Development of a Novel Integrated Evaluation Index for Freeway Traffic Data (고속도로 교통자료 품질 통합평가지표 개발)

  • Evaluation of traffic data quality is a backbone of better traffic information and management systems because it directly affects the reliability of traffic information. This study developed an integrated index for evaluating the quality of archived intelligent transportation systems (ITS) data. Two novel indices including spatio-temporal consistency and severity of missing data were devised and integrated with existing indices such as availability and completeness. An evaluation framework was proposed based on the developed integrated index. Both analytical hierarchical analysis (AHP) technique and entropy method were adopted to derive mixed weighting values to be used for the integrated index. It is expected that the proposed methodology would be effectively used in enhancing the quality of traffic data as a part of traffic information system.

  • Quality is the core competence for customer satisfaction in current competitive business environments. The manufacturing companies regard the quality as the success factor in enhancing competitiveness and foremost concept of the management innovation. But in many cases, the basis for the quality management and the action programs are not prepared yet. In construction industry, normally schedule and cost have priority over quality and the level of overall quality is relatively lower than other industries. This is caused by the vague quality goal and result-oriented management. This study suggests the quality performance indicators for measuring performance objectively, and develops the continuous quality monitoring system based on those indicators. By using this system, the quality improvement can be expected and corporate quality competitiveness can be ensured.

  • The importance of 'Big Data' is increasing to the point that it is likened to '21st century crude oil'. For smart city IoT data, attention should be paid to quality control as the quality of data is associated with the quality of public services. However, data quality indicators presented through ISO/IEC organizations and domestic/foreign organizations are limited to the 'User' perspective. To complement these limitations, the study derives supplier-centric indicators and their priorities. After deriving 3 categories and 13 indicators of supplier-oriented smart city IoT data quality evaluation indicators, we derived the priority of indicator categories and data quality indicators through AHP analysis and investigated the feasibility of each indicator. The study can contribute to improving sensor data quality by presenting the basic requirements that data should have to individuals or companies performing the task. Furthermore, data quality control can be performed based on indicator priorities to provide improvements in quality control task efficiency.

  • The defense industry has recently been developed for boosting exports of weapon systems. The survey and analysis of the quality level are required to form a relevant policy for expanding the defense industry. Evaluation indices and modeling of the quality level for manufacturers are used to examine the status of internal quality management and quality management system in order to enhance the overall quality level and establish a quality policy in the field of military supplies. There were some restrictions to apply all aspects of the quality level in the previous model. This paper deals with the research and analysis of other types of model for evaluating the quality level, including the model used in the defense field. By enhancing the close link between procedure indices and performance indices, the research and analysis could be conducted objectively and intuitively. The developed and improved model and indices will be used in the next survey of the quality level for manufacturers of military supplies. The survey results will be used to establish effective government quality management policy.

  • The e-Learning quality assurance is a part of responsibility for education in latest information age, and should be understood as a basic direction for qualitative enhancement rather than quantifiable expansion. In such a context, this study sought to survey latest trends of e-Learning quality assurance activities deployed around overseas countries, so that it could give possible implications on how to plan and perform e-Learning quality assurance in Korea. So, this study focused on surveying actual conditions, coverage, target and useful indices of e-Learning quality assurance activities deployed by 9 institutions across 5 countries, and characterizing those activities across 5 countries. As a result, this study could find out its implications such as acquisition of various resources available for e-Learning, nationwide consolidation of e-Learning quality assurance activities, development of specialists in e-Learning quality assurance, and choice and focus for e-Learning quality assurance system. In other words, it was found that e-Learning quality assurance should be approached from nationwide standpoint in the interest of better educational quality, rather than from viewpoint of task.

A Study on the Quality Level Survey Methodology for Manufacturers of Military Suppliers (군수품 생산업체 품질수준조사 방법론에 관한 연구)

  • Since 2014, the quality level survey of the defense industry has been carried out annually. The need for this was felt as the quality control policy was inadequately reflected in the survey results. In this study, to secure valid and reliable data, the quality level survey measurement indicators and questionnaires used previously were analyzed and developed as customized papers according to the size of the company. The questionnaire index was simplified through the elimination of unnecessary and redundant items to improve the response rate and reliability. In addition, a comprehensive score was computed based on the improvement index so that the result of the quantitative quality level survey could be calculated. Through this, it was possible to determine the quality level attained by the defense industry. Through the quality level survey, we intend to secure data that can analyze the quality management environment to maintain quality levels of the defense industry and identify ways to establish mid-to-long-term quality management strategies and improve systems to enhance the quality level of the defense industry in the future.

  • Quality assessment of the building is strongly dependent upon satisfying owner's requirements. To develop indicators for the assessment of design quality, survey on current situation of design process and analysis of Design Quality Indicator(DQI) is performed. The survey revealed that the main cause of frequent design changes is variability feature of owner's requirements. DQI, an indicator developed in UK, questionnaire encompasses questions which are relevant throughout the development stages of a building, and can be used at every key stage of the process. Further research will focus on the development of indicators for the assessment of design quality applicable to Korean market. In addition, research on the visualization method to present assessment results and supporting tools to facilitate assessment will be considered.

  • Though Quality Management(QM) is key determinant for corporate success as shown in Jappanese cases, however, its performance wasn't translated into the context of profitability, which is a good managerial means. Meanwhile the quality cost theory is a different attempt to measure the quality management performance with a financial scale, which doesnot have a reasonable measure. This study suggests a new approach to measure the performance of quality management using ABC(Activity-based Costing), and explains its usefulness with a case study.

Research on the Development of SLA Indicators for Personal Information Protection of Public IT Maintenance Business (공공정보화분야 유지관리사업의 개인정보보호를 위한 SLA 지표 개발에 대한 연구)

  • In the field of public informatization maintenance business, the attacks of external illegal users such as unauthorized leakage, destruction, and alteration due to intentional or inadequate management of personal information are increasing. In order to prevent such security incidents in advance, it is necessary to develop and quantitatively manage SLA indicators. This study presents the privacy SLA indicators and suggests specific methods such as information collection method and timing of the privacy SLA indicators. In order to confirm the validity and reliability of the proposed SLA indicators, an online survey was conducted with a group of experts. As a result, it was evaluated that compliance rate of personal information destruction and compliance rate of personal information protection system would be effective when applied to new and revised SLA indicators in terms of importance and validity. In the future, using SLA indicators for personal information protection as a standard for public information maintenance will contribute to improving SW quality and securing safety.

  • 최근 기업의 각 업무가 정보화 되면서 부문별, 업무별 정보시스템의 데이터 간에 심각한 중복성과 불일치성의 문제가 대두되면서 데이터 품질관리에 관심이 집중되고 있다. 본 연구는 실제로 데이터 표준 관리와 데이터 요구사항 관리를 통매 데이터 품질 관리 프로세스를 개선한 사례를 제시함으로써 데이터 품질 향상을 위해 노력하는 타 기업들에게 도움을 주고자 하였다. 또한, 개선된 데이터 품질 관리 프로세스에 대한 다차원적인 평가로서 데이터 품질, 생산성, 고객만족도, 조직 및 문화의 측면에서 정성 적이고 정량적인 지표를 통한 개선효과를 살펴보고 평가함으로써 제안된 프로세스에 의해 품질수준이 향상되었음을 검증하였고 평가 분석을 통한 시사점을 도출하였다.
