Open access movement supports the principle that the published output of scientific research should be available to everyone without charge. The term open access is used in the broad context of the wider movement. To achieve the objectives of open access to scholarly journal literature, BOAI(Budapest Open Access Initiative) recommends using two complementary strategies: 'self-archiving' in institutional/disciplinary repositories and 'open access journals.' This study introduces the strategies of open access movements and analyzes the ways to help the cause of open access by academic stakeholders(i.e., researchers, librarians, universities, publishers, foundations, learned societies, and government) from the perspective of two BOAI strategies.

This thesis improved the DB building process for IEEE conference proceedings that is being serviced in National Digital Science Library(NDSL) of KISTI and implemented the resulting system. Raw data format provided by the each publisher is different and change from time to time, so NDSL have to analyze and fix the programming. And it causes the service delays. This paper modularize the program to minimize dependence on the program due to the changes of raw data format.

The proliferating use of e-journals has led increasing interest in collecting and analyzing usage statistic information. However, the existing manual method and simple journal usage reports provided by publishers hinder the effective collection of large-scale usage statistics and the comprehensive/in-depth analysis on them. Thus we have proposed a hybrid automatic method of collecting e-journal usage statistics based on screen scraping and SUSHI protocol. In addition, the generation method of summary statistics presented in graphs, charts and tables has been suggested in this study. By utilizing the suggested system and analysis data, librarians can compose various reports on budget or operation of the libraries.

The purpose of this study is to investigate how one can find all journals of a country covered in a database such as SCI. We searched SCI and JCR Science Edition 2006 databases for Korean journals using four definition criteria-Country of a journal publication, Editorship, Unique words appeared in a journal title designating a country, a number of papers from a country in a journal. We also checked related literatures and websites to find information on SCI Korean journals. The study shows that 40 Korean journals were covered in SCI in 2006. SCI identified 38 of them as journals from South Korea, and JCR 2006 included 36. 11 journals had unique words indicating that they are Korean journals. 9 journals were Korean journals among the top 20 SCT journals by the number of papers with Korean addresses, and 36 journals were included among the top 500 SCI journals.

최근 정보기술(IT)의 급속한 발전, 코로나19(COVID-19)로 인한 글로벌 팬데믹 현상 등으로 오픈 액세스(OA), 오픈 사이언스(OS), 개방형 동료평가(Open Peer Review, OPR)와 같은 새로운 학술출판 관행이 과학기술분야 학술연구 현장에도 영향을 미치고 있다. OPR 시스템의 도입과 같은 새로운 학술연구출판 관행과 제도는 가치, 동기, 수단, 라이센스, 인센티브 등과 서로 밀접하게 연결되어 있다. OPR의 개념과 실체가 무엇인지는 기존 연구들을 통하여 최근 어느 정도 정립이 됐다. 하지만 OPR을 통해 연구자 개인이나 학회, 출판사 등에 새로운 기회, 도전 과제 및 미래 전망에 대하여 어떠한 영향을 미치는 가에 대한 연구는 중요하지만 제한적이다. 특히 학술연구출판 관행에 대한 다양한 연구가 국내외에서 진행되었지만 국내에서 학술지를 발간하는 학회차원에서 학술연구출판 관행, 특히 OPR에 대한 구체적인 조사분석은 거의 진행되지 않았다. 그렇기에 OPR에 대한 학술출판 생태계의 다양한 참여 주체들의 관점을 자세히 탐구할 필요성이 있다. 이에 본 연구는 과학기술분야 학술지의 학술연구출판 관행과 관련하여 학회 차원에서 새로운 학출연구 출판관행, 특히 OPR에 어떠한 인식을 가지고 있는가에 대한 연구를 진행하고자 한다. 본 연구는 한국과학기술정보연구원(KISTI) 학술연구논문투고심사시스템(ACOMS)를 활용하는 학회를 중심으로 설문조사를 통하여 수집된 OPR 관련 학술연구출판 관행과 제도 변화에 대한 인식을 분석했다.

In the field of science and technology, influential international journals can easily be found in SCIE. A total number of journals published by societies or institutes in Korea are only 82 of the 8,300 SCIE titles. In this study, in light of the SCI criteria the detailed analysis, of these journals was performed for Korean SCIE journals. The results show that in general domestic journals were not actively cited, had a low level of internationality, and user services through the website was insufficient. Korean SCIE journals should continue to complement these points and elevate its reputation. Candidate journals should concentrate on recruiting more excellent papers, promoting communication with foreign researchers, enhancing domestic and international public relations, and the like. To actively support the domestic publication of excellent journals, long-term and short-term measures should be established and consistently practiced at the national level.

This paper is a preliminary study to consider the introduction of structured abstracts to Korean journals in the field of library and information science (LIS). To achieve this, we first identified examples of overseas LIS journals that have adopted structured abstracts, and analyzed the occurrence statistics of each section of structured abstracts for four journals published by Emerald Publishing that emphasize the value of research and practical/social implications sections. Considering the inherent drawback of longer abstracts, we examined the abstract policies and the abstract lengths of recently published articles of four Korean LIS journals. Additionally, we identified some cases where essential elements were missing from the Korean abstracts. Finally, a proposal for the adoption of structured abstracts for Korean LIS journals was presented, focusing on the length of abstracts and the organization of sections. It is expected that the adoption of the proposed structured abstract format will facilitate the utilization of Korean LIS research in the library and information management practice.

In the library domain, the metadata concerning the journal and the articles published in the respective journal are the important attributes that can be used to search academic related information. In order to conduct this study, the American JATS standard and the XML DTDs of journal articles commonly used by well-known publishers were used. By comparing JATS standard to XML DTDs used by Elsevier and Springer, we were able to extract a total of 50 metadata elements(10 about the journals, 7 about the issues, 22 about the articles, and 11 about the authors). Additionally, we identified a total of 7 mandatory elements, 9 applicable mandatory elements, and 34 optional metadata elements. The implication of this study is that we selected metadata elements using XML DTDs that are used in the real world.

This paper is a record of the transitioning of the Journal of Korean Society of Archives and Records Management to open access. To understand this process, this paper explains the meaning of the conflict over the copyright among commercial journal aggregators, scholarly societies and public sector aggregators. In addition, this paper explains the declarations for open access transition in scholarly societies in the fields of library and information science and other humanities & social sciences in Korea. This paper records the practices and problems that the scholarly society as a publisher has faced in related to securing the journal publication cost, expanding the channels of distribution, and reforming the regulation of the journal. This paper also attempts to understand this transition process as making a knowledge commons.

This study aims to suggest a new evaluating system for academic books in the field of humanities and social sciences in Korea. The data comprised the evaluating systems for researchers' academic achievements at 27 Korean and overseas universities, and questionnaire from researchers. The findings showed that academic books were rated higher twice than articles in Korean universities with various criteria. Universities in the US had no standardized systems, but publishers evaluated academic books. The UK and France had authorized organizations, REF and HCERHE, to evaluate researchers' products, whereas, in Japan, departments evaluated them without fixed systems. About 84% of Korean researchers preferred external evaluation on academic books. It is proposed to establish associations' evaluation, 'more than 200 pages and ISBN', and qualitative approach. 200-600 points can be given on books in the correlation of universities, associations, and Korea Research Foundation.
