patch-repaired structures with the aid of AE source location.

  • The basis for planning airport development is the specific demand at peak hour among various aviation demands. The demand at peak hour is regarded to be the source which enables us to estimate the size requirement and capacity of an airport facility. The distribution type of peak hour-operation depends on the difference of aircraft route, geographical location of airport, passengers and cargo. The demand at peak hour is calculated with peak hour factor. So far, the features of peak hour adopted for domestic airport construction plan have been based on the foreign research results. However, it is officially unconfirmed whether the various peak hour characteristics or peak hour factor suggested from foreign studies can be compatible with Korean state or not. In this study, the aircraft operation pattern and the peak hour characteristics are analyzed with hourly data using the operation schedule of an airport for the last 5 years and the actual result statistics of Korean air transportation by airport through the recent 10 Years. After the peak hour factor of the airports is calculated and compared with existing research results, peak hour factor by annual operation frequency is suggested for Korean airports.

Legal Aspects on ICAO SARPs Regarding Alternative Fire Extinguishing Agent to Halon Fire Extinguishers

  • For sustainable development of air transport, the establishment and application of international standards of environmental protection area is significant. The development and use of alternative fire extinguishing agent to Halon, which is used for the fire extinguishing systems of engine nacelles/APU and cargo compartments, has been requested in order to protect the ozone layer. The ICAO has been active in preparing international standards and recommended practices (SARPs); however, certification of alternative fire extinguishing agents has been postponed due to technical readiness problem.. Consequently, the implementation of SARPs has also been postponed by two years from the end of 2016. to the end of 2018. As such consequences have caused confusion among Member States regarding its implementation, it is necessary to discuss and pay more attention to this issue. ICAO Council and Air Navigation Commission should consider between setting the implementation time frame earlier or giving enough time for mature readiness and preparedness. Also in order to minimize the unnecessary discharge of Halon owned by Member States, it is necessary to consider efficient management methodologies; for example, requesting fire extinguisher manufacturers to recharge in professional ways. For the successful implementation of the SARPs, ICAO developed an implementation task list as including notification of differences, establishment of a national implementation plan, drafting of the modification to the national regulations and means of compliance, adoption of the national regulations and means of compliance. Member States can develop their own rule making process in reference with the ICAO implementation task list. This issue was presented and discussed during the 54th Conference of Directors General of civil aviation, Asia and Pacific Regions which was held in Ulaanbaatar, Mongolia in 2017 with significant attention among participated Contacting States. In this regards, ICAO Council and Air Navigation Commission should consult with Legal Bureau lawyers regarding SARPs preparing process to eliminate difficulties and confusions for proper implementation within effective date.
