The migration from rural area to the city has been increased according to the rapid industrialization since 1960's. The decrement of students and teachers forced many elementary' schools in rural area to be abolished. In 1982, the Department of Education started to merge and abolish small schools by the law, and the total number of abolished schools reaches to about 1600 in present. But proper counterplan to the abolished schools has not made sufficiently. This study is to present the methodology for reusing the abolished schools through field survey and analysis of the using type in Chungnam Province.

This study explores the transfer of defunct school records (by preservation period, type, and place of transfer) in South Korea since the Public Records Management Act was enacted in 1999 and suggests improvements. Metropolitan and provincial offices of education, totaling 17, were asked to disclose information about the status of defunct school records. Since 1999, 1,411 schools nationwide have closed permanently, predominantly elementary schools, followed by high then middle schools. By preservation period, there were more records in the 1 to 10-year category than in the 30-year to permanent category. By record type, most were electronic records, followed by paper records, archival objects, and audiovisual records. By place of transfer, most nonelectronic records were transferred to integrated schools, and most electronic records were transferred to the Records Management System. In-depth interviews with 10 record managers from local education offices found that the management of defunct school records varies widely by region and institution because of the lack of specified manuals. Participants also reported difficulties in transferring web-based records, archival objects, and audiovisual records, as well as insufficient archival space and computer systems. This study also provides suggestions to improve the management of defunct school records, such as establishing specified manuals, creating a dedicated government department for managing defunct school records, deploying workforces, and improving computer systems.

정부에서는 공적연금 운용 업무를 수행하는 연금공단에 대해서 지방세특례제한법상 조세감면 혜택을 부여해 왔으나, 2014년도부터는 지방자치단체의 재정확충을 위해서 지방세 특례를 폐지하였다. 이러한 지방세 특례 폐지가 연금재정에 부정적인 영향을 미치게 됨에 따라, 본 연구에서는 현행 사학연금공단에 대한 지방세 감면 폐지의 문제점를 살펴보고, 이를 통해 법 개정 등의 개선방안을 모색하고자 하였다. 구체적으로 2014년 말에 시행된 지방세 감면 규정의 일괄적인 폐지는 2002년에 개정된 연금소득 과세원칙에 비추어볼 때 과세원칙 위배와 함께 미적립 연금충당부채를 지니고 있는 연금공단의 제도적인 특성을 감안하지 않는 문제점이 있어 이를 검토하고 이에 대한 개선방안을 다음과 같이 제시하고자 한다. 본 연구에서 제시하는 개선방안은 다음과 같다. 첫째, 과거와 같이 사학연금공단에 대한 지방세특례를 부활하여 연금재정의 안정화를 제고할 필요가 있다. 둘째, 연금소득 원칙상 갹출 시 공제, 운용 시 비과세 및 연금 수령 시 과세를 하도록 하고 있으므로 현행 연기금을 운용하고 있는 사학연금공단에 대하여 운용단계에서 지방세를 부과하는 것은 연금소득 과세 원칙상 재검토가 필요하다. 셋째, 현재 연금기금의 운용이익에 대해서는 법인세가 비과세되으나 지방세는 과세가 되고 있어 국세와 지방세의 형평성 측면에서 문제가 있으므로 원칙적인 검토가 필요하다. 넷째, 미적립 연금충당부채를 지니고 있는 연금공단의 성격을 고려하여 현행 지방세의 부과는 연금공단의 기관 특성을 고려하지 않은 것으로 보여진다. 마지막으로, 가장 공적인 업무를 수행하고 있는 기관임에도 불구하고 타 비영리법인에서는 아직도 지방세특례가 존재하고 있는 실정이다. 따라서 사학연금공단은 공적인 업무를 수행하는 기관임에도 불구하고 지방세 특례가 폐지되었으므로 이에 대한 지원이 필요하다. 본 연구는 사학연금공단의 연금재정 안정화와 함께 과세원칙에 부합하도록 운용단계에서 반드시 필요한 연금관리 조직의 지방세 특례 부여 방안을 모색함으로써 사학연금공단의 지방세 지원의 타당성과 개선방안을 제시했다는 점에서 연구의 의의가 있다.

The purposes of this study were intended to examine by variables influencing gender equality consciousness in middle school students and provide basic materials useful for their education of gender equality consciousness by finding out variables influencing equality consciousness. The subjects were the 1,201 students who studied at middle schools in Jeonllabuk-do. Using structured questionnaire surveyed. Data were analyzed with Frequency, Percentage, Mean, Std, Cronbach's ${\alpha}$, t-test, and Multiple Regression using SPSS/PC WIN 14.0 program. The major findings were as follows: 1. The mean value of gender equality consciousness in middle school students was 3.89 in the whole, 3.88 in home life, 3.92 in school life, 4.04 in the workplace, and 3.70 in social and cultural life, suggesting high value in all areas. While the workplace and the school life showed higher gender equality consciousness than the whole, the home life and social and cultural life showed lower consciousness. 2. The whole gender equality consciousness were influenced by sex, mother's gender equality consciousness, homeroom teacher's gender equality consciousness, an enough schooling, desirable school types, perception of abolition of family-head system, and social gender equality consciousness. And the Middle school students' whole gender equality consciousness were explained about 32% by these variables.

이 연구는 사학재해보상제도의 개선방안을 제시하는 것을 목적으로 한다. 이를 위하여 사학재해보상제도의 제도 성격부터 시작하여 제도의 내용과 현황, 그리고 문제점을 산재보험과 공무원재해보상제도와의 비교를 통해서 살펴보고, 이를 바탕으로 제도 개선방안을 제시하였다. 지금까지 사학재해보상제도는 공무원재해보상제도를 준용하여 왔기 때문에 제도 개선에 대한 논의가 거의 이루어지지 않았으나, 공무원재해보상제도가 최근 들어 재해보상제도의 성격에서 벗어나서 보훈적 성격을 강화하면서 두 제도 사이의 괴리가 커지고 있다. 사학재해보상제도를 포함하는 사학연금은 정부로부터 재정지원을 받아왔기 때문에 독자적인 제도를 운영하지 못하고 공무원연금제도를 준용하여 왔으나, 퇴직연금이나 퇴직수당과 달리, 사학재해보상제도는 정부의 재정지원으로부터 벗어나 있다는 점에서 중장기적으로 제도의 독립을 고려할 필요가 있다. 구체적으로 본 연구에서는 다음과 같은 제도 개선 사항을 제시하였다. 휴업급여를 도입하여 요양중 소득손실에 대한 보상을 강화하고, 장해연금과 유족연금을 산재보험 수준으로 높이되, 유족보상금과 유족연금부가금을 폐지하고 장해연금과 퇴직연금 사이의 병급을 일부 조정하도록하며, 직무상 사망에 대한 사망조위금은 높이되 가족의 사망에 대한 사망조위금을 폐지하도록 한다.

According to the school autonomy plan on April 15, 2008, schools have a responsibility for ICT in education policy. Because of this plan, A guideline for governmental action for ICT education was repealed, on the contrary, responsibilities for ICT education in school level has increased. The radical exchange of education policy has a big impact on decision-making about ICT in education policy in school level. Consequently, the digital divide is generated between students, teachers and schools. So, this paper is intended as an investigation of decision-making types and awareness of teachers about ICT in education policy in elementary school. And this paper presents new ideas for decision-making of ICT policy in elementary schools.

Since the 1980's the school of Busan metropolitan city has been converted into the other land-use such as high-rise apartment houses, commercial and office buildings. School facilities are available to locate in green area due to not restricted by land use zone. And the location of school facilities were closely related with the school district, distribution of neighborhood unit, safety of students, and so on. The purpose of this study is to understand the location characteristic of school - moved sites in Busan metropolitan city.

지난해에는 문화관광부의 '도서관정보화추진계획' 발표, '학교도서관살리기국민연대'의 결성, '문화개혁을 위한시민연대'의 도서관 자료구입비 증액 캠페인, 남ㆍ북도서관협회 대표단의 역사적인 회합 등 도서관발전을 위한 각계 각층의 관심이 활발했던 한 해 였다. 하지만 '저작권법시행령' 개정공표로 도서관에서의 복제전송 문제가 불거지고 '도서관및독서진흥법'의 개정으로 '도서관및독서진흥위원회'와 '도서관및독서진흥기금'이 폐지되어 도서관계를 안타깝게 하기도 하였다. 그 어느때보다도 도서관의 사회적 역할이 증대되고 있는 지금, 우리 도서관계 각 단체의 올 한해 각오와 사업방향 등을 알아보았다. 편집자 주

지난 3월 28일, '8.31 부동산대책'의 하나로 도입된 기반 시설 부담금 제도의 근거법령인 '기반시설부담금에관한법령'이 폐지됐다. 새 정부가 국정 '100일 과제'로 선정.추진한 결과다. 주택 사업 추진의 큰 장애 요인 하나가 사라진 셈이다. 그러나 주택 개발 사업 승인의 조건으로 승인권자가 사업자에게 기부 채납을 요구하는 경우 과도한 요구로 인해 사업 승인이 지연되거나 사업자의 초기 부담이 크게 증가하는 문제점은 크게 해소되지 않고 있다. 학교 시설 설치 요구 또한 계속되고 있다. 기부 채납 요구의 문제점과 개선 방안에 대해 알아보자.

기존에 4년제 대학 졸업생 대상의 '광학기사'와 전문계 고등학교 졸업자 대상의 '광학기능사'가 있었다면 2012년 신설되는 '광학기기산업기사'는 2년제 전문대학을 졸업하는 학생을 대상으로 한 광학관련 국가자격증이다. 광학기사 및 광학기능사 자격증 제도가 응시인원이 적다는 이유로 여러 번 폐지 위기에 놓였던 상황에서 생겨난 광학기기산업기사 자격증이 과연 제역할을 할 수 있을지 우려의 시각도 없지 않다. 그러나 이번기회를 통해 광학기능사, 광학기기산업기사, 광학기사 등 자격 제도의 활성화 방안을 구체화시켜 전문인력 양성 및 산업발전의 토대를 만들어야 한다고 전문가들은 입을 모은다.
