A Study on Supplement of Harbour and Fishery Design Criteria through the Statistical Characteristics Analysis of Cruise Ship's Specification (크루즈선 주요 제원분석을 통한 항만 및 어항설계기준 개선 연구)

  • Recently, the number of tourists using cruise ships in Korea is increasing. and an big cruise ship with an gross tonnage of 160,000 tons or more has entered the domestic ports. Therefore, the government has been making a lot of efforts to confirm the cruise infrastructure for revitalization of the domestic cruise industry. However, there are no standards for cruise ship specifications and water facilities in the domestic port and fishery design standards. Currently, construction of dedicated cruise facilities is under way in major domestic ports. However, due to lack of specifications and domestic standards for cruise ships, it is difficult to design and license special facilities. Therefore, in this study, PIANC rule and domestic harbor and designing standard of fishing port were compared and analyzed in order to present the standard specification of cruise ships. And analyzed the representative linearity of cruises currently being operated. As a result of the ship characteristics analysis, There was a difference in coastal passenger ship in specifications and ship maneuverability. Therefore, in order to design facilities dedicated to cruising, the specifications of the target ship must be included in the domestic design standard. In addition, in order to calculate the scope of the target ship, I applied the coverage rate of 75% to the average specification value of the cruise ship and presented the standards of the cruise ship and the standard of the water area facilities.

Comparative analysis of technical standards schemes for each countries (국내외 기술기준 체계의 비교분석 연구)

  • Technical standards is directives for managing telecommunication network and also designing objectives for telecommunication network. The scope of technical standards varies from network environment of each countries but most countries compelled to observe the specified matters in technical standards. Generally, technical standards are the items extracted from national standards that must be followed by network providers. Technical standards is so very important to consist user's right and network operation that it is usually handled by national levels. In this paper, we analyze current status of technical standards for other countries and suggest some expected directions of technical standards schemes for domestic network.

  • 건설분야는 전산화가 낙후되어 있고, 개발 시스템간의 호환성이 결여되어 이중 삼중의 자료처리와 불필요한 인력소요 등 비효율성이 대두되고 있으며, 특히 국가적인 표준코드와 표준업무프로세스의 기준 제시가 없어 과거 데이터에 대한 활용률이 저하되고, 데이터 작성시 표준적인 체계 미흡 등 실무 적용에 있어 효율성이 저하되고 있다. 건설 표준규격의 부재는 건설분야 정보화사업의 중복투자 및 건설정보의 사장 등 인적, 물적 손실과 함께 곽가 경쟁력 향상에 장애요인을 초래하는 등 많은 문제점이 야기되고 있는 실정이다. 최근 건설산업의 정보화로 건설 ERP의 개발이 활발하게 이루어지고 대기업을 중심으로 건설 ERP의 적용이 확대되어 가고 있는 실정이나 건설 표준규격의 미흡으로 정보 공유 및 재활용에 어려움을 겪고 있다. 따라서 정보 유통의 기반조성과 정보의 공동이용을 위한 통일된 건설정보 분류체계를 적용시킨 건설 ERP 설계가 필요하다. 본 연구에서는 건설표준ERP템플릿에 표준이 될 수 있는 규격코드과 프로세스를 제시하고 ERP템플릿시스템에 적용에 대하여 연구를 하였다.

Definition of Conformance Clause and Schema for Electronic Book Standard of Korea (한국전자책문서표준의 적합성 조항 및 전자책 표준 스키마의 정의)

  • 지난 2001년 7월 제정된 한국전자책문서표준 EBKS(Electronic Book of Korea Standard) 1.0은 지난 2002년 7월 한국산업기술표준원의 산업표준심의를 거쳐 한국전자처 표준문서형 정의 규격번호 $KS{\times}6100$으로 제정되었다. 따라서 $KS{\times}6100$을 사용하는 전자책 문서들은 표준의 목적과 명세에 대한 부합 여부를 판별하기 위한 적합성 검사 및 이에 기반 한 인증 절차가 요구된다. 본 논문에서는 이러한 적합성 검사의 기준이 되는 적합성 조항(Conformance Clause)의 정의와 이에 따른 전자책 표준 스키마를 정의하였다. 따라서 본 논문에서 정의된 조항들을 통하여 전자책 저작자들은 전자책표준의 목적과 명세에 보다 적합한 전자책 문서들을 제작할 수 있으며, 서비스 제공자들은 적합성 검사 기법을 통한 자동화된 적합성 표준 스키마를 사용하여 효율적인 적합성 검사가 가능하다.

A Study on Standards for Performance Evaluation of Biometric Recognition Systems (국내 생체 인식 시스템 성능 평가를 위한 표준안 연구)

  • The purpose of this research is to establish Korean standards of best practice and common criteria for testing and evaluating the performance of biometric recognition systems. First of all, research activities in leading countries such as USA, Great Britain and Germany have been studied and analyzed. Then, the standards of best practice and common criteria are proposed in the aspects of sensors, algorithms, and application systems. The results of this work will be utilized fur test and evaluation of commercial biometric products by KISA and provided to private industries for their own evaluation of products.

  • The various environmental regulation directives such as RoHS (restriction of hazardous substances in electrical and electronic products) and WEEE (waste from electrical and electronic equipments) are practically used as the technical barrier in international trade (TBT) of vehicles and electrical and electronic products recently. Regarding such an environmental regulation, Korea Research Institute of Standards Science (KRISS) organized a proficiency testing scheme to establish the reliability of measurement results produced by the relevant research institutes and test laboratories in Korea. Participants were 31 laboratories related to production of the electrical and electronic equipments and mobile vehicles. Two polypropylene samples of pellet type were employed as the proficiency testing materials (PTMs). Cadmium and lead were the analytes chosen among six components regulated in European Union (EU) RoHS directive. The PTMs were sent to the participants by post on September $1^{st}$ 2006, and deadline for results submission were October $10^{th}$ 2006. The results of each laboratory were evaluated in comparison with KRISS reference values using Robustic Z-score and Youden plot methods. The results of the various sample digestion methods were also compared. Most of participants reported good agreement within 10 % range of reference values. However, results from several laboratories showed significant biases from reference values. These laboratories should establish the quality assurance system for improvement of the measurement reliability.
