Implementation of a Web-Based Early Warning System for Meteorological Hazards (기상위험 조기경보를 위한 웹기반 표출시스템 구현)

  • Numeric weather prediction is important to prevent meteorological disasters such as heavy rain, heat wave, and cold wave. The Korea meteorological administration provides a realtime special weather report and the rural development administration demonstrates information about 2-day warning of agricultural disasters for farms in a few regions. To improve the early warning systems for meteorological hazards, a nation-wide high-resolution dataset for weather prediction should be combined with web-based GIS. This study aims to develop a web service prototype for early warning of meteorological hazards, which integrates web GIS technologies with a weather prediction database in a temporal resolution of 1 hour and a spatial resolution of 1 km. The spatially and temporally high-resolution dataset for meteorological hazards produced by downscaling of GME was serviced via a web GIS. In addition to the information about current status of meteorological hazards, the proposed system provides the hourly dong-level forecasting of meteorologic hazards for upcoming seven days, such as heavy rain, heat wave, and cold wave. This system can be utilized as an operational information service for municipal governments in Korea by achieving the future work to improve the accuracy of numeric weather predictions and the preprocessing time for raster and vector dataset.

Analysis of Abnormal High Temperature Phenomena in Cixi-si of China using Landsat Satellite Images (Landsat 위성영상을 이용한 중국 츠시시의 이상 고온 현상 분석)

  • In recent years, global warming has caused abnormal weather phenomena. Unusually cold climates have occurred all around the world, including cold waves in the Northeastern United States, Beijing, China, Southern India, and Pakistan, as well as floods in Chile, Kazakhstan, and Vietnam. China has been experiencing a nationwide heat wave annually since the year 2013, especially in the southern region. In this study, we used Landsat 8 OLI TIRS sensor images from four periods to analyze the characteristics of abnormal high temperature phenomena in Cixi-si, China. Land cover classification was performed using 10 bands of satellite imagery, and the surface temperature was extracted using the 10th thermal band. The results of the land cover classification of the fourth period show the changes of the time series quantitatively. The results of the surface temperature calculation provided both the average overall temperature and the average temperature of individual items. The temperature was found to be highest for buildings, followed by grassland, forest, agricultural land, water systems, and tidal flats in the same period.

Effect of Rainwater Sprinkling System Utilization for Reducing Heat Stress in Milking Cows during Intense Heat Time (폭염시 착유우 고온스트레스 경감을 위한 빗물관수시스템 이용 효과)

  • Since the temperature during summer is higher than the temperature which is suitable for milking cows, high temperature stress have severely affected dairy farmers due to decreased milk production. This study was carried out to investigate the effect of rainwater sprinkling system for reducing heat stress in milking cows during intense heat time. Treatment conditions were divided into 2 types ; No rainwater sprinkling (T1) and Rainwater sprinkling (T2). Temperature in the milking cow shed, feed intake, milk yield, respiration rate and rectal temperature were measured to investigate the effect of hot environment on the physiological, productive responses in milkig cows. The results obtained are summarized as follows : The daily milk yields were 24.5 and 27.4 kg per head in T1 and T2 during experimental period. The respiration rate was significantly higher in T1 than those of T2. The rectal temperature in T1 ($40.6^{\circ}C$) was higher than those of T2 ($39.8^{\circ}C$). It was suggested that rainwater sprinkling system installed in the dairy cow shed was effective means to reduce heat stress of milking cow.

Characteristics of daily mortality due to heat waves in Busan in July 1994 (1994년 7월 부산지역의 폭염으로 인한 일 사망률 특성 연구)

  • This study aims to assess the impact of the hot summer weather on daily mortality in Busan. Daily total all-caused mortality in the entire population in Busan has been examined during 1991-2005. The daily deaths were standardized to account for the long-term trend in mortality and their seasonal and weekly cycles. We found the net increase (about 8.2%) of excess deaths during the extraordinary heat wave period in July of 1994. It corresponds to the excess deaths of 109.5 during the month. The abnormality of temperature extremes in July of 1994 and their impacts on human health were also investigated. Unusual heat wave appeared in the first ten days in July of 1994. The excess deaths are likely to be attributable to the record-breaking heat waves. The result suggests that unusual early heat waves would be dangerous, even for inhabitants who live in an acclimated region to the heat waves such as Busan.

The Impacts of Built Environmental Features on the Land Surface Temperatures for the Heat Wave Seasons in Gwangju, South Korea (도시화에 따른 건조환경이 하절기 광주시 외부공간의 열환경에 미치는 영향에 대한 연구)

  • This study aims to examine the impacts of built environmental features on the nocturnal and diurnal temperatures during the heat wave season in Gwangju, Korea. Built environmental measures are summarized at micro-scale level, such as 50 meters and 100 meters from temperature monitoring spots. Regressing the built environment on nocturnal and diurnal temperatures, we estimate how the artificial constructs contribute to temperature either day and night times. We found that impervious surface ratio is positively and negatively associated with nocturnal and diurnal temperatures, respectively. Buildings and structures tend to construct high thermal mass and absorb heat during day time and emit it for the night time. This property contributes to the nocturnal temperature model. On the other hand, urban areas with more vertical structure tend to block sun radiation more than rural, and it is more likely to find the negative relationship between impervious surface ratio and the diurnal temperatures.

  • 최근 지구온난화에 따른 기후변화로 폭염, 가뭄, 홍수 등 기상 재해의 발생빈도가 상승하고 있으며, 강우 집중도와 변동성이 증가함에 따라 2010년 이후 2014년을 제외한 현재까지 지속적인 농업가뭄의 발생으로 연속적인 가뭄 피해를 겪고 있다. 근대적 수리시설의 발달과 선제적 가뭄대책 등으로 가뭄대응력은 향상되어 피해 수준은 과거에 비해 상대적으로 적은 편이나 정량적인 가뭄피해 평가의 기준이나 피해 평가 사례가 미흡하다. 일반적으로 기상학적 가뭄은 표준강수지수(Standardized Precipitation Index, SPI)를 활용하고 있으며, 농업적 가뭄은 농촌수자원의 주요한 용수공급시설인 농업용 저수지의 용수공급능력과 관개지역의 필요수량을 평가하여 시기별로 부족 수량을 산정하고 가뭄강도를 정량화함으로써 농업가뭄 상황을 평가할 수 있다. 본 연구에서는 기상학적 가뭄 지수인 SPI와 농업용 저수지의 용수공급능력, 농업적 가뭄 피해 지역의 관련 자료 등을 수집하여 농업 가뭄의 직접 피해를 중심으로 기상학적 가뭄 정도에 따른 농업적 가뭄 피해에 대한 상관성을 살펴보고자 한다.

A Study on Identification of the Heat Vulnerability Area - Case Study in Chungcheongnamdo - (폭염 취약지역 도출에 관한 연구 - 충청남도를 대상으로 -)

  • This study is to identify the heat vulnerability area as represented by heat risk factors which could be attributable to heat-related deaths. The heat risk factors were temperature, Older Adults(OA), Economic Disadvantage(ED), Accessibility of Medical Services(AMS), The population Single Person Households(SPH). The factors are follow as; the temperature means to the number of days for decades average daily maximum temperature above $31^{\circ}C$, the Older Adults means to population ages 65 and above, furthermore, the Economic Disadvantage means to the population of Basic Livelihood Security Recipients(BLSR), the Accessibility of Medical Services(AMS) means to 5 minutes away from emergency medical services. The results of the analysis are showed that the top-level of temperature vulnerability areas is Dong, the top-level of vulnerability OA areas is Eup, the top-level of AMS vulnerability is Eup. Moreover, the top-level of vulnerability ED area appears in the Eup and Dong. The result of analysing relative importance to each element, most of the Eup were vulnerable to heat. Since, there are many vulnerable groups such as Economic Disadvantage, Older Adults in the Eup. We can be figured out estimated the number of heat-related deaths was high in the Eup and Dong by the data of emergency activation in the Chungcheongnam-do Fire Department. Therefore, the result of this study could be reasonable.

  • 기존 스마트팜 기술은 수요자 중심이 아닌 대량 생산을 목적으로 시스템화 되어왔다. 이는 고령화에 따른 실질적 농촌 환경에 적용되기에는 경제적인 측면 등의 많은 문제점이 있다. 본 연구에서는 농촌 지역 인구의 고령화로 인한 적용성을 전제로 스마트팜 기술을 적용하고자 한다. 뜨거워지는 폭염으로 인해 일반적인 온실재배시설의 농작물들은 일소 피해와 시들어 말라가는 경우가 많았다. 피해를 최소화하기 위해서는 온습도 환경을 조절해주거나 차광막을 설치해주어야 한다. 하지만 현재 농촌의 작업자들 나이가 점점 증가하고 있고, 홀로 농사를 짓는 고령자가 대다수여서 많은 일을 혼자 감당하기에는 어려움이 많다. 그리고 신체가 연약한 사람들의 경우, 무거운 짐을 옮기다가 자칫 안전사고로 이어질 위험이 있다. 본 논문은 이러한 문제점들을 개선하고 예방하기 위해 기존의 스마트팜 온실 내부에 작업자를 추종하는 소형 스마트 차량을 적용한 '자동 운반 기능이 가능한 스마트팜' 기술을 제안한다. 기존의 스마트 온실 환경제어 기능을 수행하며, 고랑마다 레일을 설치하고 작업자를 추종하는 차량이 있는 스마트팜이며, 어플리케이션을 통해 직접 온실과 차량을 원격으로 수동 제어할 수 있다.

Methods for Implementing Environmental Education in Elementary Schools by using AI Programming (초등교육에서 인공지능 프로그래밍을 활용한 환경교육 적용 방법)

  • Even though environmental education has been getting more attention along with the recent rapid increase of natural disasters such as heat wave, heavy snow and downpour, it is unlikely for elementary schools to provide actual lessons due to the shortage of financial support and educational resources. This study is designed to enhance the recycling judgement of the elementary students to define paper, glass, plastic, PET, metal by using AI programming. The survey from the student participants shows that the learning and practice with AI programming was positively helpful for more than 70% of the participants in knowledge obtaining and understanding of recycling. The participants also gained better understanding on artificial intelligence and got motivated to have more opportunities to learn artificial intelligence programming.

A study on adaptation measures to climate crisis for water supply system of Jeju Special Self-Governing Province (제주특별자치도 상수도 기후위기 적응대책 연구)

  • Risk assessment on Jeju Special Self-Governing Province(JSSGP)'s water supply facilities and establishment of adaptation measures for climate crisis factors were implemented. JSSGP's vulnerability to the climate crisis was high in the order of drought, heat wave, heavy rain and strong wind. As a drought adaptation measure, policies of water saving and revenue water ratio improvement were considered. As for the heat wave adaptation measure, the introduction of an advanced water treatment process was suggested in response to the increase of algae cell number which resulting in taste and odor problem. As for heavy rain adaptation measures, the installation and operation of automatic coagulant injection devices for water purification plants that take turbid surface water were proposed. As a measure to adapt to strong winds, stabilization of power supply such as installation of dual power line was proposed in preparation for power outages. It is expected that water facilities will be able to supply high-quality tap water to customers even under extreme climate conditions without interruption through risk assessment for climate crisis factors and active implementation of adaptation measures.
