A Study on the United States Records Management Law System (미국 기록관리 법 제도에 관한 연구)

  • The purpose of this study was to identify the records management system through the United States Records Management Act. The focus was on dividing its record management system into a state with the federal government, and looking at the operations. State records management does not cover all states, so it cited cases in Wisconsin and California where the systems are thought to have been best overhauled. The characteristics of the United States' recordkeeping system in this study are likely to be summarized in three ways: independence and autonomy of records management are guaranteed, many exchanges with cultural institutions in the region, and a historical society that is greatly influenced by them.

  • This study looked at the US records management system through the US Records Management Act and derived the characteristics of US records management. The federal and state of the United States were compared to identify the characteristics within the US administrative system. Also, the composition and content of the US Records Management Act were analyzed according to the records management process. As a result, US records management has characteristics of recognizing federal and state independence, yet maintaining cooperative relations between agencies for the protection of permanent values.

  • In the digital environment, electronic records are explosively increasing, but there are little concerns on how to effectively manage and service. On-Nara 2.0 and record management system, the information system of records production and management stage, are being developed and distributed on the cloud base. Archives management system requires the acquisition of new record management techniques because they need to acquire and manage various types of private records as well as public records. In this paper, we will discuss automation and intelligent technologies for archives management.

  • The purpose of the study is to reformulate the roles of local archives, reflecting the new archival paradigm. Archives management of local authorities is different basically from that of central administration agencies. This paper analyses four stages of archival paradigm shifts in Western archival communities, and finds some implications for roles and responsibilities of local archives and local archivists. Finally, it suggests the directions of local archives management and revision of related articles in Public Records Management Act.

  • Since 2008, the General Archives Authority of Mongolia introduced management standards on international records, such as ISO 15489. GAAM translated the international standards and have trained government records managers with such standards. These international records management standards are also incorporated into the Mongolian records legislations and records management guidance. Complying with the standards are also the requirements for designing records management software in Mongolia.

  • 정보기술혁명에 의해 대량의 정보와 지식이 다양한 매체에 기록되어 있는 지금, 기록의 중요성을 인식하고 효과적으로 관리하여 새로운 정보와 지식을 창조하고, 인류 기억의 보고의 풍부한 전승을 꾀하여, 이것에 의해 사회의 진보와 발전에 공헌할 필요성이 높아지고 있다. 그 때문에 디지털 시대에 기록관리의 역할이 광범위하게 논의되어야 하며, 다면적으로 검토, 연구되어야 한다. 그러나 종이 필름 전자매체에 관계없이, 기록관리시스템을 도입하고 장기에 걸쳐 유지관리하지 않으면 아니 되었다. 지금까지는 민간기업이나 각 관청에서 일시적으로 기록관리 시스템을 도입하여 활용하였으나, 대부분 일시적으로 활용하였을뿐 지속적인 유지관리를 시행하여 온 기관이 적은 실정이다. 앞으로는 지속적이고 체계적인 기록관리시스템의 구축과 유지가 더욱 더 필요한 것이다. 또한 기록관리에 대한 제반 문제를 해결하기 위해서는 일본 한국 중국 등 극동아시아지역에 있어서의 기록관리학회가 긴밀한 협력관계에 구축하고, 기록관리의 보급과 사회적 지위의 향상을 목표로 노력해야 할 것이다.

The Policy of National Records Management in the Future (국가기록관리정책의 미래)

  • In 1999, "Records management of public instituition Act" was enacted. Since then, records management system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, 'governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

A Comparative Study on Archives Management System in North America (북미지역 기록관리체제에 관한 비교 연구)

  • Archives managements practices and laws are different according to various histories and traditions of nations. And it depends on a various of specific conditions of each nation. This paper reviews each laws, regulations, and organization concerned with archives managements of America and Canada that lead in archives managements, although they have relatively short histories. And this paper reviews acquisitions, classification and cataloging, and user access of archives in central archives management institutions. Finally, it reviews education system and professional positions of archivists in America and Canada.

Reformation of the Korea's National Archiving System (한국 국가기록관리체제의 개혁과 국가기록원 개편)

  • This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.
