With advancements in artificial intelligence technology, intelligent CCTV systems are being deployed across various environments, such as river bridges and construction sites. However, a conflict arises regarding the opening and closing of rooftop access points due to concerns over potential accidents and crime incidents and their role as emergency evacuation spaces. While the relevant law typically mandates the constant opening of designated rooftop access points, closures are often tacitly permitted in practice for security reasons, with a lack of appropriate legal measures. In this context, this study proposes a detection system utilizing intelligent CCTV to respond to emergencies that may occur on rooftops. We develop a system based on the YOLOv5 object detection model to detect assault and suicide attempts by jumping, introducing a new metric to assess them. Experimental results demonstrate that the proposed system rapidly detects assault and suicide attempts with high accuracy. Additionally, through a legal analysis of rooftop access point management, deficiencies in the legal framework regarding rooftop access and CCTV installation are identified, and improvement measures are proposed. With technological and legal improvements, we believe that crime and accident incidents in rooftop environments will decrease.

Modern society is facing an unstable environment due to unexpected accidents and hazardous situations. For example, incidents such as the collapse of the Bundang Bridge and the crushing accident in Itaewon could serve as examples. In addition to these, critical emergencies like sudden cardiac arrests and strokes frequently occur, requiring swift actions and smooth transfers to specialized medical institutions for effective responses. In response to these risks, the country has been establishing various systems to protect the lives and safety of its citizens. Among these, the 119 First Aid Activities plays a crucial role within the emergency medical system. Its goal is to promptly respond to critical emergency situations involving severe trauma patients or patients with serious illnesses, minimizing damage and safeguarding lives by swiftly transferring them to emergency medical institutions for specialized treatment. The core activity related to this is emergency rescue operations. In particular, the 119 First Aid system serves as a crucial institution responsible for the hospital transportation of emergency patients. However, rescue personnel still encounter cases of interference with their activities during their duties. Despite efforts from the police, these interference cases persist, and they share similarities with the crime of obstructing official duties. Interference with emergency activities exhibits a comparable nature to instances such as physical assaults and equipment damage against emergency medical practitioners working within the emergency medical system. Therefore, a comprehensive understanding and improvement efforts regarding the issues of interference that arise during the process of emergency medical activities, including the 119 First Aid system, are necessary. The solution to these problems is to establish and improve the conditions for obstruction of first aid activities, focusing on the "Framework Act on Firefighting" and the "Act on 119 Rescue and Emergency."

Rapidly increasing internet use has brought beneficial development in many aspect and provide us with abundance and comfort as well as enhancement of quality of life. But Cyber space is giving rise to some negative result such as violence and delinquent conduct. It bring about more serious social problems than real life. We try to provide the desirable direction for Internet ethics by mobile SNS. SNS has not only economical values but also social communication toll to exchange and share views of specific issues with other users. Social influential and personal emotion factor is a factor of community relation. Thus SNS contribute to self-construction, interpersonal relations and public sphere. This internet ethics of mobile Era will makes people recognize the correct internet ethics information and do it, suggest the solution for interpersonal internet environment.

One of the problems with current youth generations is increasing rate of violence and suicide in their school lives, and this study aims at the design of a sentiment analysis system to prevent suicide by uising big data process. The main issues of the design are economical implementation, easy and fast processing for the users, so, the open source Hadoop system with MapReduce algorithm is used on the HDFS(Hadoop Distributed File System) for the experimentation. This study uses word count method to do the sentiment analysis with informal data on some sns communications concerning a kinds of violent words, in terms of text mining to avoid some expensive and complex statistical analysis methods.

본 논문에서는 IOT 서비스와 접목하여 사회적 약자를 보호할 수 있는 시스템에 대해 제안하고자 한다. 최근 사회적 약자(영유아, 노인, 환자 등) 대상의 보호시설 내부에서 폭행 사건이 빈번하게 발생하고 있다. 안전해야 할 보호시설(보육시설 및 요양원, 실버타운)에서 발생하는 문제로 인해 보호자들은 기관을 신뢰할 수 없게 되었고 이는 매출감소 및 이미지 악화 등의 연쇄적인 사회적 문제로 발전하고 있다. 이러한 문제를 감소시키고자 방범용 CCTV, 녹음 어플리케이션의 사용이 해결책으로서 제시되고 있지만, 폐쇄적인 시스템 구조로 인해 기록의 은폐 및 추가적인 병리 현상 발생의 가능성이 염려 되어 근본적인 문제 해결이 어렵다고 판단되었다. 그래서 보호시설 내부에 비콘과 영상장비를 설치하고 웨어러블과 같은 모바일 디바이스를 활용하여 보호자가 피보호자(사회적 약자)의 위치를 실시간으로 파악하고 상태를 볼 수 있도록 하는 휴먼케어시스템의 개발을 제안하고자 한다.

Purpose: This study aimed to explore the rationality for and countermeasures against the use of prehospital patient restraint (PPR) techniques in efforts to limit violent behavior toward 119 emergency medical technicians (EMTs). Methods: Previous countermeasures to limit violent behavior toward 119 EMTs and medical personnel were focused on strict reactive and passive proactive responses. However, those in support of the countermeasures do not believe that violent and criminal behavior can be limited or extinguished by strengthening the punishment unconditionally. Results: When it comes to the far-reaching effects of stigmatization on people who engage in violent and criminal behavior, it is possible that unconditional punishment leads to more crime, increases the costs of imprisonment, and consequently, adds to the financial burden of the government. Conclusion: Thus, we are faced with an urgent need to prepare legal grounds for the use of PPR techniques by 119 EMTs for agitated or combative patients only, with direct medical oversight. Moreover, the legal foundation for the use of PPR techniques also needs to be established for emergency medical personnel. The use of PPR techniques not only ensures the safety of emergency medical services personnel, but also protects patients from injuring themselves and others.

COVID-19 전염병은 우리의 일상 생활에 빠르게, 그리고 엄청난 영향을 미쳤다. 현재는 마스크를 착용하는 것이 새로운 평범함이 되었고, 이에 따라 많은 서비스 제공업체들은 고객들에게 그들의 서비스를 이용하기 위해 마스크를 착용하도록 요구하고 있다. 공공 버스도 이에 포함된다. 여러 뉴스 기사에 따르면 마스크를 써 달라는 버스 기사의 부탁에 버스 기사를 폭행한 사건이 여러 번 발생하였다. 이에 기계가 마스크를 쓰지 않은 사람을 가려내고 마스크를 쓰라고 한다면 버스 기사에게 향하는 비이성적 분노가 줄어들 것이라고 생각하였다. 따라서, 본 논문에서는 Keras와 같은 기본적인 기계 학습 패키지를 사용하여 빠르고 정확하게 마스크의 착용여부를 확인할 수 있는 방식을 제안한다. 제안된 방식은 고성능 컴퓨터 및 그래픽카드의 필요없이 CPU에서만 작동하는 마스크 착용 판별프로그렘으로, 추가적으로 알림을 보낼 수 있는 웹사이트와 음성 경고 시스템도 함께 구현하였다. 이 방법은 테스트 데이터셋에서 99.5% 이상의 정확도를 달성했고, GPU가 아닌 CPU에서 6fps 정도의 속도를 지원하여 실생활에 사용될 수 있다.

With the recent development of deep learning technology, computer vision-based AI technologies have been studied to analyze the abnormal behavior of objects in image information acquired through CCTV cameras. There are many cases where surveillance cameras are installed in dangerous areas or security areas for crime prevention and surveillance. For this reason, companies are conducting studies to determine major situations such as intrusion, roaming, falls, and assault in the surveillance camera environment. In this paper, we propose a real-time abnormal behavior analysis algorithm using object detection and tracking method.
