The recent demographic cliff caused the schooling population to steadily decline and the number of college admissions to sharply drop, which led to the prediction of the Ministry of Education wherein 38 universities in Korea will be closed within the next 3 years. As such, the legal, administrative, historical, and informational values of university records shed light on the importance of the follow-up process and management of closed university records. Although closed university records need to be systematically managed according to legal procedures similar to other public records, there is no practical and clear legal standard for the management of such records at present. Moreover, management standards considering the characteristics of (closed) university records and individual universities' situations and specificity have been insufficient. This study, therefore, examines the ambiguous standards for closed university records management and analyzed relevant problems. Furthermore, an integrated management system is suggested as a way to improve the records management of closed universities.

현재 폐교된 학교의 데이터들과 후에 폐교될 위험이 있는 학교들의 데이터를 활용하여, 민간, 국가기관 모두에 유용한 데이터를 제공할 수 있는 시스템을 구축하였다. 사용한 데이터로는 22년도 출산율, 14년도 출산율, 지역별 폐교 이용 현황, 전체 폐교 데이터, 현재 학교 인원 현황에 관한 자료를 활용했다. 이같은 데이터를 통해 현재 운영되고 있는 학교 중 폐교 위험의 범주 안에 들어가 있는 학교를 가중치 전략으로 추출할 수 있게 만들었다. 시스템 예측 결과, 현재까지 폐교된 학교들보다 더 많은 학교들이 폐교위기에 처해있고, 더 많은 학교들이 폐교될 것으로 예상된다. 급감하는 출산률을 보아 폐교되는 추세를 줄일 수 없다. 따라서 정부 차원에서 폐교 대부와 경매, 폐교활용 조건을 완화시키고, 학교 건물들을 대책없이 방치시키는 일을 미리 대비해야 한다고 사료된다.

This paper aims to find out the effective solutions for overcoming the crisis of school closure in rural villages. Fortunately, we have some relevant cases that show the important roles of local communities providing rental houses to the potential residents. This study researches eight cases of elementary schools and their communities in Jeju which have overcome the crisis by providing rental houses to the immigrants. The results are as follows. First, it is effective to provide rental houses to prevent school closure crisis. Second, it is highly recommended to consider advancing schools for students and to offer possible jobs for their parents in order to make sustainable schools and communities. Third, in addition to the treatments for overcoming crisis of school closure, comprehensive measurements for improving new residents' quality of lives along with the collaboration between schools and communities, relations between natives and immigrants, and financial aids from central and local government should be implemented.

In a recent decade, university closures have been a critical regional issue as a total of 17 universities have been closed while many more are facing closure in Korea. The local impact of university closures in the regions with declining populations has been far more detrimental and considered as one of the significant factors of the declining local economy, especially in the neighboring residential sectors. This study has taken an empirical approach to investigate the local impact of university closure on the housing market through a case of Dong-Pusan College in Busan, Korea. The study utilized Difference-in-Difference (DiD) to analyze the housing prices in proximity to the university and identified several factors associated with the local decline in the housing market in relation to university closure.

Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.
