  • In the knowledge-based economy, technology valuation of patents, brand name, know-how is presented for as key subject of intangible assets management science. This paper reviews the methods of technology valuation that have been developed by valuation specialists. Also, is talking about the practical application by income approach (DCF) method. The function and role of technology valuation analysts such as the related organizations and the reference of foreign organization is appeared through the examples.

  • Up until now, the government has propelled various projects to establish and stabilize the Safety Management System(SMS). Now it is time for companies to diagnose and evaluate the safety management system to see if it is being operated in accordance with the situations of the companies. Therefore, this study has proposed to develop a model that can monitor the safety management system and evaluate operational achievements and an implementation supporting module that can operate the safety management system. Additionally, the AHP scheme was reviewed, which is one of the major decision making method." mainly used in Management Science.

  • 본 연구에서는 현 연구개발 과제의 선정과 관리 체제하에서 발생할 수 있는 역선택과 도덕적 해이의 문제점을 방지하지 위한 연구개발 과제 선정·관리 체제의 효율화 방안을 고찰해 보고자 하였다. 선정과정에서는 효율화를 위한 이론적 논의와 함께 정부주도의 연구개발 사업의 선정과정의 변천을 살펴보았다. 관리과정에서는 프로젝트 수행자의 도덕적 해이를 방지하기 위한 방편으로 엄격한 성과 중심의 관리체제 도입에 중점을 두었으며, 이와 관련한 우리 나라의 현행 성과 관리체제 및 성과측정 방법에 관한 이론적 접근과 성과측정 모형 등의 성과 중심의 관리에 대한 고찰을 하였다.

  • 기존 운영체제의 접근통제기법은 광범위한 사용자의 요구사항을 충족시키고, 강력한 시스템보안을 제공하기에 불충분하다. 최근의 보안운영체제는 다양한 접근통제기법을 지원하고, 섬세한 보안서비스를 제공할 수 있는 방향으로 연구되어 왔다. 본 논문에서는 현재까지 연구된 보안운영체제에 대한 연구내용과 핵심기술, 개발동향 및 평가기준, 그리고 다양한 접근통제기법을 지원하는 접근통제 프레임워크에 대하여 살펴본다.

  • 기계 구조물의 수명예측 및 평가에 대하여 기초이론과 실례를 중심으로 기술하였다. 기계설비의 파손방지 및 수명예측, 평가기술은 학문적으로나 산업분야에서나 종합적이므로 제작자, 설계자, 사용자, 연구자, 기술자 등이 서로 긴밀한 협력체제를 구축하여 지속적으로 설계, 재료, 운전, 시험, 검사, 보수 등 각자의 전문분야를 조화 있게 연구개발 하여야만 문제를 해결 할 수 있다는 뜻이다. 따라서 관련종사자는 협력체제를 설비 및 기업특성에 맞게 구축하는 것이 가장 중요하고 시급한 과제이다.

  • NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship. Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.

  • 일반적인 운영체제에 보안 기능을 강화하기 위하여 접근 통제, 침입 탐지 그리고 감사 및 추적 등과 같은 새로운 보안 기능이 계속해서 추가되고 있다. 추가된 보안 기능에 의해서 어느 정도 시스템 성능에 변화가 생기는지는 보안 운영체제를 도입하려는 사용자들에게 중요한 선택 기준이 되고 있다. 그러나 현재 개발되고 있는 다양한 보안 운영체제들이 어느 정도의 성능을 보여주고 있는지에 대한 분석 자료는 거의 없다. 본 논문에서는 잘 알려진 보안 운영체제를 대상으로 성능 측정 결과를 보이고 있으며, 오버헤드가 발생하는 주요 원인에 대해서 분석을 하고 있다. 분석에 사용된 보안 운영체제는 공개 소스에 기반한 SELinux 이며, 보안 운영체제를 분석하는데 사용한 벤치마크 툴은 유닉스 성능 분석에 널리 활용되고 있는 Imbench 이다. 본 논문에서 제시하는 실험결과는 보안 운영체제를 도입하려는 사용자들과 보안 운영체제를 개발하는 개발자들에게 유용한 정보로 사용될 수 있다.

A Study on the Evaluation of Three Decades of the 'Minjoonojoundong' in Korea (1987년 민주항쟁 30년, 민주노조운동의 평가와 전망)

  • This paper studies and evaluates the present situation of three decades of 'Minjoonojoundong' in Korea with a long-term perspectives. It had grown up during 1987 labour regime era and has declined abruptly since 1998. The backdrop of this decline was the transformation of labour regime from the 1987 regime to the dependent neoliberal one. The Korean labour movement did not respond to the changed structural conditions as it sustained its old strategies, militant unionism. Now the 'Minjoonojoundong' in Korea has met three difficult problems that are connected with each others. They are militant economism, political economism and formal industrial unionism. However the 'Candlelight Revolution' occurred in 2016 winter has opened a chance of regime change that could strengthen the 'Minjoonojoundong'. The revolution was primarily a political one. But it also created a dramatic situation change in labour politics. The candle-citizen demanded radical change of the polarized Korean society and overflown contingent workers. So it is a time of radical and overall innovation for the 'Minjoonojoundong' and KCTU. And they have to keep the long-term strategical vision of labour regime change.

The Evolution of National R&D Performance Evaluation System in Korea during the Period of 1999-2013 (한국의 국가연구개발 성과평가(1999~2013) 전개와 특징)

  • The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.
