The purpose of this study is to improve the academic information flow systems in university environment. The study explored various aspects of academic research flow systems, such as national standards and rules for digital library of electronic theses and dissertations, and national information infrastructure for digital data collection, management flow system through networks. Based on the analysis of current situations, the study developed the procedures and systems for digitalizing, collecting, processing, archiving, and providing of graduate research works.

From 1990s the Ministry of Education and KERIS have developed nationwide academic resource sharing and service system based on universities, and have contributed to bridge the gap of information and to facilitate resource sharing between universities. Meanwhile, in Japan which starts 15 years earlier than us, the Ministry of Education and NII built nationwide academic resource sharing and service system with starting on the project of university holding resource sharing and until now have shown similar aspect of development like us. But lately, since information environment has been changing rapidly, Japan try to find new paradigm which goes around electronic resources management substitute for physical resources and open access based academic communication, institutional repository which disseminate university's research output to the outside world. This study compare academic resource sharing and service system between Japan and Korea and try to suggest for Korean academic resource sharing and service system development. In Korea, firstly we should try to replacing published resources management system to electronic resources', secondly, reorganizing oversea's resource sharing and service system, thirdly, reactivating institutional repository toward open access, finally, unification of distracted driving force.

정부는 지난 몇 년간 국가GIS사업을 비롯해 중앙부처 및 지방자치단체에서 추진한 각종 GIS사업을 통해 구축된 지리정보의 활용도를 극대화하고자 국가지리정보유통체계 구축사업을 추진해 왔다. 지리정보유통망과 같은 정보 유통체계는 유통 상품이 물류배송이 아닌 인터넷을 기반으로 실시간으로 전달되는 유통흐름을 가지고 있어 유통의 주체, 객체, 수단, 환경 등 제반 요소의 변화에 따라 유통모형을 달리 적용할 필요가 있다. 국가지리정보유통체계 구축사업에 적용된 유통모형은 크게 중앙집중형, 지방분산형, 혼합형으로 구분된다. 그리고 각각의 모형은 정보통신기술의 발전 현황과 정보화 환경을 고려하여 초기 단일 유통센터를 중심으로 운영되는 중앙집중형에서 점차 지역별 통합관리소가 운영되는 지방분산형으로 전환되었고, 근래에는 중앙집중형과 지방분산형이 통합된 혼합형으로 발전하였다. 본 연구에서는 지금까지 적용된 유통모형을 정립하고 이에 대한 장 단점을 도출하여 향후 발전해 나아갈 수 있는 가장 이상적인 유통모형을 제안해보고자 한다. 이는 정보 유통을 고려하는 사업의 참고 모형으로 활용될 수 있으며, 이를 토대로 보다 성공적인 유통시장을 형성할 수 있을 것으로 기대된다.

지리정보유통은 연계(network)의 경제활동이라 할 수 있다. 이러한 경제활동이 원활히 움직이고 활성화되기 위해서는 유통체계를 구성하는 주체, 객체, 수단, 환경이 적절히 조화를 이루어야 한다. 그중 유통주체인 공급기관-수요기관-유통기관은 유통기관을 중심으로 상호 유기적으로 연계되어 있어야 한다. 특히 지리정보는 시간의 변화에 따라 동적으로 변화하고, 단순한 자료나 정보가 아닌 이를 이용하여 새로운 부가정보 생산이 가능한 정보로 적극적인 공개를 통하여 그 활용성을 극대화시킬 수 있다. 따라서 국내에서 생산된 지리정보를 보다 효율적이고 가치 있게 활용하기 위해서는 우선적으로 지리정보유통 활성화가 이루어져야 한다. 지리정보유통 활성화를 위해서는 첫째, 공급기관이 유통체계에 적극적으로 참여하도록 법제도를 강화해야 한다. 둘째, 지리정보유통추진협의회를 구성하여 공급기관과 유통기관간의 상호 원활한 협력관계를 유지한다. 셋째, 새로운 지리정보를 발굴할 수 있는 지리정보 발굴체계를 도입한다. 넷째, 앞의 세 가지 업무를 체계적이고 적극적으로 수행할 수 있는 지리정보유통관리기구를 설립 운영한다. 본 연구에서 제시한 활성화방안을 기반으로 국가GIS 기본계획의 목적에 부합하는 충분한 지리정보를 확보하고 공급함으로써 범국민적인 유통 활용이 보다 빠르게 정착될 것으로 기대된다.

디지털 정보의 비중과 그에 대한 의존도가 현격이 높여져감에 따라 디지털 정보자원의 효율적인 수집, 저장 방법의 논의가 활발해져가고 있다. 이런 디지털 라이브러리의 분야에서 학술정보의 자유로운 이용(Open Access)에 대한 개념은 확고한 기반을 다져가고 있으며, 기술적 지원으로 제공된 OAI 프로토콜을 활용하여 해외의 학술자료들을 수집, 저장하여 배포하는 과학기술정보 유통체제는 이미 큰 이슈로 자리잡고 있다. 한국과학기술정보연구원(KISTI)은 과학기술중앙정보센터로서 논문, 특허, 연구보고서, 사실정보, 생물다양성정보 등을 비롯한 다양한 종류의 과학기술관련 데이터베이스를 구축, 수집하여 서비스 하고 있다. 이에 국내외 과학기술 정보의 종합포털 및 디지털 전자유통 체제를 확립하기 위해 OAI 프로토콜을 통한 학술자료의 유통이 요구된다. 본 논문에서는 OAI 기반 지식정보 수집 저장시스템인 stOAI(OAI 과학기술유통시스템)을 구축, 개발하였다. 본 시스템은 해외학술자료들을 OAI 프로토콜을 통해 수집 저장하여 Yeskisti(과학기술정보포털서비스)의 OA(Open Access)를 통해 해외저널을 무료로 배포하며 또한, KISITI의 과학기술정보를 효율적으로 외부 정보서비스 연계기관에게 제공하게 된다.

미국을 비롯한 GIS 선진국에서는 GIS 데이타베이스를 사회기반시설(National Spatial Data Infrastructure)로 간주하였으며 Internet을 통한 공간정보의 유통을 이미 계획 추진하고 있다. 본 연구는 외국의 공간정보유통체계에 대한 사례연구를 바탕으로 우리나라 국가 GIS 데이타베이스(Things : 실체)가 구축 후의 효율적인 활용을 위해 어떠한 유통과정(Process : 흐름)이 있어야 될 것인가를 살펴본다. 여기서는 제도적으로 공간정보유통이 가장 활발한 미국과 기술적인 방법으로 공간정보유통을 추진하는 카나다의 사례를 중심으로 우리나라의 현황을 비추어 보고자 한다.

This study surveys science information resources and science information resource services institutions existing in the field of scientific research to analyse their strengths and weaknesses, which provide theoretical foundation of planning an effective and efficient nation-wide science information transfer system for Korea. This study also suggests right directions of developing a centralised system of science information for Korea.

Agricultural product distribution means all economic activities ranging from farmers(agricultural products producers) to consumers. In general, as the domestic agricultural product distribution channel is complicated and many distribution agents are involved in the distribution process, it takes a lot of distribution costs and is characterized by a relatively high distribution margin. Therefore distribution agents involved in the distribution channel requires an integrated, unified information system based on an accurate and seamless information exchange and mutual information sharing to integrally manage information. In this paper, we propose a standardization plan for database structures to use and share the distribution information among distribution agents and to implement an integrated distribution information system.

GIS 시스템 구축사업이 진행됨에 따라 편리성을 위한 연구와 함께, 최근에는 전산망 및 인터넷의 보안문제가 대두됨에 따라, GIS 시스템에서도 보안에 대한 관심을 갖게 되었다. 크게 GIS 시스템에서의 보안과 관련된 문제는 지금까지 전문가들을 위한 정보유통에서 최근 일반인들에 대한 정보유통으로 발생되는 유통정보에 대한 보안문제와 GIS 유통노드, 지리공간 데이터 서버에 대한 보안문제로 구별할 수 있다. 유통상의 정보에 대한 보안문제는 전송되는 유통정보에 대한 도청을 방지하기 위한 암호화 기술이 요구되며, 또한 전송도중 불법사용자에 의한 변조 혹은 삭제 등의 위협으로부터 유통정보에 대한 무결성을 입증하기 위한 인증기술이 요구된다. 이와 같이 암호 및 인증기술과 함께, 인터넷과 전산망의 급속한 보급에 따른 GIS 유통노드, 지리공간 데이터 서버에 대한 불법적인 접속 및 무단 변조에 대한 전산망 접속제어 기술도 요구된다. 결과적으로 GIS 시스템이 정상적으로 운용되기 위해서는 이러한 제반 문제 해결을 위한 방안이 제시되어야 하며, 이는 각종 범죄를 방지하고 건전한 정보화 사회를 구축하기 위한 선결과제이다 따라서 본 고에서는 이러한 제반문제 해결을 위한 방안을 제시한다.

21세기 첨단영상매체인 디지털 비디오 디스크(DVD)가 지난 1996년 11월 처음 등장한 이래, 올해로 만 8년째를 맞이한 DVD산업은 본격적인 성장기에 접어들고 있다. 하지만 현재 국내 DVD유통업체는 비효율적인 푸시(Push)유통체제로서 유통물류시스템을 가동하고 있다. 따라서 국내 DVD유통관련 업계의 물류비용 절감과 DVD유통(제조업 포함)업계의 사업 참여를 적극 유도하여 선진 유통정보시스템 구현을 통한 산업 경쟁력 확대차원의 사업추진방안이 필요한 실정이다.
