중소형강선의 경우 제조검사 기준서의 내용중 그 절차와 세부기준이 없어 주관적인 검사가 이루어질 수지가 있는 부분이 있어, 검사기준별 세부기준이 필요한 항목을 검토분석, 관련기술 및 표준을 조사하여 객관적인 판단기준을 마련하고자 함. 본 보고서는 그 중 플럭스코어드와이어의 선정에 대한 지침과 주강품의 예열기준, 조립과 용접작업의 표준을 선급규정, IACS추천기준, KS규격, 그 외 표준에 대해서 조사하여 보편 타당한 기준을 제시하고자 한다.

미 국방부 기술기준의 대부분이 기기와 부품, 재료에 대한 표준을 규정하고 있다. 하지만 정부기준과 민간표준 사이에 일부 중복 또는 다른 내용이 있기 때문에 혼선이 발생하여 이를 조화시킬 필요성이 대두되어 1977년초에 민간주도의 국가표준정책자문위원회가 조직되었다.

In any production and construction of geospatial information covering surveying, survey control point is a vital geospatial information. Survey control points in South Korea are currently classified as following: national control points, public control points, and cadastral control points. Each of these different categories of survey control points act as a basis and sets perimeters for the production, management and operation of subjects within the category. Universal standard, the unified format between different survey control points, also, are not yet defined, causing difference in basic information provided by altering categories and disturbance in connecting, managing, utilizing and operating survey control points. Establishment of a standard regarding survey control points, is therefore required for the efficacy of their utilization. This study, to solve such inadequacies, selects management items for creation of standardized survey control point, by investigating domestically and internationally the status of operating survey control points, determining data model for management, establishing TTA and agency standards, and establishing of activation methodology for survey control point standards.

표준전동차는 1995 년 9 월부터 2001 년 12 월까지 수행된 도시철도차량 표준화 국산화사업의 일환으로 도시철도차량 표준화와 차량핵심장치의 국산화를 위해 개발되었으며, 한국의 표준이 되는 전동차이다. 도시철도차량의 표준사양, 성능시험기준, 품질인증기준, 안전기준, 정밀진단기준 등 제반 표준화기준에 의거하여 표준전동차가 설계, 제작되었으며, 수입에 의존하던 추진장치와 차량제어장치를 국산화하여 장착하였다. 제작된 핵심장치 및 표준전동차에 대해 구성품시험, 완성차시험, 본선시운전시험, 실용화를 위한 10 만 Km 내구도주행시험 등 각종 성능시험이 수행되었으며, 전동차 국산화율이 60%에서 95%로 향상되었다. 본 논문은 표준전동차의 개발경위, 핵심장치 국산화 내용, 각종 시험결과 등 전반적인 개발내용을 기술하고 있다.

Technical regulations in the spatial information domain have been developed by a variety of independent organizations and raised inconsistent and overlapping problems with spatial information standards. Many research projects have been done to solve these problems but due to the difficulty of changing or modifying existing administrative regulations, almost nothing has happened for the harmonization. As a response to the fundamental problem, KATS (Korean Agency for Technology and Standards) recently switched the existing system to "trans- governmental participatory standard operation system" and the administrative change created an independent and consistent standard system in the Ministry of Land, Infrastructure and Transport. The Ministry, as a part of the effort, established its own KSDI(Korean Spatial Data Infrastructure) Standard system. From this context this paper presents a redefinition of technical regulation for the harmonization with spatial information standards, an association model between the standards and regulations, and a maintenance methodology to solve the fore-mentioned problems.

In this paper, We examine the point at issue of domestic telecommunications and standards. In Korea, since we can't lighten effectively the regulatory due to operate separately both of Regulations and Standards, we should convert regulation regulatory into standard regulatory through the correlation between Regulations and Standards. In the view of expected effect, practical use for consolidating the establishment and amendment of the national telecommunications standards, and making the consolidation plan of standardization Acts and practical use for making the correlation plan between the telecommunication regulations and standards.

구내통신선로설비는 초고속정보통신망을 건물 내의 이용자의 단말까지 연결해주는 설비로서 향후의 새로운 정보통신서비스를 위해서는 매우 중요하다. 기존의 국내의 구내통신선로설비는 음성급 전화 서비스 위주로 구성되어 있고 새로운 초고속정보통신망의 멀티미디어서비스를 수용하기 위한 구내통신선로설비를 구축하기 위해서는 관련 표준 및 기술기준의 개선이 매우 필요하다. 본 논문에서는 구내통신선로설비의 제외국의 표준화 및 기술기준 제정 현황을 살펴보고 국내의 현행 기술표준 및 기술기준과 비교.분석하였다. 이를 토대로 구내통신선로설비의 고도화를 위한 현행 기술기준과 관련 표준에 대한 문제점과 개선방안을 제안하였다.

국가표준기본법에 명시되어 있는 3대 표준분야는 측정표준, 성문표준, 참조표준이다. 특히, 참조표준은 엄밀한 평가 과정을 거쳐 그 신뢰성이 보장된 수치 데이터를 의미한다. 데이터의 신뢰성을 보장하기 위해서는 데이터의 평가기준 수립, 평가기준에 의거한 데이터 평가 과정을 거쳐야 한다. 이러한 체계를 갖추기 위하여 국가참조표준센터가 2006년에 설립되었으며 2010년 현재 17개의 데이터센터가 지정되어 각 담당 분야별로 참조표준을 확립하기 위한 작업을 수행하고 있다. 본 발표에서는 참조표준의 개념, 체계 그리고 현황에 대해 알아보고자 한다.

정보통신 표준은 기술기준과 권고표준으로 분류된다. 기술기준은 강제표준으로서 정부가 이의 준수를 의무화하는 표준을 말하며, 권고표준은 국가 또는 표준화 단체가 표준을 제정하여 이를 권고하는 것으로서 이에 대한 준수의 강제성은 없다. 기술기준은 공통된 판단과 평가근거가 되는 조건, 수준, 한계 등을 규정함으로써 엄격히 준수되어야 할 규칙으로 정의된다. 본 연구원은 기술기준의 제.개정과 관련된 업무의 생산성을 높이고, 기술기준 정보의 대국민 서비스를 지원하기 위하여 법규의 제.개정과 관련된 정보의 데이터 베이스화를 통한 정보의 연속성 및 공용성을 확보하고, 법규 제정과 관련된 국내외 웹사이트의 최신정보를 분류하여 제공할 수 있는 정보시스템의 2 단계 개발을 완료하였다. 본 논문은 정보시스템에 대한 금년도 개발 내역과 향후 분야별 추진 방향을 기능 중심으로 기술하였다.

본 글에서는 일반적인 무선 LAN 기술과 사용 주파수 대역에 대해서 간략히 기술하였고, 특히, 스펙트럼 확산방식을 사용하는 무선 LAN의 규제항목을 DS방식과 FH방식으로 구분하여 IEEE 802.11 표준(안)을 중심으로 두 방식을 비교하였다. 그리고 무선 LAN과 관련된 제외국 표준(안) 및 관련 법규(ETS 300 328 표준(안), IEEE 802.11 표준(안), FCC Part 15.247, 일본 RCR-33A 등)를 국내 무선 LAN 기술기준과 비교하여 새로운 기술기준 항목을 도출하였다.
