In a broad range of socio-economic and political systems, we could be able to say that the common and highest goal of all nations is the well-being of the people. From this point of view, it can be seen that two significant historic developments were achieved in the 20th century. One was the maximization of productivity through the socially efficient distribution of resources and the other was the concept of national welfare, which assumes social responsibility for the basic livelihood of human beings. In this point, it is need not only to strengthen economic wealth, but also to redistribute resources equitably. Efficiency and equity, economic and growth, and national welfare emphasize the above-mentioned principle, but they are deeply interdependent in that the well-being of the people cannot be guaranteed in the presence of only one of those. This study aims to find out the equilibrium point those problems in the productive welfare policy in Korea. Finally, it is necessary to develop productive welfare systems in order to solve the issues well.

Traditional quantitative approaches to comparative social policy research in welfare state have mostly focused on cross-national variations in social policy. More recently, they have attempted to account for disparities in the local provision of social policy. However, heavily relying on traditional theories of welfare state development (e.g., industrialism theory, power resource approach, and state-centric thesis), most of them seem to have explained the local variation from a central or national perspective, thereby completely ignoring the local perspective. Furthermore, their theoretical bases have been exclusively derived from the social context of post-war era. In tackling these issues, this study aims at localizing and updating the theoretical framework of local welfare policy in the post-industrial age. The framework provided in this study calls for a shift in the theoretical perspective towards more local and new approaches (e.g., new social risks, new public management and intergovernmental relations).

This case study is to identify the role and strategies of think tanks in Britain which have shown institutional initiative in global welfare paradigm such as the establishment of welfare state, Thatcherism, and the Third Way. Fabian Society, Institute of Economic Affairs (IEA), Institute for Public Policy Research (IPPR), and Policy Exchange (PX) were selected for the research, and seven staff members from these think tanks were interviewed while their relevant publications were gathered and analyzed. As a result, the role of each think tank in welfare paradigm change were presented as well as strategic similarities were found: distinguished idea on the relationship between economy and welfare, adherence to independence based on their values, and strategic communication with diverse routs. However, there was also strategic difference between the first round and the second in the history. In the first round between Fabian Society and IEA, building a space for discussion based on new paradigm was the key, while in the second round between IPPR and PX, producing a set of alternative policies was the main task for them. This British example may provide useful implication to Korea, in which political debate on social welfare still just focus on individual pledges competition and the role of think tank is highly limited.

This study aims to suggest an analysis method for the research on the transformation of welfare states. To this end, 'restucturization' and 'change inside the structure' were differentiated. The 'restucturization' indicates a fundamental change of the structure itself, while the 'change inside the structure' means the modification of elements inside the structure. If 'abolition', 'substitution'/'entrust' and 'introduction' occurred, the changes are considered the 'restucturization'. Then it is examined, how the competence of the public organizations for social security systems is changed after the 'restucturization'. On the basis of this evaluation measure, the changes of 'restucturization' are defined as 'public-oriented restucturization', 'private-oriented restucturization' or 'status quo'. For analyzing the 'change inside the structure', coverage, entitlement, the level and length of benefit, finance and delivery system were compared within each country. The current study applied this analysis method to the research on the transformations of social security systems of Great Britain, Sweden and Germany.
