In the rapidly developing information technology environment, information management organizations need to effectively evaluate their digital maturity and clarify the direction of improvement to effectively respond to rapidly changing environments. This study derived weights for the digital curation maturity model developed by KISTI from the perspective of digital transformation to facilitate effective evaluation and direction setting of information management organizations. Relative importance was derived as a weight in the major and middle categories of the model through the AHP technique. Summarizing the results, when the major categories of the entire model are measured on the basis of 100 points, technology is 27 points, data is 24 points, strategy is 19 points, organization (manpower) is 16 points, and (social) influence is calculated as 14 points. In addition, weights for each subcategory were presented for each major classification based on a perfect score of 100 points. It is expected that a more objective and reasonable evaluation will be possible by applying the weights for each area derived from this study to the digital transformation maturity evaluation model.

Green management is, as the response to climate changes emerges to a global issue, a concept which reduction of greenhouse gases, alternative energy development and other low-carbon green growth factors are added on the existing environmental management. Also as discussions on the performance measurement of firms' domestic and international green managements proliferate and the importance of understanding, analyzing and evaluating firms' environmental maintenance rises, variety forms of green management performance measurement indicators are being developed and practiced. However, specific implementation methodologies about green management have been lacking. Hence in this research, In order to have objective evaluations on firms' green managements through the proposed indicator, AHP(Analytic Hierarchy Process) and experts' survey on weight dependence were applied. Sustainability reports and other associated documents of ten major oil/ chemical corporations of in and out of the country were analyzed and corporations were evaluated and compared through weight differentiated indicator subsections.

In this paper we presents an approach to evaluating the performance of freight railway stations based on several performance indicators as an alternative to the evaluation based on single indicator. Such evaluation needs a way to weight the importance of the individual performance indicator. Data envelopment analysis (DEA) suggested by Charnes, Cooper, and Rhodes (1978) can be used to determine the weights. Using DEA we evaluate 353 freight railway stations based on four performance indicators: loading volume, unloading volume, loading revenue, unloading revenue. The evaluation results facilitates the organization's decision making by providing valuable information.

연구개발활동에 관한 평가를 수행할 때, 가장 많이 사용되어 온 방법이 동료평가(peer review)방법이지만, 최근에는 동료평가가 가지는 문제점을 보완하기 위해 정량지표(bibliometric indicator)의 도입이 다각적으로 검토되고 있다. 여기서는 이를 위해 새로운 정량지표로서 첫째, 동료평가와 정량지표의 점수 배분비율로 각각 $70\%$와 $30\%$로 하고 둘째, 과거 5년 간 가장 우수한 논문 10편만을 대상으로 정량지표를 작성하며 셋째, 각 논문이 게재된 저널이 속한 분야 저널들의 impact factor 순위를 백분율로 적용하여 이에 따른 가중치를 적용하는 방식이 바람직하며 넷째, 논문에서의 저자 역할에 따라 점수를 차등화하고 공동저자의 논문 실적이 주저자의 논문실적에 의해 결정되도록 하는 방식을 제안하고 있다. 이와 같은 정량지표는 과거의 정량지표가 가지고 있었던 한계를 상당 부분 극복할 수 있을 뿐 아니라 동료평가를 보완하는 방법으로 사용될 수 있다.

The vulnerability analysis of climate change driven disaster has been used as institutional framework for the urban policies of disaster prevention since 2012. However, some problems have occurred due to the structure of vulnerability analysis, such as overweighted variables and duplicated application of variables of similar meaning. The goal of this study is to examine the differences of results between the method of current guideline and the method of weight equalization. For this, we examines the current structural framework of the vulnerability analysis, and performs empirical analysis. As a result, the extent and magnitude of vulnerability showed different spatial patterns depending on the weighting methods. Standardized weighting method relatively represented wider vulnerable areas compared to the pre-existing method which follows the current instruction manual. To apply the results of vulnerability analysis to urban planning process for disaster prevention, this study suggests that the reliability of the results should be ensured by improving analytical framework and detailed review of the results.

In this study, the indicators for evaluating the level of green growth in transportation are proposed. The authors reviewed the existing philosophies such as sustainable development and eco-efficiency and explained the differences between the philosophies and green growth. The planning hierarchy and indicator framework are proposed and the idea of indicators is also introduced. In order to decide the weighting value for objectives and targets, a questionnaire survey for transportation experts was conducted. The survey results show that low-carbon/environmentally-friendly development is the most important objective. In addition, the results reveal that transportation experts do not fully understand the concept of green growth and cannot differentiate the concept of green growth from that of sustainable development and eco-efficiency.

본 연구의 목적은 학교 무용교육의 교수평가를 위한 영역과 항목을 도출하고, 우선순위별 가중치를 도출하여 평가를 위한 프로토타입을 제시하는 것이다. 이를 위하여 델파이조사와 AHP분석을 실시하였다. 학교무용교육의 평가지표는 주체성, 창의성, 다양성, 관계성의 4개 영역과 총 16개의 항목이 도출되었으며, 영역을 포괄하는 모든 항목의 복합가중치에서는 전반적으로 주체성과 창의성을 중요하게 요구하고 있는 것으로 확인되었다. 이를 토대로 학교문화예술교육 정책에 의해 최근 변화된 학교무용 교수환경에서 종래의 기법중심 무용수업과는 전혀 다른 학교무용의 교수전략을 요구하고 있으며, 실제적인 교수전략과 특성이 반영되어야 함을 강조한다.

Professionalism, objectivity, and fairness are highly required in the assessment of tasks in national research and development projects. Experts in the technologies should thus focus on the task's plan in the review process. The same scores in the assessment, however, do not mean that the judges don't have the same opinions. Another problem is the possibility that different weights can be applied for evaluation indexes. This study proposed an AHP-based assessment criteria decision system for national research and development tasks to reduce errors in task assessment and selection and improve the professionalism and fairness by objectifying the evaluation criteria of each index. As a result, the assessment criteria were objectified for each index in the projects. In addition, the professionalism and fairness of experts were secured in the process of setting assessment criteria for each index based on the given marks of weights.

This study proposes the introduction of management assessment system an the remote island route passenger companies in a way of stimulating the companies to make sustained efforts on management improvement, and come up with the ways of management assessment index and management assessment methods by using the AHP scheme. These indices are organizes in three categories. The main category is consisted of responsible management part, management an control part, business operation part and customer satisfaction part, and the intermediary category has the 15 items including the efforts for responsible management, and the sub category is consisted of 44 items including the management vision of executive and participation of enterprise in responsible management, and others. The scoring of these indices is the result of scoring by calculating the added weight for each category by using the AHP scheme tint it is considered as needed for the scoring adjustment for each standard of assessment index by the adjustment of added weight for categories with the consideration of shipping company operation and shipping characteristics while undertaking the actual affairs.

국내 및 세계적으로 중앙정부 관점에서 수자원관련 현황을 평가하거나 취약성을 파악하는 등 관련 적응 정책 수립, 부문별 정책 수립의 우선순위 결정과 평가를 위하여 지수(Index)와 지표(Indicator)를 개발하고 사용하고 있다. 수자원관련 지수의 개발은 이수, 치수 및 하천환경 분야의 지수가 개발되어 사용되고 있으며 그 중 치수관련 지수는 국내 외에서 많은 연구 결과가 보고되고 있다. 이러한 지표 및 지수의 구성체계는 크게 두 가지로 분류가 되며 하나는 인과관계 접근방식으로 측정하고자 하는 현상, 결과를 나타나게 하는 요인, 이러한 현상을 완화 또는 강화하기 위한 노력 간의 상관성을 파악하여 지표를 도출하고, 다른 하나는 주제 접근방식으로 파악하고자 하는 현상을 크게 분야별로 구분한 후 분야별 정책목표에 따라 하위 분야로 세분화하고 이에 따른 관련지표를 선정한다. 최근에는 주제 접근방식의 지표가 많이 사용되고 있다. 본 연구에서는 수자원통합관리를 위하여 행정구역 및 유역의 다양한 대리변수를 조사, 분석하여 1990년부터 2007년까지의 시군구 및 국가표준지도인 수자원단위지도의 812개의 표준유역별 DB를 구축하였고, 물이용취약성지수 홍수취약성지수 하천환경취약성지수 및 유역종합관리지수를 개발하여 평가하는 유역종합관리지표를 개발하였다. 각 분야별 취약성 지수는 다양한 대리변수들을 통계분석을 통하여 잠재지표를 선정하였으며, 잠재지표들 간의 상관관계를 이용하여 서로 유사한 변수들끼리 묶어주는 요인분석을 실시하여 주제별 세부지표를 선정하였다. 지표 산정에 있어 표준화방법은 가장 많이 사용되고 있는 Z-score 방법을 사용하였고 가중치부여 방법은 동일가중치를 이용하였으며 최종적인 집계과정은 누적합산방법으로 지수를 산정하였다. 본 연구에서 개발된 유역종합관리지표의 타당성조사를 위하여 2008년 강원도 지역의 이수 및 치수관련 자료를 구축하여 피해이력을 제외한 유역종합관리지수를 산정하여 제한급수 및 홍수 피해이력이 발생한 유역과 비교 분석하여 검증을 실시하였다. 본 연구에서 개발된 지표는 유역관련 현황 파악 및 취약성 분석을 통하여 향후 분야별 관련 정책 및 대책 수립에서 보다 효과적인 의사결정을 지원할 수 있을 것으로 사료된다.
