A Study on the User Satisfaction of Open Service for Sharing of S&T Information, using the Public-service Customer Satisfaction Index(PCSI) (PCSI를 이용한 과학기술정보 오픈서비스 이용자 만족도에 관한 연구)

  • The purpose of this study is to analyze service quality factors that affect user satisfaction of NDSL Open Service (NOS) and to improve standards of open service for sharing information through the user satisfaction survey. User satisfaction indexes were developed to measure the all aspects of the NOS services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for open services. However, relatively low level is identified in area of service process quality. Therefore, NOS requires method to help easily take advantage of OpenAPI and strategy to increase service process satisfaction and service environment satisfaction.

  • The purpose of this study is to analyze service quality factors that affect user satisfaction of Open Access Korea(OAK) services and to draw strategic assignments for activating open access activities in Korea through a user satisfaction survey. User satisfaction indexes were developed to measure all aspects of the OAK services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for OAK services. However, relatively low level is identified in the area of service process quality, and many opinions about OA contents shortage in Korea represent the importance of the national level contents development strategy. Sustainable policy support, publishing of open access journals, management of institutional repository, OA governance system, expansion of researchers' participation, construction of global collaboration system are suggested as major implications to promote open access activities in Korea.

  • This paper aims to develop a framework that can fully automate the quality management of training data used in large-scale Artificial Intelligence (AI) models built by the Ministry of Science and ICT (MSIT) in the 'AI Hub Data Dam' project, which has invested more than 1 trillion won since 2017. Autonomous driving technology using AI has achieved excellent performance through many studies, but it requires a large amount of high-quality data to train the model. Moreover, it is still difficult for humans to directly inspect the processed data and prove it is valid, and a model trained with erroneous data can cause fatal problems in real life. This paper presents a dataset reconstruction framework that removes abnormal data from the constructed dataset and introduces strategies to improve the performance of AI models by reconstructing them into a reliable dataset to increase the efficiency of model training. The framework's validity was verified through an experiment on the autonomous driving dataset published through the AI Hub of the National Information Society Agency (NIA). As a result, it was confirmed that it could be rebuilt as a reliable dataset from which abnormal data has been removed.

Service Quality Criteria for Voice Services over a WiBro Network (와이브로 네트워크를 통한 음성 서비스의 측정 기반 품질 기준 수립)

  • This paper covers the service quality of packet-based voice service that is provided over a wireless broadband (WiBro) network. Using a measurement software that has been developed in the course of preparing a advanced service quality management scheme for the packet-based voice service over a wireless network[2][3], a huge scale of experiment is conducted to measure the real quality of the voice service. Based on our analysis of the measurement result, the service quality of the voice service is supposed to be quite good over WiBro networks. In addition, another experiment to investigate the effect of degradation of wireless transmission conditions on the service quality of the voice service shows the values of wireless service metris in which mean opinion score (MOS) starts to decrease.

  • In the current 2D-based design, design reliability is lowered due to interference and inconsistency between plans, errors in drawings and quantities, etc. At the time of transition to BIM-based 3D design, it is necessary to expand the reliability and usability of BIM by eliminating these errors from the design stage through securing the quality of the BIM digital model. Therefore, in the railway infrastructure design stage, the quality management process and standards of the BIM digital model were defined and quality management index were developed. Based on the rule extracted from the quality management index, a pilot quality management was conducted in connection with the commercial Model-Checker rule, problems and improvement plans were derived, and a rule-based automated quality management plan was prepared.

  • The purpose of this study was to identify and prioritize the key indicators and drivers of forest thinning. The research for this study was designed in two-phases: 1) sequential, exploratory, mixed methods research that was initiated with a qualitative phase (Delphi technique), and 2) the quantitative phase (Analytic Hierarchy Process technique). Results indicated that management and planning were the most important factors in the first level of criteria among the "management and planning," "directing and monitoring," "supervision," and "quality of thinning work." On the sub-criteria level, "the quality of forest management planning" was indicated as the most important factor among the ten sub-criteria. Our results have shown that the developed forest thinning evaluation factors were a well-represented characteristic for a variety of forest thinning work in Korea.

Multi-dimensional Quality Model for Value Engineering in Planning Phase of Public Construction Program (공공 건설 프로그램의 기획단계 VE를 위한 다차원 품질모델)

  • In the mixed-use development program, several conflicts occur due to the characteristics of construction program, such as large-scale, variety of stakeholders, long periods of time, etc. In particular, since the characteristics of the construction program having various complex projects lead to different requirements depending on stakeholders, it is crucial to plan the appropriate type and size of facilities. Therefore, it is necessary to derive solutions suitable for the needs of owner by conducting VE in the planning phase. In this study, a multi-dimensional quality model is developed to present proper facilities necessary for the construction program by clearly identifying the owner's requirements in performing VE in the planning phase. Through the development of the multi-dimensional quality model, the characteristics distribution of 15 major facilities by 12 performance indicators for mixed-use development programs is presented. The deduction method of appropriate facilities based on the requirements of owner and the multi-dimensional synthesis method among the performance indicators are also suggested. This study is significant as a basic research for the application of VE in the planning phase of construction program. It is expected that the multi-dimensional quality model proposed in this study could facilitate presentation and review of appropriate facilities based on the analysis of requirements of various stakeholders in the early stage of the construction program.

  • 이동통신 네트워크의 위치영역 설계는 위치관리 비용을 최소화하도록 네트워크를 위치영역으로 분리하는 문제이다. 기존 위치영역 설계 관련 연구는 설계의 모수가 되는 호 발생률 및 셀 간 가입자 이동률을 고정된 것으로 가정하였다. 그러나 실제 환경에서의 두 모수는 시간에 따라 변화하고, 일정한 패턴을 나타내며, 시간 당 셀 내 인구에 영향을 받는다. 본 연구에서는 이러한 인구유동 및 호 발생의 불확실성 및 시간에 따는 패턴 변화를 고려하여 기준 이상의 페이징 서비스 품질을 만족시키고, 비용을 최소화 하는 위치영역 설계 방식을 제안하였다. 모수의 변동에 일정 서비스 품질을 보장하기 위해 시간대 및 가동률 상한의 개념을 도입하여 추계적 문제를 정적 그래프 분리문제로 변환하였고, 이에 대한 솔루션은 Simulated Annealing을 응용한 경험적 최적해 도출 알고리즘을 이용하여 도출했다.

  • 최근 전국의 각 대학교와 한국대학교육협의회에서는 대학교 경쟁력을 우수한 인재를 양성하는 교육에 있다고 보고, 교육 활동에 비중을 높이고 강의 및 학생 지도에 역량을 집중하고 있다. 지금까지 대학 교육 활동의 대부분을 차지하는 수업에 대한 평가는 학생의견을 바탕으로 한 강의평가와 교수업적 반영 위주로 진행되고 있다. 따라서 본 논문에서는 교육 활동영역에서 수업의 평가 지표를 마련하고 체계적인 수업 개선을 위해 수업 평가 요인을 도출하고, 평가 결과물을 토대로 평가 요인에 적합한 개선 방안을 제시하는 환류 체계를 제시하고자 한다. 이를 통하여 강의평가 결과가 평가 항목에 따른 측정 결과 제시에서 수업 개선의 피드백을 제공하는데 초점을 맞추어 체계적으로 수업의 품질을 관리할 수 있을 것으로 사료된다.
