미국 에너지부는 지난 2000년 4월 18일 연방 에너지 관리 프로그램의 일환으로 연방정부와 그 산하 기관들에 대한 에너지효율 개선 프로젝트에 대한 재정지원 방법을 규정한 초안을 마련했다. 이 초안은 그해 9월 15일 확정되어 현재 적용되고 있는 것으로 ESCO를 통한 ESPC방법과 설비회사를 통한 UESC방법을 소개하고 있다. 국내 ESCO사업의 발전에 도움이 되고자 그 전문을 3회에 걸쳐 원문과 함께 번역, 게재하기로 한다.

우리나라는 2009년 OECD DAC 회원국으로 가입하면서 6.25전쟁직후 세계 최빈국으로써 원조를 받는 국가에서 60년만에 국제사회에 원조를 제공하는 공여국으로 성장한 국제사회의 유일무이한 사례이다. 우리 나라의 ODA(Official Development Assistance)는 ICT, 교육 분야 등과 같이 우리나라가 세계적으로 경쟁력을 가지고 있는 분야를 특성화하여 제공하고 있다. 모로코는 2012년까지 9,000여개의 모로코 초중등학교에 ICT를 보급한다는 계획과 ICT 산업 육성을 국가 주요 정책으로 추진하고 있는 있어 금번 프로젝트는 모로코 교사의 ICT 역량 강화를 지원하기 위하여 한국의 ICT 교육시스템을 모로코 초중등 교사에게 제공하는 것이다. 본 프로젝트는 교육쎈터 리모델링, ICT 기자재설치, 교사 커리큘럼 개발, 홈페이지 개발, 정책보고서 발간, 모로코 교사 초청 연수로 구분되어 있으며, 2009년 1월에 시작되어 2010년 11월에 완료된다. 본 프로젝트를 통해 모로코 초중등 교사 23만명중 년간 1,000명을 교육하고, 교육을 받은 교사는 소속지역에서 ICT Master Teacher 역할을 담당하게 된다. 본 프로젝트를 통하여 우리나라는 모로코 교육 선진화에 기여하며, 한국 ICT 기자재를 활용함으로써 한국산 H/W, SW 및 교육컨텐츠의 우수성을 모로코와 인근 국가에 홍보하고, 이를 통해 국내 기업의 북아프리카 진출을 간접 지원하였다. 또한, 본 프로젝트를 통하여 모로코를 비롯하여 2000년도부터 년평균 5.3%의 경제성장을 지속하고 있는 아프리카지역에 한국 ICT제품이 진출할 수 있는 방안으로, 국산 e-러닝 개발툴을 영어, 불어와 아랍어 버젼으로 추가 개발하였으며, 모로코 대학과 합작기업을 설립을 추진하고 있다.

A road construction project needs a large scale of investment and tine. In this study, we will review some elements of feasibility analysis and derive points of the existing analyses. And we make some suggestions to improve the existing methods. We propose a 'A Feasibility Information System' for road construction projects. The system will be useful to make a feasibility study for road construction project and help us to predict risks in process of the projects.

원자력 중장기 연구개발 일환으로 수행중인 액체금속로 설계기술개발 프로젝트는 개념 설계분야와 기반기술구축 분야로 구성되어 있는 상호 긴밀한 연계가 강조되기 프로젝트이다. 대과제를 중심으로 각 세부과제 및 분야 내에서 시스템별 인터페이스 등이 종합적으로 관리되어야 할 필요성이 있는 프로젝트이다. 액체금속로 설계기술개발 프로젝트의 연구생산성 향상을 위해 공정계획을 수립하고, 프로젝트 수행 중에 산출되는 연구결과물을 검증하여, 검증된 자료를 프로젝트 수행원들에게 공유할 수 있게 Web WorkFlow를 이용한 자료 검증/공유시스템을 개발하여 운영하고 있으며, 최종적으로 검증된 자료는 데이터베이스를 구축하여 활용하고 있다. 이렇게 함으로써 한국원자력연구소에서 개발증인 액체금속로 설계 기술개발 프로젝트를 최적화된 계획 및 관리를 통하여 연구개발을 수행할 수 있을 것으로 예상된다.

This study aims to measure the result of R&D support projects on the beneficiary companies of the World Class 300 project, a representative domestic middle market enterprise incubation project. In particular, beneficiary companies were classified into industry groups(materials, components, equipment, modules, consumer goods) and the empirical study was conducted on how the result of R&D support project was differentiated by each industry group's characteristics. The analysis was performed on 272 companies selected as WC300 project during 2011 to 2017. The result of Panel regression Analysis confirmed that R&D support project had divergent influences on the performance (net profit) of companies depending on which industry group they belong. The samples of materials, components, equipment companies turned out not to have statistical significance. The samples of modules companies showed negative correlations, while those of consumer goods was observed to have positive correlations. This study demonstrates that it is essential to plan and implement policies suited to the characteristics of each industry groups to maximize the effect of R&D support projects henceforward.

방사성 폐기물 관리 시설의 부지 확보 사업이 계속 난항을 겪자 정부는 부지 확보와 그에 따른 지역 개발 사업을 촉진하기 위하여 $\ulcorner$방사성폐기물관리사업의 촉진 및 시설주변지역의 지원에 관한 법률$\lrcorner$을 제정, 이를 근거로 95년 2월 굴업도를 방사성 폐기물 관리 시설 지구로 고시하고 시설 지구 개발 사업 및 주변 지역 지원 사업 계획을 수립, 사업을 추진하게 되었다. 이에 따라 시설 지구의 토지 매수 업무 및 주변 지역 지원 사업을 법적 절차에 따라 수행하던 중, 95년 10월 굴업도 주변에서 활성 단층이 발견되고 그해 12월 시설 지구 지정 고시가 해제되어 사업이 원점으로 돌아 가게 되었다. 본고는 그동안 수행하였던 굴업도 프로젝트의 사업 추진 경위를 살펴보고 추진 과정에서 발생한 문제점들을 분석하여 신부지 확보시 고려되어야 할 부지 확보절차, 비역 지원 사업 및 지역 홍보 등의 개성 방향을 제시하고 있다.

Project Monitoring and Control is one of the required activities in project management. This activity provides the information about whether a project is making a progress as it is planned. It is usually performed in weekly meetings or milestone meetings where the project manager checks the project's current status based on project measures such as schedule, cost and work performance. One of the popular method for project monitoring and control is EVM(Earned Value Management). The major characteristic of EVM is that it uses only one measure 'cost' for schedule and work performance so that it enables 2 independent graphs to be illustrated in one integrated graph based on cost. For applying EVM to a project, it is essential to break whole work to work packages and to assign value of cost to each work package at the initial stage of the project. Therefore EVM is well matched with the lifecycle which requires whole plan at the beginning of project. However, in XP(eXtreme Programming), whole customer requirements are difficult to define and to make a complete plan at the beginning and are more detailed in each Iteration. Therefore EVM is not comfortable method for XP. Therefore in this research we suggest 3 layer EVM which can be applied in XP, and develop a process guidelines based on CMMI(Capability Maturity Model Integration) PMC(Project Monitoring and Control) process area.

It is a general survey and evaluation on the works of short lived 'KHDC', the first design promotion institution established in Korea in 1957 by Americans and supported by the US government. The chapter 1 summarizes the achievements of Arkon Office in the USA. Chapter 2 introduces the process of the establishment, organization and function of KHDC. In Chapter 3, the KHDC's activities are examined on the basis of the research on specific contents of Handcrafts projects, light industry projects, exhibitions, field trips, local industry support activities, education programs, and press releases, etc. in Korea. In Chapter 4, KHDC's general accomplishments as well as the results and products developed by handicraft projects and light industry projects are examined. In chapter 5, the results and influences to Korean design development are examined and evaluated.

This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.
