정보기기의 사용이 늘면서 한편으로 통신규약 문제가 심각해지고 있다. 정보통신의 국제간은 물론 군내 질서, 그리고 기기 사용에 있어서 필수적인 표준 프로토콜 채택은 국내에서도 당면과제로 대두돼 있다. 최근 이에 따라 전산망 기술기준에 관한 규칙이 준비되고 있으며, 전산망 관련 표준화를 본격 추진하려는 움직임도 일고 있다. 표준화는 제정뿐 아니라 이해하고 받아들여져야 한다. 따라서 정보통신의 국제 표준 프로토콜 동향과 이에 접근하는 각국의 컴퓨터 메이커들의 움직임을 알아본다.

고유가 시대를 맞아 에너지효율이 높은 고효율기기에 대한 관심이 점점 높아지고 있다. 이에 따라 본 논문에서는 주요 전기기기 중에서 특히 램프 및 안정기를 중심으로 하는 고효율조명기기에 대한 세계 주요 각국의 효율기준 및 국제표준에 관해 조사하여 비교 분석하고자 한다. 선진국의 효율표준과 현재 국내의 표준을 비교 분석하여, 국내의 실정에 적합한 효율기준 설정을 위한 방향을 제시한다.

본 논문에서는 전기공사의 표준 공사원가 산정기준인 전기부문 표준품셈 체계개편이 2002-2004년까지 있었던 바, 동 체계개편 과정에서의 문제점 보완과 신규 제정 품셈에 대한 현황을 분석하고 공사원가에 미치는 영향 및 품셈 제.개정 과정에서의 문제점 등을 분석하여 합리적이고 객관적인 공사원가 산정기준을 만드는데 기여하고자 체계개편 내용과 동 내용을 적용한 2006년 이후 최근 2년간의 제 개정 현황을 비교하여 종합적으로 분석 표준품셈 제.개정의 합리적 개선방안을 제시하고자 한다.

This paper proposes some guidelines for Korean standards for statistical metadata to share on the Internet. The construction includes the minimum metadata set needed in the international standards based on the report and Korean Statistics Office. In result, 29 categories were selected from the SDMX and SDDS’consistency items and 14 categories from Dublin Core. Overall, 43 international statistics metadata was completed.

The gifted Education has been grown up a lot although it has several problems in terms of the quality of the gifted education programs after legislated the Promotion of Education for the Gifted and Talented Law during the last ten-year period. So the purpose of this study was to investigate teachers' perceptions of the national standards gifted education program and the problems in managing of the gifted education program. The conclusions according to the analysis are as follows. First, it has analyzed that gifted teachers recognize the lack of teaching and learning materials, regional level difference of the gifted children, Redundancy of program in the grade and school levels in managing of the gifted education as the problems. Second, it was found that perception of most gifted teachers about necessity of the National Standards Gifted Education Program development was very positive. Also, it has shown that gifted teachers expect the education with the overlapped contents and teaching methods would be managed differently, the difficulty of the topic selection could be resolved, and the quality of the gifted education by the programs development of various aspects would be increased. Especially, gifted teachers expect that the problem from the lack of gifted education continuity of school levels could be resolved by development of the National Standards Gifted Education Program. Therefore, for the improving quality of gifted education with resolving the problem from the Contents Redundancy and the lack of gifted education continuity of school levels, the national standards gifted education program should be studied developed as soon as possible.

Korea Centers for Disease Control and Prevention(CDC) has been provided not only manual of managing infectious patient but also functional requirement of space in emergency department(ED) by distributing "Guideline for infection control in emergency department(GICED)" in 2009. To understand how much the guideline enforces its functional requirement on ED planning practice, it is compared to Emergency Medical Service Act(EMSA) a basic standard for ED planning. As a result, it is clear that those have different focal point in functional program and don't share infection control issue. By reviewing target hospitals' EDs opened around 2009, all ED have satisfied with the EMSA requirement but guideline. Those are selectively adapted infection control related spaces CDC guideline suggested regardless of open year so that target EDs are not to be influenced by the guideline. This research can support as a reference research when the EMSA are going to be reinforced by infection contol issue.

Telecommunications standards have two different types of regulations: one is a law. enacted by government which all telecommunications related industries must observe. The other is a recommendatory standards. formulated by either government agency or some standardization organizations. Observation of these standards is not obligatory. However, technical standards are strict laws and ordinances based on common judgement and various conditions for evaluation of levels and limits. This paper deals with enhancing productivity of enactment and revision of technical standards. Through database of above related information we secure information continuity and public property of cyber space for the public. In this paper. we also classify recent data within the website in and out of the country offering four different methods of information retrieval and management system. The four retrieval methods suggested in this paper are itemized keyword retrieval. hierarchical retrieval, regulatory keyword retrieval and chronological keyword retrieval. These various retrieval methods provide the public with information of enactment and amendment of laws and regulations in the cyber space. thereby guarantees the sharing of information. Finally the important feature of the information retrieval system implemented in this paper is the online updating capability of law and regulations through the internet.

The purpose of this study is to develop the national generic competency standards for professional engineer and so improve the quality of Korean professional engineer into an international level. First, this study intends to develop the national generic competency standards for professional engineer that contributes to maintain and enhance the quality of professional engineers in terms of a linkage among education and training, qualification, and labor market. Second, this study aim to obtain the national generic competency standards for professional engineer that applies to reform the criteria of certification, testing, and interview of National Technical Qualification System as well as to develop the curriculum of engineering education and continuing professional development and the system of human resource management in corporations. As a result, a final draft of the national generic competency standards for professional engineer was confirmed to include 12 clusters of competency standards and 56 elements of competency standards.

For the purpose of estimation of time variant frequency selective transmission channels, reference symbols are usually employed. The bit error performance of LTE OFDM systems is analyzed in the case of LTE standard reference symbol arrangement. Results show that LTE OFDM system with this LTE reference symbol arrangement is robust against Doppler time variant fading. However, the performance of that system is degraded due to channel estimation error in frequency domain. An equidistant arrangement with a diamond shape structure of reference symbols, however having 4 subcarriers distance in frequency domain, is suggested for the optimal channel estimation.

전 세계적으로 대표적인 대중교통으로 천연가스버스가 운행 중에 있으며, 천연가스의 저장을 위하여 대부분의 차량이 복합용기를 사용하고 있다. 또한 친환경자동차로 개발되고 있는 수소연료전지자동차도 수소 저장용으로 복합용기를 적용하여 상용화를 추진 중에 있다. 복합용기의 상용화가 증가하면서 복합용기의 안전성 확보가 가장 중요한 이슈가 되고 있다. 기체상태의 고압가스를 교통수단에 적용하기 위하여, 저장매체인 고압복합용기의 안전성 및 기술 확보를 위한 기술개발과 안전기준의 확립을 위한 기준개발이 미국, 유럽, 일본 등 다수의 국가에서 진행되고 있다. 현재 복합용기의 안전성을 확인하는 기준은 각 나라의 기준에 따라 진행되고 있으며 천연가스자동차용 저장용기 국제표준으로는 ISO 11439가 적용되고 있다. 수소연료전지자동차용 수소용기의 안전기준은 아직 확립되지 않은 상태이며, 개발된 초안으로는 국제규정으로 UN ECE R No.79 및 국제기술표준으로 ISO/TS 15869가 있다. 개발 중인 국제기준 및 국내기준에서 가장 취약한 부분이 화염시험이다. 화염시험은 자동차에 화재가 발생했을 경우 용기의 폭발을 막기 위하여 안전밸브가 정상적으로 작동하는 지를 확인하는 시험이다. 하지만 현재의 시험방법으로는 자동차에서 발생하는 국부적인 화염에 대한 안전성을 확인하기가 어려운 실정이다. 본 연구에서는 국내의 화염시험기준을 개발하기 위해 수행된 화염시험에 대한 결과와 화염시험장치를 제안하고자 한다.
