This study describes the meaning of and the formula for Kor-$h_T$, which is a modified index built on the tapered h-index by applying 'the ranking according to the number of citations of journals'. This study evaluated the de-duplication rate of index values of Kor-$h_T$ and analyzed the change in the correlation between the index values and evaluation elements using the Korea Citation Index data from 2008 to 2010. Kor-$h_T$ is compared with h-index, tapered h-index, and IF. As a result, Kor-$h_T$ appeared to be superior to other indexes on de-duplication rate. It is also shown that there is a very strong positive correlation between the evaluation elements, the number of citations and the number of articles of journals, and the index values of Kor-$h_T$.

인용 분석은 정보 검색 위주의 단순 학술정보 서비스를 고도화시킬 기회를 제공한다. 그렇지만, 대부분의 연구가 커뮤니티, 연구자, 논문 간 인용 지수 중심의 분석에 초점을 맞추고 있어, 인용 특성파악을 통한 피인용 논문 정보 서비스를 제공하기에는 어려움이 있다. 본 연구는 논문 내 인용 문구분석을 통해 피인용 논문의 인용 특성을 구조적으로 제시할 수 있는, 피인용 논문을 위한 정보 서비스 가능성을 파악하는 것을 목표로 한다. 구글 스칼라를 통해 확보한 인용-피인용 논문 원문들을 대상으로 인용 유형 비율 분석과 인용 확산 분석을 수행하는 방식으로 피인용 논문 특성을 파악하였으며, 정보 서비스에 반영할 수 있는 가능성을 확인하였다.

The Korea Port Economics Association was established in 1985 and has been operated for academic research on port economics and research on port logistics. Marking the 35th anniversary of its establishment, it is necessary to establish a new development strategy for academic societies and academic journals. This study analyzed the current status of publication of the Journal of Korea Port Economic Association, from the first issue of 2017 to the December issue of 2019, the utilization and systematic nature of this journal, and the efforts implemented to improve the quality of the journal. The recognition, utilization, and subject inconsistencies were analyzed to determine the academic value of the journal. The findings suggested the journal's academic excellence, as evidenced by its highest ranking by Journal Impact Factor among agro-oceanography journals (among 77 journals) and marine transport journals (among four journals). Further, the direction of development for this academic journal was presented with reference to research characteristics and specialization efforts.

This research suggested a new patent index based on patent citation technique using cited information, For this purpose, comparison research on library and patent information related citation database providing citation index was done. The information quality and meaning on the impact factor of JCR and the technology factor of CHI were reinterpreted. The former emphasizes the quality of continuous publication using relative citation frequency. The latter only emphasizes the information itself because it assesses the quality of patent characteristics. To overcome these difficulties, the latter re-authorized a relative quality to the organization possessing the patent using technology impact factor. Three new patent index were proposed on the basis of cited information to complement this. However, the comparative object was limited to American patent information that presented cited information of patent applied cases, and the comparison and research of domestic patent information could not be done.

The analysis of citing and cited phrases provides an opportunity to enhance search-centric academic information services. However, most current studies focus only on citation analysis among academic associations, researchers, and articles, making it challenging to develop higher citation-based information services. This study proposes citation analysis service methods using citing and cited phrases. First, to verify the feasibility of suggested services, we have collected the most highly cited articles with specific domain terms and followed their citing relationship; after that, we found formal citation types and ratios in the original articles. And we conducted structural analysis, especially with three topics, "Deep Learning," "Green Energy," and "Aging," and then structurally illustrates the citation characteristics of related articles. Finally, we collected four most cited articles and all their citing ones for each subject from Google Scholar and analyzed the ratio of citation types and citation spread. We hope that various citation analysis studies and information services can be further developed based on our discussion for designing better information services.

This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

오늘날 에너지문제는 인류가 직면한 가장 중요한 당면과제 중 하나이다. 석유, 석탄과 같은 화석에너지는 점점 고갈되어 가고 있으며, 이산화탄소 배출로 인한 기후변화도 해결이 시급한 문제이다. 이러한 문제들을 해결하기 위한 방안으로 신재생에너지의 중요성이 부각되고 있다. 특히 신재생에너지 기술 중 태양전지는 미국, 일본, 유럽, 중국 등 많은 국가에서 기술개발 및 보급에 앞장서고 있으며, 시장선점을 위한 기술개발 경쟁이 치열하다. 또한 연료전지의 경우 전기와 열을 동시에 생산 가능하며, 다른 에너지 변환기보다 훨씬 높은 효율을 가지고 있어 신에너지원으로서 주목받고 있다. 이와 함께 기후변화에 실질적인 해결책으로 세계는 CCS에 기대하고 있으며, 기술개발 및 실증을 위한 국제공동연구도 활발하게 진행 중이다. 본 논문에서는 이러한 중요성을 인식하여 태양전지, 연료전지 그리고 CCS에 대하여 국내외 에너지기술 활용도를 분석하였다. 활용도 분석을 위하여 특허등록건수, 특허의 피인용 정보와 이를 활용한 CPP지수를 산출하였다. 오늘날 특허는 국가나 기업 등 특정 주체에 대한 기술력 또는 혁신성을 측정하거나, 기술개발 동향을 파악하기 위한 중요한 정보로 사용된다. 특히 CPP지수(특허당 피인용지수)는 분석대상(국가, 기업 등)의 특허가 이후의 기술혁신 활동에 어느 정도의 활용되어 영향을 미쳤는가를 보여주는 지표로써, 특정 국가나 기업의 기술혁신 활동의 수준 및 혁신성과의 가치를 살펴 볼 수 있다. 이를 통하여 국내의 에너지기술 경쟁력을 살펴보고 시사점을 도출하였다. 우선 특허데이터 수집을 위하여 톰슨 이노베이션을 활용하여 2001년부터 2010년까지 미국, 일본, 유럽, 한국에 등록된 특허를 검색하였으며, 특허등록번호를 중심으로 중복데이터를 제거하였다. 또한 특허명칭, 요약정보를 통하여 노이즈를 제거하였다. 노이즈가 제거된 특허를 활용하여 기술별, 국가별 기술개발 동향을 살펴보았으며, CPP지수를 통하여 기술별, 국가별 활용도를 분석하였다. 분석 결과, 태양전지의 경우 대부분의 국가에서 특허건수가 매년 증가함에 따라, 지속적으로 기술경쟁이 심화되고 있는 것으로 분석되었다. 또한 한국의 CPP지수는 미국, 일본 등 주요 경쟁국가에 비해 상당히 낮게 나타나 기술 활용 수준이 낮은 것으로 분석되었다. 따라서 핵심기술 개발과 같은 에너지기술의 질적수준을 높이기 위한 대책마련이 필요한 실정이다. 본 논문의 결과를 통하여 특허를 위한 기술개발이 아닌 보다 활용성이 높은 기술개발이 이루어지기를 바라며, 나아가 국가에너지기술 경쟁력을 높이는데 기여할 것으로 기대한다.

In this study, we testify that network structural attributes of a citation network can explain other aspects of journal citation behaviors and the importances of journals. And we also testify various citation impact indicators of journals including JIF and h-index to verify the difference among them especially focused on their ability to explain an institution's local features of citation behaviors. An institutional citation network is derived using the articles published in 2006-2007 by biotechnology faculties of Y University. And various journal citation impact indicators including JIF, SJR, h-index, EigenFactor, JII are gathered from different service sites such as Web of Science, SCImago, EigenFactor.com, Journal-Ranking.com. As a results, we can explain the institution's 5 research domains with inter-citation network. And we find that the co-citation network structural features can show explanations on the patterns of institutional journal citation behavior different from the simple cited frequency of the institution or patterns based on general citation indicators. Also We find that journal ranks with various citation indicators have differences and it implies that total-based indices, average-based indices, and hybrid index(h-index) explain different aspects of journal citation pattern. We also reveal that the coverage of citation DB doesn't be a matter in the journal ranking. Analyzing the citation networks derived from an institution's research outputs can be a useful and effective method in developing several library services.

SCI(E)논문은 국가연구개발사업으로부터 도출되는 대표적 1차 산출 성과이며, R&D활동의 흐름을 파악할 수 있는 가장 중요한 지표 중 하나이다. 우리나라는 1980년대 50위권에 머물렀던 SCI(E)논문수가 1990년대를 거치면서 비약적으로 확대되었고, 최근 양적 규모 면에서는 세계 12위 수준을 유지할 만큼 괄목한 만한 성장을 이루었다. 최근 이러한 양적 확대 속에서, 논문의 질적 수준이 정체되고 있다는 문제점이 종종 거론되고 있다. 따라서 우리나라의 SCI(E)논문 성과가 가지는 질적 수준을 평가하기 위해 다양한 노력이 있어 왔다. 대표적인 SCI(E)논문의 질적 지표로 논문 피인용횟수와 저널 영향력지수가 있다. 그러나 이러한 지표는 학문 분야간 인용 특성을 반영하지 못하므로, 국내 연구자 사이에서도 다양한 순위보정영향력지수를 개발하고자 하는 시도가 있어 왔다. 본 논문에서는 그간 개발된 순위보정영향력지수를 추가적으로 보완하여, 보다 의미 있는 지표를 도출하고자 하였으며, 해당 지표를 국가연구개발사업 SCI(E)논문 성과에 적용하여 우리나라 SCI(E)논문 성과의 질적 수준을 검토하였다.
