A study on development strategy of Automated Container Terminal (자동화 컨테이너터미널 개발 전략에 관한 연구)

  • The interest of ACT (Automated Container Terminal) is increasing because of expansion of container's transportation quantity, appearance of large-sized and. high-speed vessel, high labor cost of container terminal and the change of technical level. Therefore, the ACT had been developed in several ports in the world, such as ECT (Europe Combined Terminals) and CTA (Container Terminal Altenwerder). They have studied detailed technique for the operation of ACT. In Korea, it also has increased not only expansion and improvement of container terminal, but also necessity of ACT. Now, many projects related to the development of ACT are working in Korea. And the technical improvement of operating system, automated equipments and information system has accomplished by the projects. The ACT consists of the basic equipment and the integrated information system for operating and controlling automated equipments. The productivity of ACT is maximized through efficient connection between them. Thus, the automated degree of container terminal is dependent on the developing time of operating system, reliability, transportation quantity of container, investment amount and technical level. In this paper, we propose important strategy in developing ACT through analyzing the property of each ACT.

  • Recently, the demand for industrial and residental land are increasing with economic growth, but it is difficult to acquire areas for development with good ground condition. For efficient and balanced development of land, new development projects are being carried out not only the areas with inland but those with the soft ground as well. As soft grounds have complex engineering properties and high variations such as ground subsidence especially when their strength is low and depth is deep, we need to accurately analyze the engineering properties of soft grounds and find general measures for stable and economic design and management. Vertical drain technology is widely used to accelerate the consolidation of soft clay deposits & dredged soil under pre-loading and various types of vertical drain are used with there discharge capacity. Under field conditions, discharge capacity is changed with various reason, such as soil condition, confinement pressure, long-term clogging and folding of vertical drains and so on. Therefore, many researcher and engineer recommend the use of required discharge capacity. In this paper, the experiment study were carried out to obtain the discharge capacity of four different types of vertical drains by utilizing the large-scale model tests and the required discharge capacity was calculated by several methods.

A Guideline for Construction Management Plan Based on the Characteristics of $CO_2$ Emissions: A Case Study for a High-Rise Residential Building Project ($CO_2$ 배출 특성을 고려한 건설폐기물 관리방안 수립기준: 고층 주거건물 건설 프로젝트를 대상으로 한 사례조사)

  • As the amount of $CO_2$ emission in Korea is ranked 9th and the increasing rate of $CO_2$ emissions highest in the world, it is strongly necessary to devise methods to decrease the amount of $CO_2$ in each industry as the basis of establishing environmentally sustainable production system. This paper aims to identify the characteristics of $CO_2$ emissions from construction wastes throughout the simplified LCA (Life Cycle Assessment) and suggest the strategic guideline for the construction waste management plan to decrease $CO_2$. As a result of LCA on the case of a high-rise residential building project, total sum of $CO_2$ emission generated from construction wastes appeared as 6,818,123kg-$CO_2$ and $CO_2$ emission per unit floor area as 21.01kg-$CO_2/{\beta}{\ge}$. The principal waste materials generating more than 95% of $CO_2$ are materials such as reinforcing bar, temporary materials, cement, ready-mixed-concrete, concrete products, and tile, which have relatively high unit emission rate of $CO_2$ in the process of production. Besides, more than 92% of $CO_2$ was generated from the activities such as structure work, plaster work, temporary work, and tile and stone work, which are generally executed in the early phase of the whole construction period. Reflecting these results, the guideline for the construction waste management plan was recommended. If the waste management plan is established considering the guideline suggested, there would be high potential to decrease the amount of $CO_2$ generated from construction wastes.

  • 도시유역 물순환 해석 모형(Catchment hydrologic cycle Analysis Tool, CAT)은 기존의 개념적 매개변수 기반의 집중형 수문모형과 물리적 매개변수 기반의 분포형 수문모형의 장점을 최대한 집약하여, 도시유역 개발 전/후의 장/단기적 물순환 변화특성을 정량적으로 평가하고 물순환 개선시설의 효과적인 설계를 지원하기 위한 물순환 해석 모형이다. 이 모형은 수문학적으로 균일하게 판단되는 범위를 소유역으로 분할하여 지형학적 요인에 의한 유출 특성을 객관적으로 반영할 수 있으며, 개발 공간 단위별로 침투, 증발, 지하수 흐름 등의 모의가 가능하도록 하는 링크-노드 방식으로 개발되었다. 모형의 UI(User Interface)는 사용자가 손쉽게 모형을 적용/관리하고, 여러 시나리오를 동시에 효과적으로 모의하여 분석할 수 있도록 설계되었다. 또한, 모든 입/출력 자료를 엑셀이나 텍스트 형식과 연동되도록 하여 프로젝트별 매개변수 관리가 용이하도록 개발하였다. 특히 본 모형에서는 사용자의 목적에 맞는 다양한 물순환 개선시설(침투시설, 저류지, 습지, 빗물저장시설, 리사이클 및 외부급수 등)의 구현 및 모의가 가능하도록 개발하였다. 여기서, 물순환 개선시설이란 빗물을 흡수하고 저류할 수 있는 도시녹지시설 혹은 구조물로서 도심 내의 불투수면을 저감시키고 유출수를 줄이면서 동시에 녹지를 확보하여 효과적인 물순환 기능에 영향을 미치는 시설들이다. 이러한 물순환 개선시설은 신도시 및 지역 혁신도시 개발 등의 대규모 토지이용변화가 예상되는 개발지역에 대한 평가 및 개선 기술을 제공하여 물순환 건전화를 위한 설계에 직접적으로 활용될 수 있는 큰 장점을 지니고 있다. 먼저 침투 시설은 계획침투량을 반영하며 토양으로의 침투량과 지하수로의 이동을 모의한다. 저류시설은 하도 내에 위치한 online 저류지와 하도 외에 위치한 offline 저류지로 구분하고 저류지 수면의 증발량과 취수량을 고려하며, 방류구를 통한 방류량을 반영하였다. offline 저류지의 경우는 하도 내의 흐름의 규모에 따라서 일정량을 넘는 경우만 offline 저류지로 유입될 수 있는 양을 산정하도록 하였으며 하류 하천으로의 방류를 반영하여 홍수 후에 저류지가 비워지도록 하였다. 유역 내의 습지는 식생과 수면에서의 증발산을 반영하였다. 습지의 저류능력을 넘는 양은 월류되어 하류로 유출되며, 방류구를 통한 방류량을 반영하였다. 빗물저장시설의 경우는 초기우수와 같은 일정량 이하의 유입량과 시설용량을 초과하는 양은 방류하도록 하였고, 물 사용량을 반영하였다. 또한, 본 모형에서는 하천 내에서 취수하여 유역으로 공급할 수 있도록 리사이클 처리노드를 계획하였다. 리사이클은 용수 이용 목적에 따라 필요지역으로 공급되는 것으로 하였으며, 하천유지용수의 목적으로 취수되어 상류 혹은 하류의 임의 지역으로 공급되는 것을 포함하였다. 또한, 유역외부에 광역으로 급수되는 공급량도 반영하도록 하였다.

A Study on Implementing BSC in the Public Enterprises : The Case of Korea Southern Power (공기업의 BSC 구축에 관한 연구: 한국남부발전(주) 사례를 중심으로)

  • The BSC(Balanced Scorecard), a strategic performance evaluation system, has drawn attention as an innovative tool for improving an organization's performance. Recently, the Korean government has recognized the advantages of the BSC and encouraged public enterprises to implement the BSC. However, it has been pointed out that many public enterprises have faced difficulties in constructing and operating the BSC due to lack of clear understanding, a complex environment of performance evaluation, and inherent features of organizational culture. Therefore, this study analyzed a project case of a public enterprise, Korea Southern Power (KSP), which has ever been assessed as an excellent organization in implementing BSC and managing performance. This paper provides procedures, activities, resources (manpower and time), and decision-making issues and criteria required for implementing BSC, along with real project outcomes of the company. Such project details are expected to be used as helpful guidelines for public or non-profit organizations's BSC implementation. Furthermore, the KSP's efforts to cope with its problems and implications derived from the efforts are also expected to help other organizations construct and operate the BSC effectively.

  • Technology roadmapping is one of the widely used technology planning methodologies. Using a technology roadmap, the researchers can increase the possibility of the project success by systematic management of research contents, budgets, and commercialization strategies. Currently, Ministry of Land, Transport and Maritime Affairs has a plan to increase the research fund to improve the construction industry. As a result, the number of long term research projects with more than five years of research period, is increasing. This entails the need for a methodology for the systematic planning and management of research. However, the construction industry has the characteristics that the research results should ultimately be implemented in an outdoor environment. Through processes of diverse literature reviews, questionnaire-based survey, and pilot research, this paper presents a systematic procedure for the development of construction technology roadmaps, which can consider the unique nature of the construction industry. Based on the procedure, a technology roadmap for intelligent construction monitoring is also developed.

  • Current trend of audit is to check the physical aspects of developed information system, such as checking the budget constraints, time constraints or functional fluency etc. However, ultimate goal of information system is to help the organization to achieve the competency over their competitors. Also, there are three different interest groups in system auditing, like audit requesting group, audited group and audit group, who may have different points of interests in auditing. Current auditing process, however, ignores this point, and so does not check the differences between three groups. This study tries to develop new auditing method to cure these two problems. Contributions of this study may be summarized as follows. First, Introduce the new indexes that can check the possibility that the information system may contribute the competency of organization. Also check the feasibility of indexes through Fuzzy AHP. Second, Divide the audit related person into three groups, and their different needs toward the information system was analyzed. Third, Analyze and compare the main interests of three groups, and weights of each groups to each indexes were calculated. Fourth, Fuzzy theory was applied to quantify the qualitative answers, which may minimize the ambiguity of questionnaire replies.

  • Modular construction is one of the arising issues in the Korean construction industry due to shorter construction period and higher productivity on site. It is also expected that modular construction market would expand rapidly because of increasing demand of small houses by nuclear families and eco-friendly construction. However modular construction cases have been limited in Korea because of little demand in the market and the construction prices are even higher that the regular reinforced concrete methods. Even worse, because there is no standard bill of services exists in the industry, it may lead to the risk of construction expenses. So, the purpose of this study is focused on the development of bill of services which reflects characteristics and process of modular construction. In order to do this, the concepts and process of modular construction, WBS and CBS are analyzed. Analyses of the case studies and experts interview were executed so that proper principles for organizing bill of service of modular construction is established. Finally according to the 3 steps of modular construction, factory manufacturing, on-site modular construction and on-site general construction, the standard bill of services were suggested with the related coding system.

  • Typically, General contractor in the construction industry can not plan their own of the amount of orders received, and because of the size of wide fluctuations in the amount of annual orders received for equipment or personnel to full-time employment has limits. Therefore, with a vertical division of labor between specialist trades which distributed the risk and the intention to improve the efficiency of production will be. For this reason, the production structure of the general subcontracting relationships are formed. In this way, Depending on the structure of production outsourced management of the project is the impact on the successful completion. Nevertheless, most construction companies do not achieve effective an organized cooperation until now. This study is to understand the actual conditions an organized cooperation between general contractor and specialist trades, and is look at ways to improve with find the complement. This paper is a preliminary study of the leading research based on the present condition of the cooperating companies considered to be the cause. A result of Analysis, the actual conditions in cooperation of the construction industry is staying in an external form of organizational cooperation And were not effective utilization of the organization for the cooperation a production. Specialist trades have had to register as partners for the amount of orders received, the level of practical cooperation was almost no activity to improve a production. in each step an organized cooperation in the construction industry, to improve productivity construction and to create of economic value for the cooperation of production is required.

  • A significant number of projects have been managed by US Army Corps of Engineers FED. Today, more information must be provided to the parties involved in the projects by phase than ever before. Specifically, USFK`s construction projects have been managed by FED(Far East District). Recently, however, large US private construction companies have been filling the role previously taken by FED. However, there is few construction managers to implement FED project in Korea. Accordingly, this study analyzes FED projects practices with focus on the construction management actors in order to suggest guideline. This study suggests a model FED construction process(Bid, Contract, Construction, As-Built Phase) by analyzing the existing FED project process using a IDEF0 methodology.
