This study aims to identify the methods of implementation for the 'National Research Foundation of Korea Open Access 2021(Plan)'. This study covers the methods of implementation in the three following core items: 1) developing the details on the amount, method, and procedures of APC support; 2) proposing methods for facilitating the transition of domestic Korean academic journals to open access journals; and 3) developing methods of entrusting papers to open access repositories. APC support should be guaranteed at a reasonable level. The average or median of APC values for the previous three years will be applied to set the upper limit for support each year. APC support will be provided when the paper is published to open access journals or transitioning journals to open access. Hybrid journals or dual access journals are not included. Support for open access publishing of academic journals in Korea during the transition period will be available for open access journals that have registered for CCL in KJCI or journals that have submitted their application for transitioning to open access. Publishing in hybrid, dual access or subscription-based journals must be accompanied by items related to copyright such as embargo. Research results will be used for the detailed implementation plan of 'NRF OA2021 (Plan)'. They will serve as the base data for the rapid, stable, and sustainable implementation of open access policy in NRF, addressing the Korean domestic academic journal publishing environment and the field of international academic communication.

북한의 천문학 연구현황을 살펴보기 위해 북한 학자들의 연구 논문을 조사하였다. 북한 평양천문대에서 발행하는 대표적 천문학 학술지인 천문학통보를 비롯해 과학원 통보, 기상과수문 그리고 김일성종합대학학보인 물리학, 자연과학 등의 학술지에 게재된 천문학 논문을 조사하였다. 지난 10년간 북한 학술지에 실린 논문 중 확인된 150여 편 중에서 2015-2018년 천문학통보에 게재된 47편의 논문을 분석하였다. 그 결과 태양 분야 연구가 가장 활발하게 진행되고 있으며 고천문, 인공위성, 항성 등의 연구도 꾸준히 이어지고 있음을 알 수 있다. 북한 학자들의 해외 저널 논문을 조사한 결과 2007-2020년까지 16편을 확인하였다. 평양천문대, 김일성종합대학, 국가과학원 소속의 학자들이 주로 독일이나 중국의 학자들과 공동 논문을 발표하고 있는 것으로 확인된다.

In an attempt to evaluate the current research status of genetically modified (GM) plants, the scientific research publications in Korea as well as in international SCI journals were screened. About 190 research articles related to the development of GM plants were searched from 10 different domestic journals in the last 12 years (Jan. 1990 to Sept. 2002), The researches in 65 articles were carried out with tobacco plant, 20 with rice, 19 with potatoes, and less then 9 articles from each other plant species, respectively, In total, 38 different plant species were being subjected for the development of GM plants. In particular, there was only one article for each major staple grains such as wheat, barley, soybean, and maize. In more than 47% of total published articles, scientists mainly focused on the basic research such as developing transformation system (46 articles), gene expression study in transgenic plants (34), and vector constructions (10). In addition, 28 articles which main authors are Korean scientists were searched from 11 different international SCI journals. Again, major plants for GM research were tobacco (10) and rice (7). More than 50% of published articles were focused on the basic research, gene expression study with transgenic plants (16). The publications on the research of disease-resistant plants were 7 articles, 3 for the development of stress-resistant and 2 for the herbicide-resistant plants, respectively. It is believed that the last 10 year's investment through government organizations has just strengthen the capacity for the next big stride on agricultural biotechnology in Korea.

It is very important to analyze and provide information resources for research output produced in the computer field, the core science of the 4th Industrial Revolution. In this paper, SCI journals cited from domestic journals in the computer field were identified and the citation rankings and their co-citation networks were generated, analyzed, mapped and visualized. For this, the bibliographic and citation index information from 2015 to 2017 in the KSCD were used as the basis data, and the co-citation method and network centrality analysis were used. As a result of this study, the number of citations and the citation ranks of SCI journals and papers cited by korean journals in the computer field were analyzed, and peak time(2 years), half-life(6.6 years), and immediacy citation rate(2.4%) were measured by citation age analysis. As a result of network centrality analysis, Three network centralities(degree, betweenness, closeness) of the cited SCI journals were calculated, and the ranking of journals by each network centrality was measured, and the relationship between the subject classifications of the cited SCI journals was visualized through the mapping of the network.

학술지 인용 영향력 지수 JIF에서는 학술논문이 발행된 당해년도에 즉시 인용된 횟수가 포함되지 않는다는 한계가 있다. 특정 연도에 발표된 이후의 모든 인용을 포함하는 IMP 지수는 논문발표 당해년도의 인용을 포함하지만, 몇 년 이전의 논문에 대한 평가가 된다는 한계가 있다. 이를 극복하기 위한 새로운 방안을 제안하였다.

This study is to analyze impact factor, self-citation, immediacy index and cited half-life through citation analysis of scholarly journals of LIS field in Korea. This study was analysed the 9,329 references cited in Korean scholarly journal of LIS field. As a result, it analyzed that the articles of Korean LIS journal among the cited references in scholarly journal of LIS field in Korea is very insignificant. In other words, the percentage of citations was observed 19.1% in Journal of Korean Library and Information Science Society (KSLIS), 20.2% in Journal of the Korean Society for Library and Information Science (KLISS), 17.0% in Journal of the Korean Society for Information Management (KOSIM), 18.8% in Korean Biblia Society for Library and Information Science (KBIBLIA). Also, the cited half-life was analysed 5.87 years in KSLIS, 5.40 years in KLISS, 4.25 years in KOSIM, 3.57 years in KBIBLIA. And Impact factor has been found to be very low compared to journals of other fields.

본 연구에서는 국내 의학분야중에서도 기생충학분야의 연구자중 논문 생산성이 높은 저자 30명을 선정하여, 그들이 국내외 학술지에 발표한 학술논문 총 1,810편이 SCI에 어느 정도 인용되는가를 측정하였다. 총 1,810편의 논문중 359편의 논문이 1회 이상 SCI 학술지 논문들에 의하여 인용되었다. 한국 기생충학 논문의 93.1%가 한국학술지에 발표되었는데 그 인용률은 18.7%이고, 외국학술지에 발로된 논문은 전채 논문의 6.9%인데 그 중의 48.7%가 인용되었다. 즉, 외국학술지에 발표된 논문의 인용률이 한국학술지에 발표된 논문의 인용률보다 2.5배정도 더 많이 인용된 것으로 나타났다.

This study aims to review the possibility of OA to international journal articles cited by researchers of the library and information science field in Korea. For this, the international journal articless cited to the articles (1,543) of the Korean Society for Information Management were collected, and the investigation was carried out regarding the OA policy of the international journals and the status of journals that can be open to the public through the OA according to the OA policy. In addition, this study analyzed the actual accessibility by utilizing the OA finders (Google Scholar, Unpaywall, OA Button). The analysis result indicated that the majority of the international journals were using the green OA policy. Also, 1,476 journal articles which is 95.4% of the total international journal articles were allowed to be accessed officially with the OA. The results of reviewing the actual accessibility rate of the journal articles open to the public through the use of the OA finders indicated that accessibility was up to 68% when using Google Scholar, and the maximum accessibility rate was 72% when mixing the OA finders. Among the OA finders, Google Scholar had the greatest OA accessibility rate, but it was desirable to mix the OA finders in order to expand the OA accessibility rate to the maximum level.

This Study analyzed the use of statistics in 1,768 research articles published in 2001-2004 in 4 korean & 6 English core journals in the field of library and information science. Korean journals made significantly less use of descriptive and inferential statistics. Of the 663 inferential statistics used in 345 of the 1768 articles, the most frequently used inferential technique was multivariate analysis. There was significant difference in inferential methods used in Korean & English journals, also in traditional library science journals and information science journals.
