A Study on the Actual Condition Analysis and Improvement Direction of Disaster Safety Education Training Course in School - Focused on Disaster Safety Management for School Facilities - (학교 재난안전 교육연수과정 실태분석 및 개선방향에 관한 연구 - 학교시설에 대한 재난안전관리 중심으로 -)

  • This study suggests desirable disaster safety education curriculum through analyzing the operational status of the school disaster safety management training course and demand survey of school staff. First, the problem of the disaster safety training course of the school is not connected with the lack of law and system and the school disaster safety job. Second, improvement of law and system and variety of training should be made to acquire professional knowledge. Third, it is necessary to divide curriculum into the following four categories, according to educational needs of public officials ; Educational administration officers course focused on facility safety, maintenance and disaster countermeasure. Educational officials in technical post course addressing approval and permission of school facility projects, seismic reinforcement of school building, etc. Educational supervisors course covering roles and responsibilities of the school safety supervisors in the event of disaster. Teaching staffs course focused on safety instructions for students. Fourth, it is found that lectures and experiential learning methods are the most desirable methods of teaching and learning, and the major ranks are earthquake disaster, fire, gas, typhoon, school road, and electrical safety.

A Cohort Study of Incidence Rate and Causes of School Accidents in a Boys' Middle School in Taegu (남자중학교 학생의 학교사고 발생률과 사고원인에 관한 코호트 연구)

  • To determine the incidence rate of school accidents and its associated factors, a cohort observation was carried out in a boys' high school of a total of 2,324 students for an academic year from March 1986 to February 1987. Data for accidents were collected by the author (school nurse) as students came to the school health station for treatment of accidental injury. Data for school activities were obtained from the diary of academic affairs. A total of 603 students made 1,126 visits to the station for accidental injury during the study period that gave an average 1.9 accidents per student. The average number of visits for accidental injury per day was 5.1 and the incidence rate of accidental injury was 2.2 per 1,000 student days. Each class had about 30 accidents on the average in a year. However there were two classes that had exceptionally high incidence rate of accidents; 54 accidents in one class where 10 athletes were assigned and 58 accidents in the other class where the teacher in charge was On vacation for two months. The highest incidence rate of accident was observed in June (3.4 per 1,000 student days) and the lowest rates were in December and February (1.5 and 0.7 per 1,000 student days, respectively) and there were no appreciable difference by day of week. Accidents were caused by mischief or carelessness of students in 62.2% and by the inappropriate tools and facilities of school in 18.6% . The accidents caused by tools and facilities were mainly due to the antiquated chairs and tables. Referral rate to hospital for severe injury was three times higher in cloudy days and five times higher in rainy days than in clear days. There was almost no accident during the examination period but increased after the examination. Based on these findings, following measures are recommended to prevent school accident: disperse the athletes throughout the classes: should the teacher in charge leave the class for a long period, replace with another teacher who is familiar with the class to keep order; replace or repair the inappropriate tools and facilities; and warn the students for the risk of accident or broadcast music or let the students have light physical exercise to relieve the tension in cloudy or rainy day and after examination.

  • The purpose of this study is to help the education of fire safety of technical high schools through the investigation of skills club students's recognition on fire safety in Seoul city. To achieve the purpose, 56 skills students who going to skills competition were surveyed for 3days from Jun. 19 to 21, 2006. The Results of this study are as follows ; First, a large numbers of students in technical high school placed low value on the importance of safety in life, and fire safety was very important, however, lower than structural safety. Second, the education of fire safety was arranged by school authorities, carried out only by the half of these school. It was necessary that the specific education of fire safety for major and skills competition was hosted by a department. Third, it was necessary that the system all accidents were certainly reported by the related student and the method prevented a recurrence. 4th, the field of fire safety in Industrial Introduction subject of national curriculum was satisfied by students. And if this subject revised, students wanted to extend the contents of fire safety and to orient to practical technique.

A Sustainable Operation Plan for School Gardens - Based on a Survey of Elementary School Gardens in Seoul (학교 텃밭의 지속적인 운영방안에 관한 연구 - 서울특별시 초등학교의 학교 텃밭 실태조사를 바탕으로 -)

  • This study surveyed 599 elementary schools in Seoul to provide measures for the quantitative expansion and sustainable operation of environmentally-friendly school garden. Of all schools, 161 schools had formed and were operating school gardens. The total area of school gardens was $166,901m^2$ and the mean area was $131.2m^2$ in elementary, junior high and high schools in Seoul. Meanwhile, the total area of school gardens was $65,493m^2$ and the mean area was $363m^2$ in 161 schools that participated in the survey, indicating $1.15m^2$ per student. Of these schools, 11.8% were operating gardens themselves, while 50.3% were operating gardens that had been newly renovated or environmentally improved by institutional support projects after initially managing gardens themselves. According to the locations of school gardens, mixed-type gardening (a combination of school gardening and container vegetable gardening) accounted for 34.8%, followed by school gardening at 32.9%, container vegetable gardening at 29.2%, and suburb community gardening at 3.1%. Those in charge of garden operations were teachers at 51.6%, comprising the largest percentage. Facilities built when forming the garden included storage facilities for small-scale greenhouses and farming equipment at 26.1%, accounting for the largest percentage. No additional facilities constructed accounted for 21.7%. The greatest difficulty in operating gardens was garden management at 34.2%. The most needed elements for the sustainable operation of gardens were improvement in physical environment and the need for hiring a paid garden, each accounting for 32%. The most important purpose for school gardening was creating educational environments (81.6%). The major source for gaining information on garden management was consultation from acquaintances (67.8%). Schools that utilize plant waste from gardens as natural fertilizers accounted for 45.8% of all schools. Responses to the impact of operating school gardens for educational purpose were positive in all schools as 'very effective' in 63.2% and 'effective' in 36.8%. This study was meaningful in that it intended to identify the current status of the operation of school gardens in elementary schools in Seoul, support the formation of school gardens appropriate for each school with sustainable operation measures, implement a high-quality education program, develop teaching materials, expand job training opportunities for teachers in charge, devise measures to support specialized instructors, and propose the need for a garden management organization.

  • The main goal of this study is to examine the current status of architectural glass in terms of its risk for inflicting injury in elementary schools, middle schools, and high schools. Through objective analysis of data contributed by the investigation of the cause, degree of seriousness, and bodily location of injury, the hazardousness of architectural glass in educational facilities will be evaluated. Most importantly, this study is an attempt to increase awareness of the need for establishing a safety standard in the installation of safety glass in order to prevent injuries inflicted by architectural glass in educational facilities.

  • 현대인의 경우 대부분이 하루 중 80% 이상의 시간을 어떤 형태의 가정, 사무실, 공공건물, 학교, 병원, 지하시설물, 상가, 음식점, 자동차, 지하철 등의 실내공간에서 생활하고 있으며, 특히 어린이와 노약자, 병약자들의 경우 대부분의 시간을 실내에서 보내고 있는 실정에 있어 실내공기오염이 인체에 미치는 영향은 크다고 할 수 있다. 실내환경에는 대기환경과는 달리 물리적, 화학적, 생물학적으로 매우 다양한 오염물질들은 복합적인 배출원에서 기인되며 그 배출량은 물질에 따라 상당히 편차가 있을 뿐 아니라 오염물질 농도분포 역시 시간적, 공간적 특성에 따라 다양하게 나타날 수 있으며, 실내공기의 상태는 일차적으로 외부공기의 영향을 받게 되고 이차적으로는 담배연기, 스토브, 오븐, 시멘트, 건축자재, 페인트 및 벽면의 입자상 물질 등과 같은 실내오염원으로부터 영향을 받아 오염상태가 심해진다.   • The school space is a place for learning activities and community activities, and it is used as a shelter for various disasters. Recently, the frequency and magnitude of damages of school facilities due to various disasters are increasing, and similar accidents occur repeatedly every year, causing enormous damage to school classes. Furthermore, damage to school facilities will require considerable time and safety confirmation measures to restore disaster and normalize the class. In this regards, based on the questionnaire survey on the difficulties and improvement measures of the disaster recovery work of the school safety manager, we propose the application of in-kind compensation for damage to school facilities to ensure rapid disaster recovery, simplification of administrative procedures, and quality of restoration work.

  • 고리, 월성, 울진, 영광 등4개 원전부지와 하나로 연구용 원자로 부지에 대해 방사성물질의 대기 중 누출사고 발생 시 대축척 전자지도와 연계한 사고정보 파악, 예상피해분석, 방재시설 및 소개정보 활용 등을 통해 중앙정부 및 지방자치단체가 방사능 물질 피해지역관리 및 신속하고 효율적인 주민대응조치 수립을 위한 의사 결정 지원할 수 있는 방사능방재 지리정보시스템 구축이 필요하다. 본 연구에서는 고리, 월성, 울진, 영광, 대전지역의 원자력 발전소 및 연구용 원자로 반경 40km이내 지역의 행정경계, 도로, 등고, 수계, 건물 등의 일반지형지물정보와, 비상계획구역 내 마을의 상세정보, 집결지, 대피소, 교통통제소, 환경방사능감시기, TLD등의 방재시설물 위치 및 관련 상세정보, 관공서, 경찰서, 소방서, 보건소, 학교, 병원 등의 방재관련 지형지물 위치 및 관련 상세정보, 원전부지 내 인구분포, 보유 차량 분포, 농작물 재배 현황, 축산물 재배현황 등의 방재관련 사회통계정보를 포함하는 공간 및 속성 데이터베이스는 구축하였다. 이를 기반으로 방사선 피폭영향 평가시스템(FADAS)의 예상평가결과를 전자지도 상에 표출하고, 이에 근거한 예상피해를 분석하며, 소개단계 대상 마을 검색 및 바람장 분석을 활용한 소개경로 제시 등을 통해 주민보호조치 의사결정을 지원하며, 사고대응 및 소개현황 정보를 관리하는 웹 기반의 원자력방재 지리정보시스템을 확대 개발하였다. 방재시설물 및 방재관련 지형지물, 방재관련 사회통계자료의 검색기능 및 실시간 원전 바람장 정보조회, 실시간 ERMS 수집정보 조회, 수치예보 정보 조회, 온라인DB관리 등의 확대 구현을 통해 사고대응조치 및 피해분석업무를 지원하였다. 본 연구를 통한 원자력방재 지리정보시스템 완성을 통해 방사능 비상시 중앙본부와 지역본부 및 유관기관 간에 지리정보와 연계한 정확한 사고정보 및 방재정보의 신속한 공유를 제공하고, 적절한 비상대응조치 의사결정 및 주민보조조치 수행을 지원하여 효율적인 사고지역 관리 및 인적 물적 자원의 피해를 최소화하는데 기여할 것으로 기대된다.

  • The outdoor space of an elementary school is the most familiar and most educational area for children. A paradigm shift in education has demanded a new role and direction for these outdoor spaces. The construction of children-friendly spaces, however, lags behind. The child-participatory design process is very meaningful at a time when many outdoor spaces have difficulties in reflecting the varied and specific demands of children. This study realized the necessity for a design that includes a child-participatory design process in construction the outdoor spaces of elementary schools. Through reference study and a theoretical approach of related laws, this study established a child-participatory design process model and applied it to Seoul Don-Am Elementary School. The design process included playing games and providing interesting tools to increase the participation of children in suggesting and presenting their opinions more freely. The design process of this study is described in five steps(eliciting interest in and recognition of the target space, Understanding children's expectations and the expressing thereof, Establishing factors for planning, Visualizing and arranging spaces, and Decision-making and building a final design plan). This process was applied to the planning and design of an outdoor space for Seoul Don-Am Elementary School. In this study, it is clear that the design of the participators and experts have a different purpose. Thus, the process of the design has more meaning than the final product. In addition, it is expected that an improvement in both tangible and intangible designs will be seen. Using a participatory design process, this study successfully improved the facilities and arrangement planning of an outdoor space. At the same time, it also enhanced the interest and participation of children in the process of creating the kind of school they desire. The significance of this study is that it has suggested an effective model to reflect the demands of children, the true users of the outdoor space, and the results were actually applied to elementary school outdoor planning and designing. This study enhanced the awareness of school members in the process of building the school's outdoor space.
