1999년 재정지원으로 수행한 주요사업

  • 1999년은 1998년부터 시작된 도서관계의 각종 위기상황이 계속되었다. 그러나 때로 위기상황이 또 다른 기회를 가져오기도 하였으며, 국가 경제가 급속하게 회복되면서 제반 상황이 새로운 국면으로 전환되기도 하였다. 우리 협회는 1999년 한 해 동안 일반사업 뿐 아니라 각종 프로젝트, 해외 도서관계와의 협력강화 등 폭넓은 활동을 비교적 활발하게 수행하였다. 1999년도에 수행한 우리 협회 사업 가운데서 외부의 재정지원을 유치하여 수행한 사업들만을 요약 정리하면 다음과 같다.

Bigdata Analysis Project Development Methodology (빅데이터 분석 프로젝트 수행 방법론)

  • As the importance of big data analysis increases to improve the competitiveness of a corporate, a unified big data project development methodology is required in order to study the problem of a corporate in a systematic way and evaluate the problem w.r.t. a business value after solving the problem. This paper propose Scientific Data Anslysis and Development methodology(SDAD) which are integrated methodology of software development and project management for easier application into a field project. SDAD consisits of 6 stages(problem definition stage, data preparation stage, model design stage, model development stage, result extraction stage, service development state), each stages has detailed processes(47) and productions(93). SDAD, furthermore, unified previous ISP, DW, SW development methodologies in terms of the data analysis and can easily interchange the productions with them. This paper, lastly, introduces a way to assign responsible persons for each process and provide communication procedures in RACI chart to improves the efficiency of the interaction among professionals from different subjects. SDAD is applied to a Bigdata project in Korea Employment Information Services institution and the result turned out to be acceptable when evaluated by the supervision.

  • The project management information system (PMIS) has recently been developed by using the information technology(IT) in order to implement advanced information management technology to construction industry in Korea. The PMIS has been applied not only to domestic construction projects, but also to some overseas projects executed by Korean construction companies. This study was performed to develop the PMIS that is tailored to the US construction IT market. It has been monopolized by the US-based IT companies, but other companies are recently emerging with competitive technology and market strategy. As a preceding study, existing commercially available systems were analyzed, and the required features of the PMIS were identified by analyzing the core elements of contract, process and cost management about construction projects in the US. Then, the PMIS was developed based on the aforementioned analysis results. The system includes the document management module with an internal electronic approval system, the cost-plus-based automatic labor cost calculation module, and the progress management module to support the integrated project cost management. In addition, the functionality of the developed system was verified by experts about construction management in the US via questionnaire survey. The developed PMIS, in this study, is expected to be applied not only to the US construction IT market as a system specialized for the US construction industry, but also to other oversea markets in the future.

Development Acceptable Risk Model for International Construction Projects - Focusing on Small and Medium Construction Companies - (해외 건설 다수 프로젝트 관리를 위한 허용리스크 도출 - 중소·중견 건설기업 관점에서 -)

  • Since Korean construction firms have steadily advanced into the international market, small and medium construction companies (SMCCs) have also advanced in such market. SMCCs's recent trend have clearly shown the changes of contract types from single subcontractor projects to multiple general contracting projects. However, among those multiple projects performed by SMCCs, 1 out of 3 projects were deficit projects that impact the overall pe rformance of the firm. To increase such performance, risk management for in international construction must be managed at the enterprise level for SMCCs. This research aims to create a multiple project management model for SMCCS that employs the concept of acceptable risk to assess the limit risk level for corporation to acceptable. Using the accumulated data from previous survey and International Construction Association of Korea (ICAK), integrated risk of each firm and their profitability of each project are analyzed. Through the analysis, each firm's acceptable risk level is derived. Through the two research steps, acceptable risk algorithm was developed based on corporate integrated risk and profit correlation. To prove the acceptable algorithm relevance, financial statement analysis of 3 corporation was derived that level of acceptable risk and financial statement were available. Through the approach, this research allows the firms to analyze the firm's capability and find projects that suits the firm's situation and capability.

  • Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

  • In an early stage, many people think that agile development methodology cannot be applied i large-scale IT projects. Nevertheless, agile development methodology has recently been introduced in variety of successful large-scale IT projects. In this paper, I compare two enterprise agile methodologies and introduce a case of Disciplined Agile Delivery (DAD) Framework, an enterprise agile development methodology. I compare and quantitatively measure the productivity of the development of two projects using Disciplined Agile Delivery framework and waterfall development methodology with a similar development scope.

  • 오늘날 전기는 물과 같이 일상생활에 없어서는 안 될 생활 필수품이다. 특히 21세기는 IT, 디지털, 초정밀 산업의 시대로 순간정전에도 민감하게 반응하는 고품질의 전력이 요구되는 시대이다. KEPCO는 세계 최고 수준의 전기품질과 저렴한 요금으로 모든 국민에게 안정적으로 전력을 공급해야 하는 막중한 책임이 있다. 따라서 고품질의 전력을 주요 수요지로 수송하기 위한 송전선로와 변전소의 적기 건설을 위한 효율적이고 체계적인 프로젝트관리 중요성이 대두되었으며, KEPCO는 경영의 투명성을 제고하고 회사내부의 자원 및 업무 프로세스를 통합관리하고자 도입한 전사적자원관리(Enterprise Resource Planning; ERP) 시스템내에 송변전 건설 프로젝트 시스템(PS)을 구축함으로써 송변전건설 프로젝트 관리업무를 ERP라는 통합된 환경에서 수행할 수 있게 되었다. 그러나 최근 생활수준의 향상에 따른 송변전 건설관련 민원과 각종 건설규제 법률 강화 등으로 보다 효율적이고 통제 가능한 송변전설비 건설프로젝트 관리의 필요성에 대한 요구가 지속적으로 제기되었다. 이에 본 논문에서는 KEPCO의 효율적인 송변전 건설사업 공정관리를 위한 ICT기반의 건설 프로젝트 관리 방안에 대해 살펴보고자 한다.

Design and Evaluation of Agile Framework for Small Projects (소규모 프로젝트를 위한 애자일 프레임워크 설계 및 평가)

  • In this paper, the Agile Framework for Small Projects (AFSP) was applied to four industry cases. The AFSP provides a structured way for software organizations to adopt agile practices and evaluate the results. The framework includes an extended serum process and agile practices, based on agility and critical success factors in agile software projects that are selected from Serum, XP, FDD, DSDM and Crystal Clear. The case projects were evaluated, and the analysis of the results clearly showed that the framework used in the aforementioned cases displayed a high degree of efficiency.

  • Software industry has put more emphasis on maintenance and enhancement work than on the new development. The existing effort estimation models can still be applied to maintenance projects, though modifications are needed. This paper suggests a way to estimate the size of a maintenance project from the regression analysis of ISBSG's benchmarking data. First of all, among the 3 elements(addition, modification and deletion of the program) which influences the software cost, we selected and classified 4 groups from a total of 8 which shows actual maintenance cost from ISBSG's data. Moreover, we developed statistical model and a model which uses RBF(Radial Basis Function) Network and after evaluating each functions we concluded that the RBF Network is superior to the statistical model.

  • 소프트웨어 개발은 복잡도가 높고 가시성 확보가 어려워 전략적으로 접근해야 한다. 일반 개발 프로젝트에서 개발 전략은 특정 개발 모델과 프로젝트 관리 기법을 사용하겠다는 것이 주류를 이루고 있다. 이러한 방법은 각 개발 단계에서 업무를 진행하는 프로젝트 참여자가 프로젝트 전체를 보지 못하고 각자의 전문 분야만을 국지적으로 개발하여 초기에 의도된 대로 개발되지 않는 결과를 초래하는 경우가 다반사여서 개발 전략으로서의 역할을 적절히 수행하지 못하는 문제가 있다. 본 연구에서는 리스크 기반의 개발 전략을 제시한다. 개발 프로젝트 전체는 물론 개발의 각 단계 별로 전략이 존재할 수 있으며, 전사 차원과 프로젝트 차원의 전략이 존재한다. 분석한 리스크 레벨에 차등적으로 개발 리소스를 할당하고, 개발 기법을 사용하고, 리뷰 및 검증 활동을 진행하여 제한된 개발 리소스를 합리적이고 적절하게 사용하여 개발하고, 개발 과정을 모니터링 및 제어하는 접근법이다. 이미 개발의 일부인 테스팅 분야에서는 리스크 기반 테스팅 전략이라는 이름으로 활용하여 직간접적인 효과를 보고 있으며, 같은 개념을 개발 전체로 확장하여 개발 전략으로 체계화하여 제시한다.
