  • This study analyzes in various aspects the success factors in the development of the ETRI Journal which has been published by the Electronic and Telecommunications Research Institute, Korea, as an example case international journal by the institution. The results show that it ould be enlisted in SCI within 3 years after preparing the works for enlisting in it based on the supports from ETRI as well as the cooperation from members of the institution. From the first year 1996 when preparing the enlisting in SCI, the numbers of the articles published in each issue have been increased, and the members in ETRI have cooperated to publish their articles in the journal and cite the articles from the journal in their own articles and proceedings. The case of ETRI Journal shows that the journal published by institution can, in the first stage of its publication, take full advantage of its characteristics as an institution, if it can gain the cooperations both from the institution and its members.

  • The study examined the current status and the use of electronic publishing files to produce a bibliographic database. In particular . it examined the problems faced in the production of KoreaMed, an abstract database of Korean medical journals. The methodology of KoreaMed to utilize the computer files which was produced in the process of publication of a print journal is found to be very effective. It assures the accuracy of data, accelerates the input speeds, and reduces the input costs. However, such a project can not be accomplished to a satisfactory level without the cooperation of the publishers involved. It turns out that many small publishers and academic societies hardly have saved the electronic publishing files of previous issues. Besides, it is hard to maintain the right channel to receive the files continuously. The input and processing of special characters are very delicate problems. In addition, the diversity of layout and formats of journals, of the electronic publishing software used, and of the storage media, makes the utilization of the electronic publishing files a very complex process. In order to operate the KoreaMed system more efficiently by requiring the publishers to submit XML files which meets the standard of the KoreaMed, it is necessary to educate and train personnels of journal publishers for the management of electronic publishing files.

  • In this study, we proposed the FRAD concept model of authority data schema for author, organization and journal titles included in the academic papers. Academic information includes author names, affiliations, publishers, journals and conferences. They are used as access points, and there are multiple relationships among these entities. It is expected that the use of authority data for academic information based on FRAD conceptual model could improve more accurate retrieval of information, systematic management of academic information, and various forms of knowledge representation. In this study, our entity-relationship authority data will be linked to the document, and included the several properties and relationship to identify the object.
