본 논문에서는 공공기관에서 안전보건경영시스템으로 KOSHA-MS를 구축하여 유지하고 있습니다. 2022년 1월 27일 시행된 중대재해처벌법에 대한 준비와 대책을 수립하고 있으며, 공공기관 안전활동 수준평가, 공공기관 안전관리등급제 등 여러 평가를 받고 있습니다. 이에 안전보건경영시스템(KOSHA-MS) 규정에 중대재해처벌법과 관련법규의 연계와 공공기관 안전활동 수준평가, 공공기관 안전관리등급제까지 연계 방안을 연구하였다.

The purpose of this study is to survey the problems of the record appraisal system based on value of "Business Transaction (Danwi-gwaje)" and suggest a way to solve the problems in Korean government agencies. This study begins with analyzing the many negative cases of creating wrong "Business Transaction" profiles and making discordances between value of records and value of transaction, through data mainly from focused group interviews of six record professionals in central government agencies. It concludes with suggesting a new records appraisal model that assigns the retention periods to multiple entities to solve the problems of the current record appraisal system.

해수면 상승 및 인간의 활동으로 인한 해수 침투 영향 반경의 예측 및 모의에 대한 연구는 활발히 진행되고 있으며, 해수 침투 피해를 완화하기 위한 다양한 대응 방안이 시도되고 있다. 하지만 해수 침투 피해 대응 방안 등을 효율적으로 사용하기 위해서는 해수 침투 피해가 가장 활발히 일어나는 지역을 선정하고, 지역 특성에 맞는 대응 방안을 선정하는 과정이 필요하다. 기존의 해수침투 취약성 평가의 방법은 대수층 매개변수의 불확실성, 자료의 결측이 빈번하게 발생하고 있다. 또한, 평가 인자에 대한 자료 수집이 어렵고, 대수층에 대한 매개변수의 불확실성으로 직관적인 평가가 어렵다. 본 연구에서는 서해안의 도서지역을 제외한 연안지역을 대상으로 해수침투 취약성 평가 기법을 개발하였다. 해수침투에 대한 직관적인 해석을 위해 직접적인 영향을 미치는 수문 성분 중 해수면, 지하수위, 함양량, 지하수 이용량을 지표로 선정하고, 행정구역 단위로 자료를 수집하였다. 각각의 자료에 대한 평균, 기울기를 이용하였다. 각각의 인자에 대해서 객관적 가중치 산정 방법인 엔트로피 방법을 이용하여 가중치를 결정하였다. Technique for Order Preference by Similarity to Ideal Solution(TOPSIS)를 이용하여 가장 취약한 지역을 선정하였다. 객관적 가중치 산정 방법을 이용하여 자료를 통해 직접적인 평가 가능하며, 추세 분석을 통해 앞으로의 해수침투 취약성에 대한 전망도 가능하다. 평가 결과를 이용하여 해안의 지하수자원의 지속가능한 운영 관리를 위한 자료로 활용할 수 있을 것이다.

본 연구에서는 대학교 컴퓨터 교양교육에서 활용할 수 있는 동료평가 방안을 탐구하고 그 결과를 분석하고자 한다. 다양한 학습 결과물을 만들어내는 컴퓨터 교육에서는 여러 가지 방식으로 학습자의 학습 결과를 평가하고 있다. 그 중 동료평가를 활용하는 것은 학습자가 스스로 학습 내용을 성찰하고 학습의 맥락을 전체적으로 이해할 수 있는 장점이 있다. 동료평가를 실시하기 위하여 대학교 ICT 관련 교양강의 내용 중 프레젠테이션 관련 내용에 대하여 강의하고 관련된 내용에 대한 평가표를 제작한 다음 각자의 프레젠테이션을 다른 학습자가 평가하는 방식으로 동료평가를 진행하였다. 다양한 학습 결과물 평가를 위해 다양한 평가방식이 컴퓨터 교육에 도입될 필요가 있다.

Dispersion of suspended sediment, caused by coastal and marine development, is a key item in assessing marine environmental impact as it adversely affects marine life by increasing the level of turbidity and decreasing the amount of sunlight in seawater. However, its estimation has not been reliable because of the absence of a standard for the data measurement and divergent approaches to the impact assessment. In this study, we examined the estimation models from 58 Marine Environmental Impact Statements (MEISs, 2012-2014) to identify the gaps in the assessment and devise ways of improving the estimation. We developed four index items-grid system; unit load, particle size, and settling velocit-to evaluate their reliability in the estimation. The mean reliability score of each index was overall low-25 for grid system, 60 for unit load, 34 for particle size, and 17 for settling velocity. To ensure high reliability, it is important to develop a standard guideline that defines precise measurement of suspended sediment for unit load and settling velocity by particle size, followed by a grid system with compatible size for modelling. This can improve the estimation and thus underlie coherent impact assessment of suspended sediment dispersion on marine environment.

Recently our country need to change about hospital building operation and business change. The recent real estate development projects are made in very complex due to the diversity of development method or its legal aspects. Under such a real estate investment, the review of investment yield rate is fundamentally important for the one that invests and the one that finances it. Previously, the focus was in the review of the time to turn the surplus or the plan for making repayment of the borrowings, and without the analysis of sufficient investment yield rate. For a simple issue of finding the most advantageous project method, there is a need for reviewing the taxation issues, fund procurement method, legal aspects, policy analysis aspects and others. Therefore, the real estate investment is now likely to encounter the form of having the time of venture as well. In conclusion, the scientific and reasonable decision making in investing on the real estate does not suggest the absolute evaluation standard but the need and the use are more and more demanded.

정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

In domestic public institutions, administrative information datasets are recognized as electronic records that require systematic management. In this regard, concrete measures for the execution of records management have been discussed recently in the National Archives of Korea and the academic field. This study seeks to derive a plan to improve evaluation indicators that can effectively grasp the value of administrative information datasets and the matters to be considered when evaluating and selecting datasets in the records management of public institutions. This paper analyzes the theoretical background and current status of dataset evaluation and selection, derives considerations necessary for this process, and proposes improvement measures for evaluation indicators presented in previous studies. The results of this study are expected to lead to the revitalization of discussions on maintaining the public institutions' dataset management system and supplementing the management process in the future.

본 연구는 ANP법을 활용하여 전평시 군수지원 시스템에 대한 운용평가 방안을 제시하였다. 이러한 평가를 위하여 본 연구에서는 군 실정에 부합한 평가기준 재정립하여 기준별 구체적인 평가방법을 제시하였다. 그에따라 연구에서는 시뮬레이션을 이용하여 시스템 운용의 최적조합을 판단하는 과정과 정수계획법을 통한 수리적 모델링으로 군수품의 배송비용에 대한 경제성 평가를 제시하였고 회귀분석을 통한 효용성 평가와 IPB에 의한 군수품 수송의 안정성 평가를 실시하였다. 마지막으로 이러한 각 평가 결과를 ANP법을 이용한 종합 평가치를 산출하여 전평시 지휘관 및 참모의 부대지휘절차간에 구체적인 방책구상 및 선정시 지휘관이 최적의 의사결정할 수 있도록 하였다.

투자효율성을 중요시하는 R&D 패러다임에 따라, 우리나라 또한 국가R&D사업의 예산조정 및 배분의 기초자료로 활용되고 있는 국가R&D사업 평가결과의 신뢰성 확보를 위해, 2010년도를 기점으로 연구 성과의 양적 질적 우수성을 측정하기 위한 평가지표를 신설 또는 강화하는 등 성과평가체계 개발에 주력하고 있다. 본 연구에서는 2005년 제정된 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 시행되고 있는 국가R&D사업 자체평가 평가지표를 이론적으로 검토하고, 평가지표 중 4-1(계획된 성과의 양적 달성도)에 대한 실증분석을 통해 평가기법 상의 문제점을 도출하고, 문제점 보완을 통해 보다 정밀하고 합리적인 정량적 성과평가방안을 제시한다.
