A Study on the Corporate Portfolio Risk Management for Multinational Construction Company (대형건설업체의 해외건설공사 포트폴리오 리스크 관리에 관한 연구)

  • While opportunities for international construction firms have been growing with globalization, the risk of international construction projects is significantly increasing in severity and complexity. However, the traditional risk management approach in the construction industry has maintained a profit focus. In addition, this approach has not considered the overall risk at the corporate level, but rather has focused only on the risk of individuals at the project level. Corporate risk management should be implemented from the initial stages of new project selection. This paper suggests the Multi-criteria Integrated Systematic Analysis as a strategic decision-making tool for international construction contractors. The model integrates the multi-criteria of risk, return, and efficiency to choose the optimal set of new portfolios at the corporate level. This model also introduces the Value at Risk (VaR) concept to the international construction industry to present the total risk at the corporate level. To validate this model, this paper tested an experimental case study using the historical data of a global general contractor.

IT Governance of the Korean Conglomerates: A Comparative Case Study (국내 대기업들의 IT 거버넌스: 비교 사례 연구)

  • This study explores the IT governance structures of the Korean conglomerates. It investigates IT organization structures, decision making frameworks and processes, communication channels, implementation mechanisms, and performance evaluation methods around IT activities of the Korean conglomerates by analyzing four different cases. The results show that all of the conglomerates have an IT service firms as one of their subsidiaries, and all the subsidiaries in the conglomerates outsource their IT divisions to the IT service firms, The client firms in the conglomerates operate IT strategy and planning teams to coordinate their IT activities with their outsourcing partners. The IT governance archetype of the Korean conglomerates is found to be "business monarchy" because the client firms mostly make IT decisions. However, the IT service firms provide the information of IT trends and solutions to their clients, so the IT governance archetype of input framework for IT decisions can be "IT monarchy". In addition, the conglomerate which has the more centralized IT governance architecture appears to prefer the more integrated implementation mechanisms for IT decisions. The results of this study are expected to be used as a benchmarking model for the organizations which try to develop an effective IT governance structure.

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision. Modular Building for Urban Disaster Housing: Case Study of Urban Post-Disaster Housing Prototype in New York

  • Disasters that destroy homes and infrastructure and cause significant financial damage are becoming more common as population centers grow. In addition, several natural disasters have resulted in a major loss of life and created countless refugees due to damage to housing. After major catastrophic disasters, it is very important that the government agencies respond to post-disaster housing issues and provide resources such as temporary housing before the full rehabilitation and reconstruction of destroyed and damaged housing. To provide affordable temporary housing for residents who may lose their homes as the result of a catastrophic disaster including storms, government agencies must develop a post-disaster housing prototype. In general, government agencies should explore several different forms of factory-built single-story, single family housing, such as modular homes, panelized homes, and precut homes. In urban cities including New York and Seoul, it is very important to provide housing which supports the demand for higher-density living spaces than single-family homes or trailers typically available due to the high population density and the desire to resettle as many residents as possible in their former neighborhoods. This study identified the urban post-disaster housing prototypes that may provide higher density housing with high quality living spaces, high air quality, and energy efficiency as well as rapid deployment. A case study of "Urban Post-Disaster Housing Prototype Program in New York" was conducted through a detailed interview process with a designer, engineer, contractor, the Office of Emergency Management (OEM) in New York, the U.S. Army Corps of Engineers (USACE), and temporary occupants. An appropriate disaster housing program that can provide living spaces for victims of disasters that keeps residents in their community and allows them to live and work in their neighborhoods was developed.

Predicting Default of Construction Companies Using Bayesian Probabilistic Approach (베이지안 확률적 접근법을 이용한 건설업체 부도 예측에 관한 연구)

  • Insolvency of construction companies that play the role of main contractors can lead to clients' losses due to non-fulfillment of construction contracts, and it can have negative effects on the financial soundness of construction companies and suppliers. The construction industry has the cash flow financial characteristic of receiving a project and getting payment based on the progress of the construction. As such, insolvency during project progress can lead to financial losses, which is why the prediction of construction companies is so important. The prediction of insolvency of Korean construction companies are often made through the KMV model from the KMV (Kealhofer McQuown and Vasicek) Company developed in the U.S. during the early 90s, but this model is insufficient in predicting construction companies because it was developed based on credit risk assessment of general companies and banks. In addition, the predictive performance of KMV value's insolvency probability is continuously being questioned due to lack of number of analyzed companies and data. Therefore, in order to resolve such issues, the Bayesian Probabilistic Approach is to be combined with the existing insolvency predictive probability model. This is because if the Prior Probability of Bayesian statistics can be appropriately predicted, reliable Posterior Probability can be predicted through ensured conditionality on the evidence despite the lack of data. Thus, this study is to measure the Expected Default Frequency (EDF) by utilizing the Bayesian Probabilistic Approach with the existing insolvency predictive probability model and predict the accuracy by comparing the result with the EDF of the existing model.

Major Risk Factors to Implement CM at Risk Pilot Project on the Public Sector (시공책임형 CM 발주방식 공공부문 시범사업 사례를 통한 리스크 도출)

  • The buildings are getting enormous and more complex as well as the requirement of the owner which wants diverse and efficient. Moreover advanced management is necessary for construction services and a new method of delivering project is now required. In order to expand the delivering method and the construction industry, we have to introduced the CM at Risk method. However, despite the fact that six years have passed already the CM at Risk regulation was introduced, the contract amount in significantly lower than that of the CM for fee, and also there is no CM at Risk project in the public sector. As a result, three pilot projects are currently underway for the LH(Korea Land & Housing Corporation) in order to set up a CM at Risk for the public sector. However, detailed regulations related to CM at Risk have not yet been implemented in Korea. Therefore, in this study, I am trying to understand the risks that could incur when practitioners participate in the three pilot projects that are currently underway and employed in the public sector wherein the CM at Risk is normally introduced. Based on the results of this study, It will be able to utilize as a basic data for future CM at Risk delivery system improvement and enactment.

A Selection Model of Suitable Tendering System for Public Construction Projects (공공건설공사의 최적 입찰방식 선정모델)

  • It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

  • Out of all the possible actions that can be taken to respond to greenhouse gas reduction, including development of greenhouse gas reduction technology, infrastructure, actions to improve energy saving and efficiency, and offset with carbon emission reductions (CERs), this study shall focus on the investment on CERs. This study will take a look at risks involved with investing in CERs such as UN registration refusal risk and CERs price fluctuation, and will design risk management model which shall be verified. The goal of this paper is to provide optimized CERs investment strategies for different types of investors, such as general trading companies seeking for investment opportunities and financial companies with plans for green products development and investment by preparation for carbon market. It is expected that the global competitiveness of domestic financial companies shall be improved by taking actions on carbon market instead of previous passive response to climate change and that Korea, the number two Carbon Emissions supplier and number one derivatives market in terms of volume, shall be able to lead the worldwide carbon market.

Analysis of the Influence of Design Score and Price Score for Design Build Bidding (설계시공일괄입찰에서 설계점수와 가격점수의 영향력 분석)

  • Selecting appropriate bidding system in construction projects considering the characteristic of project can be a make-or-break element, so the understanding for bidding system of public construction projects is ever more important from the perspective of both the owner and the contractor. The design-build bidding is commonly referred to as turnkey in Korea, and is a bidding method that is often applied to large public construction projects because it allows new technologies to be applied to the design and facilitates risk management for the owner. In this bidding method, there are only two factors (design score and price score) that affect the selection of the winning bidder, so it is important to understand the influence of each factor, but there is little research on the subject. This study aims to provide a basis for establishing bidding strategies for understanding the influence between design score and price score by analyzing various design-build bidding data of public construction projects. The results of the study show that design score is the factor that has more influence on the ranking of bidders in all three weighted evaluation methods: design-emphasized, price-emphasized, and equalized evaluation. In addition, we found that the correlation between design and price scores was not significant due to the unique bid evaluation structure in Korea.

A Resource-Based Perspective on Three IT Resources and Their Relationships in IT Outsourcing (IT 아웃소싱 성공에 영향을 미치는 3가지 IT 자원들과 그 관계: 자원기반 관점에서)

  • IT outsourcing (ITO) is an integration of two firms-external vendor(s) and a client firm-IT resources by contract. According to resource-based view(RBV), three different resources-ITO vendor's resource, client firm's resource, and the relationship resource between two firms- may have an impact on ITO performance. However, there have been few previous studies considering all three IT resources simultaneously. There have been also few empirical studies in ITO context, which test Bharadwaj (2000)'s findings: 1) IT resources can be divided into tangible IT asset and intangible IT capability, and 2) only IT capability has an impact on the IT performance. Therefore we examined whether, in ITO context, all three different resources have a significant impact on ITO performance. Adopting the findings of previous IT studies, we also divided IT resource into IT asset and IT capability. To achieve this research objective, we analyzed 62 ITO cases of 45 companies being listed in Korean top 100 companies for recent 3 years. Also, we analyzed the data with the Partial Least Squares method. The results of this research lead to the following conclusions: First, only when partnership is high, ITO vendors' resource can have an influence on ITO performance. Second, only client firm's IT capability, not IT asset, is directly related to the ITO success. Third, a firm's IT capability can increase the partnership. Therefore, we concluded that 1) RBV is also an useful theory in ITO context, 2) Bharadwaj(2000)'s suggestion is valid in ITO context as well, and 3) the relationship resource is also important in ITO.
