Cheongju city is executing a basic sewage maintenance plan for the systematic understanding of the sewage facilities, efficient preservation management, and reformation of the existent sewage facilities, in order to prevent the contamination of water and to preserve the neighboring environments. The new business constitute approximately 6% of the entire facility production, and renovation business constitute approximately 1.5% every year according to the statistics information of the last five years. This research provides effectiveness and reliability for sewage construction, and improvement in service for the civilians, through the efficient management of various documents, construction fees, design drawings, photographs, and construction background for the annually made constructions with the development of the effective management system for the sewage work.

도시 주민생활에 없어서는 안될 주요한 사회간접자본시설로서 하수도, 하수도처리시설 등의 콘크리트 구조물에 대한 부식열화는 현재 세계 각국에서 급속히 진행되고 있다. 콘크리트 구조물이 반영구적이라는 것으로 인식되어 있으나, 실제로는 사용수명이 급속히 단축되어, 특히 콘크리트가 처해있는 환경 중에 황화수소(H$_2$S) 등의 황산화합물이 다량으로 존재하고 있는 환경에서는 하수관 콘크리트의 부식에 의해 도로가 함몰되는 사례도 보도되는 등 시민생활에 큰 위험성을 동반하는 가능성을 배제할 수 없다.(중략)

서울특별시 광역하수처리계획에 따른 기본계획 작성과 실시설계에 앞서 선진외국의 하수도시설을 시찰한 구미 및 동남아세아지역 하수도 시찰 보고서를 3회에 걸쳐 게재하오니 많은 참고 바랍니다. 이번 하수시찰단은 정규영 서울특별시하수국장 (본회부회장)을 단장으로 하여 이후철 (서울특별시 하수국 하수시설과장, 본회회원), 박중현 (서울대 공대교수.본회이사), 신응배 (한국과학기술연구소 환경실장) 박사 등 4명으로 시찰기간은 1977년 2월1일부터 2월27일까지였다.

In this paper, we tested if the sewage subsidy from Korean Water Management Fund discourage sewage fee increase by Korean local governments, and consequently hinder water quality improvement. To examine this counter-incentive effect of Water manage Fund sewage subsidy, we estimated the effect of sewage subsidy on the ratio of sewage fee revenue to environmental treatment facilities' operation cost of local governments in 2009-12, using two-stage least square estimation. We found that the sewage subsidy has negative effect on the sewage fee revenue to sewage operation cost ratio. But, the statistical significance of this effect was sensitive to model specification. And the size was too small to conclude that the counter-incentive effect was economically significant.
