A Plain Language Policy Institutionalized in the U.S. and Implications for Korea (미국의 쉬운 언어정책의 제도화와 한국에의 시사점)

  • This paper is to analyse statutes and execution system on 'plain language policy' of the U.S. in the process of policy was instituted, and to suggest the meaningful implications for Korean easy public language improvement project based on the conclusions drawn. The summarized conclusion is as follows. First, the continuous interests of Presidents and taking the lead of federal agencies played important roles until the U.S. plain language policy has been established as a system. Second, in executing the U.S. plain language policy, laws legislated by period contributed to elicit mandatory compliances from the federal agencies. Third, a propelling agent of plain language policy, PLAIN, is not an administrative department but a community consisted of federal employees and experts. Fourth, plain language policy was unexpectedly given wholehearted support and assistance by Presidents and their administrations from the reform-minded Democratic party. Fifth, during the 2000s most federal departments and agencies held self-managed websites and programs related to plain language. To conclude the current U.S. plain language policy surely performs a mechanism to improve communication and a role as a ladder of trust between the public and government.

  • Recently, IoT has been supported by ICT technology with a variety of ICT powers. In May 2014, Information and Communication Strategy Committee announced the 'Basic plan for Internet of Things'. Also on Febuary 24 this SAME year, KISA(Korea Internet&Security Agency) provides many projects related to IoT, such as announcement of 'K-Global Project' for start-up and venture support related to IoT and ICT companies. In contrast to the various services of Internet of Things, when a connection is made between object-to-object or person-to-object wired and wireless networks, security threats have occurred in the process of communication. We analyzed these kinds of security threats related to Internet of things, and gave a consideration for requirement.

An Administration Model for Causation of the Schedule Delays in Construction Projects (건설공사 공기연장사유 관리모델)

  • If project time extension were required in the construction projects, either liquidated damages or extension costs should be applied according to causation of the schedule delays. However, in actual cases it is not applied so far according to the contract conditions. The reason why this situation happened Is that function of the present planning and scheduling is not working feasibly. The CPM schedule could not provide a proper solution for apportioning responsibility for the schedule delays. This situation could be considered as breach of contract and will cause potential disputes for schedule delay. Therefore, in this research process based contract administration model for construction delay claim is proposed to prevent schedule delay and solve the claims. The model is based on pro-active management for causation of delay to provide apportionment of responsibility and written evidences.

  • This paper proposes the CPM bar chart (CBC), a hybrid of the bar chart and the critical pad method (CPM). The CBC overcomes shortages of the fenced bar chart, while still keeping advantages. The fence with direction is applied instead of the broken fence, which triggers considerable problems to identify and apply in the fenced bar chart. In addition, the notorious task to find dummy activities is no longer required. Upon the benefits of simplicity in the bar chart and logical work sequence in the CPM network. the CBC provides a relatively easy way to create and understand a schedule, thus improving communication quality between project participants. With the advantages, the CBC can also be effectively applied to various scheduling techniques such as resource constrained scheduling, resource leveling, scheduling with activity split, delay impact analysis, etc.

  • For the reduction of electric energy consumption and its efficient use at homes or buildings, a new work item proposal for new architecture and functional requirements of Energy Saving System (ESS) was proposed to IEC TC 100 and accepted as a new project, IEC PT 62654 in 2009. Recently, the final ballot for publication passed without negative votes and IEC TS 62654 was finally published in August 2012. For the verification of this standard, Prototype of ESS system composed of an ESS server, ESS clients, and portable ESS terminal were especially implemented in parallel with the standardization. Electric Power Control and Management (EPCM) protocol for the communication between ESS server and clients was also implemented, which supports self-configuration of ESS network, power consumption monitoring, remote power control, and additional functions for intelligent energy saving services.

  • As various genome projects have produced enormous amount of biosequence data, functional sequence analysis in terms of tile nucleic acid and protein becomes very significant. In functional genomics and proteomics, the functional analysis of each individual gene and protein remains a big challenge. Contrary to traditional studies, which regard proteins as not components of a whole protein interaction network but individual entities, recent studies have focused on examining functions and roles of each individual gene and protein in view of a whole life system. In this regard, it has been recognized as an appropriate method to analyze protein function on the basis of synthetic information of its interaction and domain modularity. In this context, this paper introduces the PIVS (Protein-protein interaction Inference & Visualization System), which predicts the interaction relationship of input proteins by taking advantage of information on homology degree, domain modules which input sequences contain, and protein interaction relationship. The information on domain modules can increase the accuracy of the function and interaction relationship analysis in terms of the specificity and sensitivity.

Recommendation Method of SNS Following to Category Classification of Image and Text Information (이미지와 텍스트 정보의 카테고리 분류에 의한 SNS 팔로잉 추천 방법)

  • According to many smart devices are development, SNS(Social Network Service) users are getting higher that is possible for real-time communicating, information sharing without limitations in distance and space. Nowadays, SNS users that based on communication and relationships, are getting uses SNS for information sharing. In this paper, we used the SNS posts for users to extract the category and information provider, how to following of recommend method. Particularly, this paper focuses on classifying the words in the text of the posts and measures the frequency using Inception-v3 model, which is one of the machine learning technique -CNN(Convolutional Neural Network) we classified image word. By classifying the category of a word in a text and image, that based on DMOZ to build the information provider DB. Comparing user categories classified in categories and posts from information provider DB. If the category is matched by measuring the degree of similarity to the information providers is classified in the category, we suggest that how to recommend method of the most similar information providers account.

  • For the efficient collaboration awareness, the CSCW (Computer-Supported Cooperative Work) systems provide functions such as telepointing, snap-shot, and document/project tracking. Among these, telepointing allows an event occurrence on the shared window of a local computing system to be presented in remote computing systems. Although telepointing has been mentioned in the literature, few research papers deal with the functional requirements and protocols for telepointing. This parer describes the functional requirements and payload format for RTP (Real-Time Transport Protocol)-based telepointing. In order to evaluate the performance of the proposed RTP-barred telepointing, we have implemented a whiteboard and compared it with that of the Microsoft Netmeeting. The evaluation results show that the proposed telepointing performs better in terms of CPU usage and the amount of network traffic.

Analysis and Suggestions of Digital Heritage Policy

  • In this paper, we divided domestic and foreign digital cultural activation policies into four types. We also described projects of each policy and analyzed the limitations of the policy. Finally, we suggested solutions to overcome these limitations. Changes in daily life caused by the recent development of 5G network technology, augmented reality, and virtual reality technology have brought many changes in the way of preservation and utilization of cultural heritage. In particular, digital technology is used for digitization of cultural heritage, storing, and managing digital data, digitally restoring cultural heritage, and enabling time, space, multi-sensory experiences. For this purpose, new policies was required to utilize this. This study divides domestic and international digital heritage policies into digital infrastructure construction, sharing and communication platform construction, public relations, and demonstration contents production support policies. This study is meaningful in classifying the fields of digital heritage policy and introducing digital heritage policy trends. It is also meaningful to suggest ways to improve digital heritage policies through analysis of domestic and foreign cases.
