아파트, 사무소 공사용 리프트운용 안전교육이 근로자 사고에 미치는 영향

  • 아파트, 사무소 고층건물 공사시 리프트는 공사진척에 획기적 기여를 해왔다. 당연히, 이로 인한 년간사고가 적지 않았다. 한국산업안전공단 분기별 발행되는 중대재해 사고사례집에서 제시하고 있는 최근 5년간 리프트 사고통계에 의하면, 97년도 22건, 98년 15건, 99년 8건, 2000년 12건, 2001년 14건으로 조사되었다. 사고 기인별 내용으로는 물 자체의 결함, 안전방호장치결함, 복장·보호구의 결함, 물의배치 및 작업장의 불량, 작업환경의 결함, 생산공정의 결함, 경계표시 및 설비결함으로 나타났다.(중략)

  • Korean industry has achieved dramatic growth in a short time through continuous technical innovations. However, safety consciousness and management have not kept pace with industry growth. The characteristics of industrial accidents in socio-technical systems have become so complicated that it has been challenging for safety professionals to implement effective preventive measures because it is difficult to determine what is happening in the complex workplace. Thus far, they have focused on technical improvements and the requirements of OSH regulations to avoid legal responsibility. Accordingly, this study has used the systemic analysis method to explain the emergence of something unexpected in complex and multi-layered business structures, which is usually related to the variabilities of humans and organizations. This study chose a shipyard where a few fatal accidents had occurred because the shipbuilding industry includes numerous variabilities, including obtaining orders, manpower supply, procurement, etc. Systemic analysis progressed using FRAM based on two accident cases related to the truss platform used in LNG vessels. The outcome shows that each function within the system has its variabilities and has become coupled or dependent on other functions, increasing the possibility of accidents. This analysis method can provide OSH professionals with practical techniques for explaining what is happening in a complex socio-technical system and how to take proper measures.

  • 협회는 제36ㅎ회 산업안전보건강조주간을 맞이하여 '소규모사업장 보건관리 국고지원사업의 현황과 과제' 를 주제로 한 세미나를 7월 4일(금) 코엑스에서 개최하였다. 중소규모사업장 보건관리정책방향(노동부 김종호 과장), 소규모사업장의 직업병 예방관리(한양대 송재철 교수), 소규모사업장 보건관리 기술지원사업 추진현황(한국산업안전공단 유기호 국장), 소규모사업장 보건관리 기술지원사업의 문제점과 개선방안(대한산업보건협회 이명숙 국장)에 대한 연제발표와 지정토론 및 참석자의 질의, 토론이 이루어졌다. 본 세미나에서 발표된 연제를 요약하여 소개한다.

  • In the chemical industry, fires and explosions constantly occur due to runaway reactions during the production of various chemical products. To prevent this, much research has been conducted, and the possibility of runaway reactions for each substance is reviewed and interlocking devices are installed to prepare for adverse reactions to prepare for fires and explosions. However, despite legal and technical safety measures, accidents due to runaway reactions still occur every year. Accordingly, in this study, based on cases of fire and explosion accidents in styrene monomer reactors, the discharge capacity during runaway reactions was examined through experiments and graphs. Unlike the commonly calculated fire equation, in the case of a runaway reaction where pressure and temperature increase rapidly, discharge is made in two phases rather than a single phase, so the size of the rupture disk must also increase, and the orientation must be adjusted before the rupture disk is installed at the top of the pressure vessel. It was found that position adjustment was necessary.

  • 산업안전 문제는 과거 기업의 인사노무 관리에서 뒷전에 밀리는 경향을 보였으나 요즘은 다르다. 사업주와 근로자의 안전에 대한 인식이 높아지며 산업재해 예방은 기업 인사관리의 주요 관심사의 하나로 자리 잡았다. 그러나 영세 소규모 기업들은 산재 예방에 대한 투자 여력 부족에 따라 아직도 산재가 매우 빈번하게 발생하고 있는 실정이다. 이런 점에서 한국산업안전공단이 주도적으로 영세 중소기업의 산재예방을 위한 시설투자 자금, 환경 개선 자금을 지원하는 '클린사업장 조성사업(클린사업)'은 실효성 높은 재해방지 프로젝트로 평가되고 있다. 인쇄업계의 관심도 매우 크다. 재해예방과 작업환경 개선에 도움을 주는 이 사업은 구인난 해소에도 크게 기여하고 있다.

  • Ships emit significant amounts of air pollution. To reduce ship emissions, the government has implemented the Eco-Friendly Ship Act to improve the marine air environment, under which the use of eco-friendly ships that use eco-friendly energy as a power source encouraged and technologies to reduce marine pollution are developed. Therefore, the revision of relevant laws and systems such as inspection and facility standards for the safe operation of eco-friendly ships is urgently needed, especially those for fishing vessels, which account for the majority of domestic coastal vessels. This study defines the core equipment for the application of electric complex propulsion systems to fishing boats and presents a minimum safety standard plan for the adoption and dissemination of eco-friendly fishing boats.

A Study on the Analysis and Countermeasures of Industrial Accident Deaths of Foreign Workers in the Manufacturing Industry (산업재해로 인한 외국인근로자의 제조업 사망사고 실태분석 및 대응방안에 관한 연구)

  • Recently, the crisis of demographic extinction is rising in Korea more than any other country, and it is difficult for industrial sites to maintain without 'foreign workers'. Industrial accidents and accident deaths of foreign workers account for 7.6% and 12.3% of the total, through an in-depth analysis of fatal accidents in the manufacturing industry, differences and similarities between fatal accidents of foreign workers and all fatal accidents were confirmed in terms of occurrence type, workplace size, length of service, employment type, etc. In this study, customized countermeasures were found.
