Analysis for R&D Investment Efficiency in the field of Renewable Energy (신재생에너지 연구개발 투자효율화를 위한 세부기술 분석)

  • 신재생에너지는 세계적으로 투자급증, 관련기업의 가치상승, 경제성 상승등으로 인해 중요성이 강조되고 있다. 본 연구에서는 미래 먹거리산업 창출에 있어 중요한 신재생에너지 분야 정부지원 연구개발과제(2007~2008)의 투자현황 및 성과를 분석하였다. 연료전지 및 태양광 분야의 투자비중은 신재생에너지 분야 총 투자의 50.7%를 차지하였으며, 지경부는 총 투자의 73.5%를 차지하였다. 수소, 연료전지, 태양광, 해양 분야를 제외한 모든 에너지원에서 지경부의 투자비중이 절대적인 것으로 나타났다. 에너지원별 투자순위가 높은 세부기술을 살펴보면, 수소 분야는 수소제조, 연료전지 분야는 PEMFC, 태양광은 결정질 실리콘, 풍력은 발전시스템으로 나타났다. 연구성과를 살펴보면, 특허건수는 국내 R&D 분야 총 성과의 2.18%에 해당되었으며, 매출액은 0.08% 수준이었다.

  • In this study, we review the status of Southwest sea 2.5GW offshore wind project and expected various problems. And we suggest government policies for offshore wind industrialization. Especially, we would like to mention the necessity of offshore wind development in order to diversify power sources and guarantee energy security in Korea. And we would like to mention necessity and direction to make offshore wind into growth engine industry thorough fusion between industries and energization for the existing industry such as civil, shipbuilding, steel, etc. that was headed into downturn.

  • Energy shortage is being exacerbated due to the increase of energy consumption and depletion of fossil fuels. In order to release the energy crisis, new types of energy resources such as small hydropower, solar power, wind power and biomass have been already developed or actively researched. Recently, osmotic power, which harvests energy from salinity gradient between seawater and fresh water, is considered as a feasible candidate. Among the osmotic power processes, pressure retarded osmosis (PRO) is widely gaining attention because of no emission of carbon dioxide and less sensitivity to the external environmental conditions. However, PRO process is facing difficulties such as the lack of specialized PRO membrane and optimization technologies. Therefore, PRO was reviewed in this paper in terms of theoretical background, membrane development, process development and fouling mechanism to provide insights and suggest the future direction of PRO research.

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Current Status and Research Trend of Rare-earth Permanent Magnet (희토류 영구자석의 현황 및 개발 동향)

  • High performance permanent magnets have become the subject of considerable attention because of the potential applications in the traction motors of hybrid and electric vehicles and wind generators. Nd-Fe-B magnets have attracted considerable interest due to a large maximum energy product. However, Nd-Fe-B magnet cannot be used in high temperature (${\sim}200^{\circ}C$) applications due to the thermal degradation of coercivity. Therefore, the development of high coercivity Nd-Fe-B permanent magnet is a challenging issue. In case of high coercivity Nd-Fe-B permanent magnet, an increment in the intrinsic coercivity can be easily achieved by substituting Nd atoms with Dy or Tb atoms. However, these heavy rare-earth elements are known to cause a decrease in remanence due to the antiferromagnetic coupling between Dy and Fe atoms. In addition, Dy is relatively expensive and being limited in quantity. Hence, a new technology that can increase the coercivity of Nd-Fe-B sintered magnet using only a small amount, or even, no amount of heavy rare-earth elements is being investigated. This article describes the research trend in reducing the heavy rare-earth elements in Nd-Fe-B magnets.

Innovation Technology Development & Commercialization Promotion of R&D Performance to Domestic Renewable Energy (신재생에너지 기술혁신 개발과 R&D성과 사업화 촉진 방안)

  • Renewable energy refers to solar energy, biomass energy, hydrogen energy, wind power, fuel cell, coal liquefaction and vaporization, marine energy, waste energy, and liquidity fuel made out of byproduct of geothermal heat, hydrogen and coal; it excludes energy based on coal, oil, nuclear energy and natural gas. Developed countries have recognized the importance of these energies and thus have set the mid to long term plans to develop and commercialize the technology and supported them with drastic political and financial measures. Considering the growing recognition to the field, it is necessary to analysis up-to-now achievement of the government's related projects, in the standards of type of renewable energy, management of sectional goals, and its commercialization. Korean government is chiefly following suit the USA and British policies of developing and distributing renewable energy. However, unlike Japan which is in the lead role in solar rays industry, it still lacks in state-directed support, participation of enterprises and social recognition. The research regarding renewable energy has mainly examinedthe state of supply of each technology and suitability of specific region for applying the technology. The evaluation shows that the research has been focused on supply and demand of renewable as well as general energy and solution for the enhancement of supply capacity in certain area. However, in-depth study for commercialization and the increase of capacity in industry followed by development of the technology is still inadequate. 'Cost-benefit model for each energy source' is used in analysis of technology development of renewable energy and quantitative and macro economical effects of its commercialization in order to foresee following expand in related industries and increase in added value. First, Investment on the renewable energy technology development is in direct proportion both to the product and growth, but product shows slightly higher index under the same amount of R&D investment than growth. It indicates that advance in technology greatly influences the final product, the energy growth. Moreover, while R&D investment on renewable energy product as well as the government funds included in the investment have proportionate influence on the renewable energy growth, private investment in the total amount invested has reciprocal influence. This statistic shows that research and development is mainly driven by government funds rather than private investment. Finally, while R&D investment on renewable energy growth affects proportionately, government funds and private investment shows no direct relations, which indicates that the effects of research and development on renewable energy do not affect government funds or private investment. All of the results signify that although it is important to have government policy in technology development and commercialization, private investment and active participation of enterprises are the key to the success in the industry.

Recent Research Trends of Supercapacitors for Energy Storage Systems (에너지 저장시스템을 위한 슈퍼커패시터 최신 연구 동향)

  • A supercapacitor, also called an ultracapacitor or an electrochemical capacitor, stores electrochemical energy by the adsorption/desorption of electrolytic ions or a fast and reversible redox reaction at the electrode surface, which is distinct from the chemical reaction of a battery. A supercapacitor features high specific power, high capacitance, almost infinite cyclability (~ 100,000 cycle), short charging time, good stability, low maintenance cost, and fast frequency response. Supercapacitors have been used in electronic devices to meet the requirements of rapid charging/discharging, such as for memory back-up, and uninterruptible power supply (UPS). Also, their use is being extended to transportation and large industry applications that require high power/energy density, such as for electric vehicles and power quality systems of smart grids. In power generation using intermittent power sources such as solar and wind, a supercapacitor is configured in the energy storage system together with a battery to compensate for the relatively slow charging/discharging time of the battery, to contribute to extending the lifecycle of the battery, and to improve the system power quality. This article provides a concise overview of the principles, mechanisms, and classification of energy storage of supercapacitors in accordance with the electrode materials. Also, it provides a review of the status of recent research and patent, product, and market trends in supercapacitor technology. There are many challenges to be solved to meet industrial demands such as for high voltage module technologies, high efficiency charging, safety, performance improvement, and competitive prices.
