국토교통부가 최근 주택정책심의위원회 심의를 거쳐 '2014년 주택종합계획'을 확정 발표하였다. 동 계획이 확정됨에 따라 국토교통부는 올해 주택건설 인허가 37만호, 공공주택 준공 7.7만호 공급을 추진하게 된다. 이밖에 임대주택 공급확대 및 공급방식 다양화에도 적극 나설 예정이다. 이밖에 재건축 규제완화 등 주택시장 정상화 관련 프로젝트로 지속적으로 추진해 나갈 계획이다. 여기서는 국토교통부 '2014년 주택종합계획'의 주요 내용을 요약한다.

본 연구는 대형 프로젝트의 위험분석을 위한 확률적 Network 시뮬레이션모델의 연구로서 Simulation방법으로 프로젝트의 성공 및 실패확률을 산정 하였다. 프로젝트의 주요 불확실성 요소(Uncertainty Factors)인 프로젝트의 수행기간(Time), 비용(Cost) 및 성과(Performance) 등의 계획은 실패 없이 추진되어야 하는 것이 중요하다. 연구 개발 및 신기술개발과 같이 대형 프로젝트의 경우, 그 성과 달성의 위험(Risk)성은 매우 크며 이러한 위험 예측 및 분석이 프로젝트의 성공적인 수행을 위하여 매우 중요 시 된다. 본 연구에서는 이를 위한 위험분석(Risk Analysis)의 방법으로 일반적으로 쉽게 사용할 수 있는 위험요인법(Risk Factor Analysis)과 확률적 Network 시뮬레이션모델을 제시하였으며 또한 이를 위한 Simulation프로그램을 개발하였으며 이를 신 기술개발 프로젝트에 응용하는 과정을 보였다. 본 연구에서 개발된 관련 프로그램을 보완 할 경우 대형 프로젝트의 각종 의사결정 시에 매우 유용하게 활용될 수 있으리라 생각된다.

This paper presents a practical application of possibilistic programming in a information system projects planning model. The estimate of the parameters of the model is often a problematic task for the decision maker(DM), Who has imprecise information or express his considerations subjectively. In this case. possibilistic decision making models can provide an important aspect in handling practical decision making problems. We suggest CPM(Critical Path Method) applying possibilistic programming. CPM is an approach to planning and coordinating large projects by directing managerial focus to the project's most critical aspects and providing completion time of project and beginning time of each activity. This model is an aid in the control of considering aspiration levels by the DM, the fuzziness of decision making, and computational efficiency. The problem is solved by using GINO computer package and the best compromised solution is found.

Earned Value Management System(EVMS) has been considered as a useful tool of managing construction projects lately and its instruction into a private industry is now under consideration by the Korean government. It is on the basis of C/SCSC that had been released by the U.S. Department of Defense(DOD) since 1967. Its research has been in the active progress in order to utilize the earned value concept as a project management tool for construction project ordered by both government and private sector. Material Requirement Planning(MRP) is also known as a tool of planning and scheduling resources for assembly product as a part of inventory control models in the manufacturing industry. The purpose of this study is the effective employment of Earned Value Management to manage the construction projects by utilizing Material Requirement Planning(MRP), based on project management software and Workpackaging model.

본 고에서는 유럽공동체(이하 '유럽연합'이라 함)가 제 4차 기본계획 기간동안 새로 채택한 프로젝트의 수행체계를 포함하여 유럽연합의 연구개발 프로젝트 성립절차와 수행 및 결과의 이전에 대한 체계를 고찰.분석함으로써 우리연구소가 수행하고 있는 프로젝트의 발전적 관리에 도움이 되고자 한다.

본 프로젝트는 1993년 6월부터 9월까지 태국의 International Community Maternal and Child Health Nursing Training Program에서 이루어진 것으로 17개국 참석자 중 8개국 참가자들이 태국의 권케지역(태국 북동부)중 한 농촌지역을 택해 1개월간의 가정방문과 Group Work을 통해 지역사회 진단후 진단내용을 근거로 사업계획을 시행한 것이다. 조사지역 -Ban Nang Loob Village-은 우리나라의 일차보건의료를 수행하는 가장 말단지역인 이(里)에 해당하며, 이 중 5세 미만의 영유아가 있는 어머니들을 조사대상으로 하였다. 조사가구는 75가구였으며, 자료수집도구는 일반적인 특성, 환경상태, 지역사회 조직, 모자보건에 대한 지식, 태도, 실천과 관련된 내용으로 총 52개 문항이었다. 자료수집은 면접과 관찰을 통해 이루어졌으며 면접은 통역을 위해 태국 권켄대학의 간호대학 교수들과 함께 시행하였다. 본인이 참석한 그룹에서는 모자보건사업 중 모성건강에 관한 조사만 이루어졌으므로 이 지면에 소개된 프로젝트는 모성건강문제에 국한된다. 본 조사에서는 3가지 모성 건강과 관련된 문제가 나타났는데 이를 문제의 정도, 심각성, 예방가능성, 지역사회의 관심정도로 점수화하여 총계를 낸 후, 가장 커다란 문제점으로 '모성의 임신과 산욕기 동안의 합병증에 대한 지식부족'이 제기되어 이를 기초로 Master Plan, Operational Plan, Time Frame, Budget이 제시되었다. 본 프로젝트에서 제시된 사업계획은 담당지역의 Health Center, 권켄 간호대학, 지역사회 주민조직의 협조로 지역주민의 모자보건사업 활성화를 위해 실제로 시행될 계획이다.

In projects where mufti-project management is required and processes for production activities are repeated and linked, it is very difficult to input processes for activity repeatedly or analyze loads by process in a method of managing processes step by step. In this paper, based on the definition of activity and project process, the connection process can be automatically created for activity, schedule and resource management for each process, schedule and resource plan can be established for each detailed process, and load analysis can be provided in real time. It presents a project management system that can significantly improve the time and cost of project progress management, predict various problems that may occur during the project, and effectively allocate the necessary amount of resources in the right place.

Project의 Quality, Cost, Delivery의 세 가지 목표를 달성하기 위해서는 프로젝트 Risk의 조기 인식 및 대처는 프로젝트 성공의 가장 중요한 요소가 되고 있다 Project Risk는 1)프로젝트의 이해관계자(고객, 협력회사)간의 재무적, 법률적 Risk [수주 Risk]와 2)프로젝트 수행상의 제품공학, 개발환경, 외부제약조건 등의 Risk [수행 Risk]로 나눌 수 있으며, 수주 Risk는 분석 결과가 수행 Risk의 식별, Monitoring에 직접적으로 반영되어야 한다. 프로젝트 수행 Risk는 조기에 식별하고 정량적/정성적 영향을 분석하여 대응계획을 수립하여 지속적으로 Monitoring함으로서 영향을 최소화할 수 있으므로 Risk를 조기 식별하고 경보할 수 있는 시스템(EWS: Early Warning System)의 구축 운영이 반드시 필요하다. 본문에서는 프로젝트 Risk에 대한 분석 및 대웅방안, 프로젝트관리시스템 및 조기경보체계의 표준, 상호간의 관계에 대하여 SK C&C에서 수립하여 적용중인 실증적인 해법을 제시 하고자 한다.

IT 프로젝트의 규모와 불확실성이 급변하고 있기 때문에 프로젝트를 계획된 비용과 납기 내에 성공적으로 종료하기가 어려워졌다. 이에 프로젝트 성공 가능성을 높이기 위한 방안으로 리스크 기반의 테스트 전략을 도입하여 적용하는 프로젝트 사례가 증가 하고 있다. 본 연구의 목적은 차세대 규모의 프로젝트를 수행할 때 리스크 기반의 테스트 전략을 어떻게 적용해야 하는지 사례를 통하여 구체적인 적용방안을 제시하고자 한다. 본 연구에서는 크게 두 가지 측면에서 시사점이 존재한다. 첫째, 차세대 규모의 프로젝트를 수행하기위해 전사적 차원에서 테스트 활동 방안을 제시하였다는 점이고, 둘째, 리스크 기반 테스트 전략을 프로젝트 라이프 사이클에 따라 적용한 사례를 통하여 구제적인 방안을 제시하였다는 점이다.

Earned value management(EVM)는 프로젝트 진행 상태를 파악하기 위해 주로 비용과 일정 편차, 성과지표를 통합하여 분석하는 것으로 비용/원가 관리를 위해 발전되어 사용되어 왔다. ERP 프로젝트는 국내 솔루션 시장의 가장 높은 점유율을 차지하고 있지만, 수행에 대한 성과평가 및 일정예측 가능한 신뢰성 있는 Tool 은 알려지지 않고 있다. 본 연구에서는 ERP 프로젝트의 EVM 성과지표를 분석을 통해 ERP 프로젝트가 원가측면의 계획대비 수행 적합성이 높으며, 국내 ERP 프로젝트는 분석단계에서 일정 지연이 발생한다는 것을 발견하였다 향후 본 연구를 통해 EVM 성과 지표를 이용한 현재 시점의 프로젝트 상태를 점검하며, 향후 일정과 원가를 예측하여 성공적인 ERP 프로젝트 수행에 도움이 되고자 한다.
