  • In order to prevent the dangers of major marine accidents, it is very important to be aware of in advance through marine incidents in the background of Heinrich's law, formulated by the safety pioneer who is credited with focusing on workplace safety with emphasis on the human element. At least 11 cases of collision accidents occurred in the Busan VTS area from January 1st to December 31st, 2019, and 24 cases of VTS marine incidents were reported during the same period. According to Heinrich's law, there could be many more potentially risky situations besides the 24 reported cases. In this study, the criteria for VTS marine incidents were established through advanced research and a survey of VTS operators, and analysis of 24 cases of VTS marine incidents in the Busan VTS area. Traffic surveys were conducted for three days to identify potentially hazardous situations. According to the survey, there were 216 cases of VTS marine incidents, and within a year, it is estimated there could be about 26,280 cases. Even if conditions such as "missing VHF communication feedback" which is an important cause of marine incidents, are not reflected, there are many potential risks in the VTS area. Thus, it is vital to strengthen the VTS marine incident reporting system.

  • Life Environment is rapidly changing and large scale disasters are increasing from the global warming. Although the disaster repair resources are deployed to the disaster fields, the prevention of the disasters is the most effective countermeasures. the disaster sign data is based on the rule of Heinrich. Automatic extraction of the disaster sign data from the web is the focused issues in this paper. We defined the automatic extraction processes and applied information, such as accident nouns, disaster filtering nouns, disaster sign nouns and rules. Using the processes, we implemented the disaster sign data management system. In the future, the applied information must be continuously updated, because the information is only the extracted and analytic result from the some disaster data.

  • In this paper, we develop 'the Danger Map' of a workplace to identify risk and harmful factors by analyzing images of each process within the manufacturing plant site using artificial intelligence (AI). We proposed a system that automatically derives 'the risk and safety levels' based on the frequency and intensity derived from this Danger Map in accordance with actual field conditions and applies them to similar manufacturing industries. In particular, in the traditional evaluation method of manually evaluating the risk of a workplace using Excel, the risk level for each risk and harmful factor acquired from the video is automatically calculated and evaluated to ensure safety through the system and calculate the safety level, so that the company can take appropriate actions accordingly. and measures were prepared. To automate safety calculation and evaluation, 'Heinrich's law' was used as a model, and a 5X4 point evaluation scale was calculated for risky behavior patterns. To demonstrate this system, we applied it to a casting factory and were able to save 2 people the time and labor required to calculate safety each month.

  • This research has been studied through the actual conditional investigation about street monitoring from January to December of 2013 in Seoul city primally. As the result of this research, it has been performed aleady the Seoul city's BIS (Balanced Index Score) goal of 2013. The 18,490 cases were reported through the street monitoring activities. Despite of increasing drastically for 1,151 cases's record of 2012, Street monitoring activity appeared wide variations in the region, ages, vocation and gender. Also it depended on 25 outstanding persons of merely 3.9%. They reported 13,880 cases that run to 75.1%. On the basis of Herbert W. Heinrich's Domino theory and law of 1:29:300, the dead of 54, seriously and the slightly injured of 1,573 and the latent injured of 16,275 were decreased by eliminating unsafe state. It respected and protected the 17,903 Seoul citizen's life. This study suggested a effective improvemental method of monitoring activity by dawing a problem through Seoul and Gangdong-gu street monitor comparative analysis.

  • Marine Incidents based on Heinrich's law are very important in preventing accidents. However, marine Incident data are mainly qualitative and are used to prevent similar accidents through case sharing rather than statistical analysis, which can be confirmed in the marine Incident-related data posted in the Korea Maritime Safety Tribunal. Therefore, this study derived quantitative results by analyzing the causes of marine incidents during berthing using various methods of statistical analysis. To this end, data involving marine incidents from various shipping companies were collected and reclassified for easy analysis. The main keywords were derived via primary analysis using text mining. Only meaningful words were selected via verification by an expert group, and time series and cluster analysis were performed to predict marine incidents that may occur during berthing. Although the role of an expert group was still required during the analysis, it was confirmed that quantitative analysis of marine incidents was feasible, and iused to provide cause and accident prevention information.

  • Accident prevention is more important than follow-up, which is based on Heinrich's law. The marine incident system is a very meaningful system that can prevent similar accidents, and was introduced in 2010 in Korea in accordance with the enforcement of the Code for the Investigation of Marine Casualties and Incidents (CI Code). Based on the CI Code, ship owners or ship operators are required to notify the Central Chief Inspector using the designated notification form in the event of a marine incident, but the number of voluntary notifications is still small. In this regard, this study intends to provide a direction for improvement by conducting an in-depth analysis focusing on the lack of notification procedures and forms of the marine incident system. To this end, we analyzed related regulations, cases of excellent overseas shipping countries such as the United Kingdom and Singapore, cases of similar domestic transportation systems such as aviation and railways, and marine incident notification procedures and forms of leading shipping companies. Major improvements in the notification process include the transition of the marine incidents to voluntary reporting, the expansion of the reporting subjects, and the identification of the security of the informer's identity. The main contents of the notification form revision include the use of the term "reporting" instead of "notification," the content of the identity guarantee in the notification form, and the increase in statistical value through the expansion of optional entries.
