제36회 전국도서관대회 열려. 경주 교육문화회관서 3일간

  • 한국도서관협회(회장 이두영)는 9월 24일부터 3일간 경주교육문화회관에서 '전국도서관대회'를 개최했다. 신일희 총장(계명대)은 기조연설을 통해 시대적 사명에 복무했던 도서관의 영광을 재현할 것을 촉구했다. 그는 "도서관이 지식과 정보를 보급하는 것은 인류발전을 위해 수임받은 숭고한 사명"이라며 도서관 대중화를 위한 관계자들의 적극적인 노력을 요망했다. 특별강연과 주제발표, 세미나 등 모두 26편의 강연이 이뤄진 가운데 김포옥 교수가 주제발표한 (공공도서관장의 전문의식과 교육방향)은 앙케트를 바탕으로 도서관의 실질적인 운영자인 도서관장의 '전문가 의식'을 분석해 눈길을 끌었다. 김포옥 교수는 전국 도서관장 329명 중에 설문에 응한 188명의 응답을 바탕으로 근무경위.근무연수.사서교육이수 여부 등을 분석했다. 주목되는 대목은 도서관장의 34%가 사서자격증조차 없는 비전문가라는 점, 도서관장을 전문직으로 평가한 사람이 115명(61.2%)에 불과한 점 등이다. '도서관 일을 특별히 지망하지 않았다.'는 관장이 44%나 되어 애초부터 '전문가 의식'을 기대하는 것이 무리하는 추론도 도출했다. 김교수는 "도서관장의 전문가 의식을 키우기 위해 지속적인 교육과 직업만족도를 높이는 방안을 모색해야 할 것"이라고 주장했다. 제1주제 '도서관 정책' 방향을 모색하는 자리에서 한성택 교수(숭의여대) 등 3인은 21세기에 맞는 우리나라 도서관 정책의 기본 방향을 제고하고 도서관의 유기적 역할을 모색했다. 제2주제 '봉사'에 대해 채윤정 사서(정독도서관) 등 4인은 도서관의 서비스 실태와 향후 방향성을 논했으며, 제3주제 '운영'은 김포옥 교수(전북대) 등 4인이 도서관 운영의 현주소를 각각의 입장에서 조명했다. 마지막 주제는 '학교도서관' 활성화로, 김종성사서(부산대) 등 2인이 도서관과 학교 교육의 연계성, 학교도서관의 발전 전략 방안을 모색했다. 주제발표 논문 가운데 3편을 욕약해 싣는다.

An Analysis on Teacher Librarians' Self-reported Appraisals about School Library-based Instruction (도서관 활용수업에 대한 사서교사의 자기평가 분석)

  • The aim of this study is to analyze the effect and limitation of teacher librarians' self-reported appraisals and suggest it's activation plans about school library based instruction (SLBI). According to results of analyses, the SLBI begin with subject teachers' demand for learning materials and teacher librarians play their educational role in Information search & access and representation & synthesis of information during the instruction. Compared with previous studies, the limitations of SLBI we can see in this study are restricted role of teacher librarians, exclusive attitude and antipathy to classroom opening of subject teachers under the SLBI. The bars of promoting the SLBI are also the difficulty of collaborative working with several same subject teachers and subject classroom system. The ways of activating the SLBI suggested in their self-reported appraisals are building intimacy with subject teachers and participating actively curriculum council, peer-supervision and demonstration classes.

  • This paper is studied in order to develop the models that are appropriate for the procurement of electronic books at the school libraries. To develop the model, the following factors were reviewed: the characteristics of an electronic book, the factor analysis that affect the electronic book price, use case, environment, the role of government for the price decision model and procurement method. The models were proposed based on the above analysis and review. In addition, the proposed models reflect various opinions that the school libraries can apply.

Students' and Teachers' Perception on the Roles and Qualifications of Teacher Librarians based on the Semantic Network Analysis (언어네트워크 분석을 통한 사서교사 역할 및 자질에 대한 학생과 교사의 인식 연구)

  • The purpose of this study is to examine the students' and teachers' perception about the roles and qualifications of teacher librarians. For this purpose, data were collected through survey from students and teachers at secondary schools and the data were analyzed by semantic network analysis. The results of the research are as follows: First, students usually perceived the role of teacher librarians as 'library management', and teachers did as 'reading education'. Second, among the roles of teacher librarians, it was confirmed that students' and teachers' perceptions of 'information literacy instruction and library instruction' were very weak. Third, while the students' perception of the role of a teacher librarian as a 'teaching collaborator' such as 'teaching and learning support' and 'library assisted instruction and collaborative instruction' was weak, teachers recognized the role of teacher librarians as 'teaching collaborators'. Fourth, students and teachers perceived high levels of 'information service', which consists of 'book recommendation and guide activities'. Finally, it was investigated that 'professionalism' plays a central role in the students' and teachers' perception about the qualities of teacher librarians. These results can be used to establish the role of teacher librarians, develop response strategies for students and teachers, and improve their awareness.

  • The nature of supervision is to improve the quality of school education by assisting the teaching activities of teachers and development of a learning community. The school library should be considered a classroom, and should offer library-assisted instruction and information literacy through collaboration between the teacher librarian and subject teachers. Therefore, it should be under the systematic and settled supervision of school library experts. However, analysis shows school library-related divisions have carried out administrative supports in the 16 city and provincial education offices. It is necessary to seek a new supervision system in order to develop and support the education of teacher librarians and the educational value of school libraries. This study suggests The Reading and Library Section which integrates reading in school and public libraries as an independent division in municipal and provincial offices of education.

A Survey and Analysis of Current Collection Management State in School Libraries (학교도서관의 장서관리 현황조사 및 분석)

  • This study reports the result of the survey on collection management from 154 school libraries in Korea. The questionnaire is consisted of three section: state of collection, state of book use, and collection management system. Results reveal that (1) elementary schools and middle schools have many books for each student compared to the KLA's School Library Standards; (2) the component ratio of literature books is the biggest in school library collections; (3) the ratio of library book use is overwhelmingly higher in elementary schools than middle schools and high schools; (4) 64.6 percent of library books in the sample are never used during 2013-2015; (5) 74 percent of libraries have its own collection management document; (6) Almost all schools compose its own committee for library management, the committee plays an important roles in the communication among school members, collection development and promotion.

  • Some of the possible effects of revitalizing school libraries are improved personality education and an acquisition of the basic, as well as cultural, knowledge through expanded reading opportunities. The goal of school education is to increase the students' intellectual quality by providing structured education curriculums. In order to meet this goal, there has been increased interest in ways to enhance academic achievements or to increase the cognitive level of the students. In this study, we focused on the effects of school libraries on learning capabilities. To measure the learning capabilities, we used academic achievements as the evaluation criteria. Based on the statistical analysis, we found that the collection types and the reasons for using school libraries influenced the academic achievements more than the frequency of using school libraries. However, the influences of economic and social factors were too great in comparison to other factors. This paradoxically shows the importance of public education and the school libraries' role in education in general. In summary, school libraries should provide good quality reading experiences as well as methods to collect, manage, and use information to the students. These efforts will positively impact the academic achievements of the students.

  • The purpose of this study is to develop a measurement tool for self-image of the teacher librarian by semantic differential meaning scale and to analyse the correlation between their self-image and individual characteristics. This study suggests that the teacher librarians have regarded themselves as friendly, planned, sensitive and cooperative persons as well as persons with discernment. On the other hand, there are some negative self-images such as partial, poor and uninfluential persons plus disregarder and a reserved persons. The educational career of teacher librarians' background has influence on evaluation area of the self-image. This result shows that senior teacher librarians' role performance as a adviser or a leader is very important. So mediator role of KLA and KSLA has to be reinforced to beat the exchange and collaboration between the senior and the junior teacher librarians. It is necessary to appoint the teacher librarians obligatorily in oder to feel their professional security and sense of achievement, also to appreciate expertise of them through role clarification among the human resources of the school library.

  • This study is to search Korean teacher librarians' perception level of expertise and to grope for effective alternatives to promote their expertise, based on it. The result is as follows: Although Korean teacher librarians were well-educated on the information management and its related expertise, they consider that, in site, the expertise on school library education and its management is more important. As a result, this study suggests the law amendment of training teacher librarians, and the improvement of their selection system and in-service training.

A Study on the Awareness of Teacher Librarians and Public Librarians about Cooperation between the School Library and the Public Library (학교도서관과 공공도서관의 협력에 대한 사서교사와 사서의 인식에 대한 연구)

  • Cooperation between school libraries and public libraries is one of strategies to use the libraries'resources effectively and foster an educational role of librarians by providing good services to children and young adults. According to analysis results of the questionnaire on their cooperation, they sympathize necessary of cooperation between school libraries and public libraries and consider programs and materials as the most necessary part of mutual cooperation. They recognize that lack of awareness and attention obstructs their coordination in common. The teacher librarians promote the programs and services for children and young people of the public libraries, the public librarians also introduce their programs to the school libraries and discuss purchasing and providing educational materials with the teacher librarians. Finally, they assist that assignment of professional workforce and network operation are necessary to improve inter library collaboration.
