A Study on the Effect of High Performance Work System on Organizational Effectiveness - Focusing on the regulating role of HR management effectiveness - (고성과 작업시스템이 조직유효성에 미치는 영향에 관한 연구 - 인사관리 효과성의 조절역할을 중심으로 -)

  • The purpose of this study is to identify the influence of the high performance and the work system recognized by the organizational members participating in the NCS enterprise utilization consulting on the organizational effectiveness and the influence of the organizational performance. In order to achieve the purpose of this study, the research hypotheses were verified by applying multiple regression analysis and co-integration regression analysis on the 145 usable results from using the statistical program of SPSS 24.0. The results of this study are as follows. First, hypothesis 1, the analysis of positive(+) influence on organizational effectiveness on the characteristics of the system (selection system, evaluation and compensation, education and training opportunity, member participation system, job stability) was adopted due to its' positive(+) and significant relationship. Second, hypothesis 2, an analysis that the organizational effectiveness would have a positive impact on organizational performance was adopted due to its' proven work. However, its' effectiveness will need verification. Third, regression analysis was conducted to confirm the role of the hypothesis 3, personnel management effectiveness, between the high performance and the work system (selection system, evaluation/compensation, education/training opportunity, member participation system, job stability). As a result, Hypothesis 3 showed that the selection system (H3-1), evaluation and compensation(H3-2), education and career opportunities(H3-3), member participation system(H3-4), job stability(H3-4) showed that organizational effectiveness has a moderating role in HR effectiveness. The main implication of this study is that the positive and working system recognized by the organizational members has positive affects on organizational effectiveness and organizational performance. In order to enhance the substantiality management system through improvement of organizational performance, a regular implementation plan on a high-performance working system along with education & training system to improve organizational effectiveness is required so that the members of the organization could form a consensus. Second, as a result of confirming the moderating effects of HR management effectiveness, the moderating role of HR management system and organization effectiveness was verified positive. Therefore, this study shows that the part that verifies both organizational effectiveness and organizational performance through high-performance working system and the part that confirmed the role of control between high-performance work system and organizational effectiveness are the biggest difference from the previous research.

  • The continuity of urban space is being destroyed by disorderly high-rise development caused by reckless development, and the resulting deterioration of urban landscape is emerging as a major problem. Disordered high-rise development is adversely affecting the urban environment, such as depriving residents of the basic rights of view and sunlight and privatizing the scenery that urban residents should enjoy together. In order to create a continuous urban landscape, indiscriminate high-rise development is restricted and compensation for the affected areas is needed. Various regulations have been carried out to this end, but it is difficult to overcome the pressure and damage to high-rise development by regulations alone. Accordingly, discussions have been underway to introduce a compensation system. Among them, discussions on the introduction of a 'Transfer of Development Right' (TDR) in which land ownership and development rights are separated and compensated for development rights have been drawing attention. However, in Korea, it is difficult to introduce the system due to various problems related to the separation of development rights. In order to overcome the limitations of the introduction of TDR, this paper analyzed the concepts and characteristics of 'Real Estate Investment Trusts' (REITs) and presented a policy model for the development right transfer system incorporating REITs for effective landscape management.

Implementation Status and Improvement Strategy of the Value Engineering in Domestic Construction Industry (국내 건설VE 운영현황과 발전방향)

  • In the year of 1980 and 2000, the Korean government institutionalized the Value Engineering methodology in the construction phase and the design phase respectively. While design-phase VE have been applied to construction industry actively, which was institutionalized 7 years ago, construction-phase VE have not been applied to industry frequently, although it was institutionalized 25 years ago. On the other hand, at the time of social demands for VE is increasing, it has been pointed out that VE should be compatible with the delivery system. And the time of VE study, the operational management of VE study, and the maintenance process of the result of the VE study also should be considered. In this study, a scheme to improve VE methodology in the construction industry is proposed based on the literature review and the data analysis of domestic and foreign state of VE.

The Subjective Study of the High School Teachers on the Performance-based Pay System for Teachers (교원성과급제도에 대한 고등학교 교사의 주관성 연구)

  • The purpose of this study was to explore high school teachers' subjective perception on performance-based pay system(PBPS) for teachers using Q-methodology. This study found three types of high school teachers' subjective perception on the system. Type I is named 'the type of negative perception.' The subjects of type I emphasize the PBPS is not appropriate system for motivating teachers' educational behaviors. Type II is named 'the type of neutral perception.' The subjects of type II emphasize the PBPS is a fair job evaluation, strengthening cooperative atmosphere of educational community but the system is not an usefulness for causing educational behavior etc. Type III is named 'the type of acceptive perception.' The subjects of type III emphasize the PBPS is a good policy to reward for the work most people avoid getting into and improve culture of teaching job etc.

성과관리와 성과평가에서 공유지표의 중요성에 관한 고찰

  • 기업의 성과관리와 성과평가 분야에서 성과지표의 분류는 조직의 내부 구성관계 즉, 수직적 (vertical) 구조(전사-본부-팀)와 수평적 (horizontal) 구조(본부와 본부 혹은 팀과 팀간)의 공유에 따라 구분될 수 있으나 기존 연구(Lipe & Salterio 2000, Dilla & Stcinbart 2005)에서는 공통지표와 고유지표라고 하는 수평적인 측면만이 고려되고 수직적인 측면은 고려되지 않았다는 한계가 있다. 조직의 성과가 향상되기 위해서는 하부조직이 전사 전략에 집중 할 필요가 있으며 이를 위하여 전사의 비전을 위한 전략목표달성에 기여한 정도를 측정하여 보상과 연계하는 것은 성과관리제도가 추구하는 기본 방향이며 도입목적이기도 하다. 그런데 선행 연구에서 밝혀지지 않은 조직구성 관계의 수직적 측면에서 전사지표의 정렬(Alignment)을 통한 공유와 할당(Cascading)된 지표의 가중치를 고려해 볼 때 고유지표는 재 정의하여 세분화 할 필요가 있다는 점이다. 즉, 특정 부서의 지표 중에는 전사 혹은 상위부서에 반영되어 공유하고 있는 고유지표(이하 공유지표)와 전사 혹은 상위부서에는 반영되지 않고 해당 부서만 독점하고 있는 순수한 고유지표(이하 고유지표$^{1}$)로 구분되어야 하며 공유지표와 고유지표의 분류에 따라 가중치 설정이 달라져야 한다는 주장이 그것이다. 따라서 본 연구의 목적은 조직이 성과를 공정하게 평가하고 하부조직이 전사전략에 집중하도록 하기 위해 공통지표와 고유지표를 사용하고 있는데(Dilla & Steinbart 2005), 고유지표를 공유지표와 고유지표로 재 정의하고 분류하여 관리 할 필요가 있다는 점과 각각의 지표 분류에 따라 가중치 설정에 차이가 있는지에 대한 유의성을 검증해 보고자 한다.

Motivation Crowding Performances of Independent TV Production Programing Quotas (방송 외주정책의 제작인력 동기구축 성과)

  • During the last 25 years, independent TV production programing quota policy has been actively evaluated in various aspects except in the field of production personnel. This study focuses on production personnel who has been neglected among the debate of independent TV production programing policy. Especially, this study tries to explore the effect that the policy has brought to production personnel's motivation. After in-depth interviews with 4 professionals and 6 media major senior college students, this study finds that both broadcasting and independent company professionals evaluated the policy performance in negative way. They insist the policy constricts their motivation for production. College students agreed they become unwilling to entering the production filed. The policy should be reconsidered and turn to positive incentives and rewards to motivate production personnel.

  • Although there are many positive sides of the current fee-for-service payment schedule, there is a strong necessity to control the rapidly increasing national healthcare expenditure. The global budget is often mentioned as one prominent alternative for solutions. In this article, both microscopic and macroscopic approaches are considered to set the hospital medical expenditure budget. In a macroscopic aspect, the SGR model, which considers the financial limit of the healthcare system, is used to set the next year target budget. In addition, the DEA model is used to measure the inefficiency and cost recognition. In this article, the national medical target expenditure is distributed to an individual hospital based on the level of efficiency. By combining the SGR and DEA, it will be possible to set a real world applicable target medical expenditure budget model.

A Case Study on BSC System Implementation of Korea Minting & Security Printing Corporation (한국조폐공사 BSC 시스템 구축 사례)

  • This study analyzes the process of establishing BSC based strategic performance evaluation system of KOMSCO. This case could be a reference to other public institutes for BSC introduction and efficient BSC usage. Internal control system of KOMSCO has been improved by EVA system in 1999, BSC introduction and Job analysis in 2001 through 2002, and BSC performance evaluation system in 2004. KOMSCO tries to reflect BSC concept by inducing employees to cooperate selection process of CSF and KPI and by considering the organizational characteristics of KOMSCO in constructing it's performance indices. It is suggested that these processes are very important and should be followed by other institutes in their BSC introduction. By applying BSC, KOMSCO provides improvement in employees' understanding of strategy, performance management, and performance evaluation. KOMSCO' information system based on ERP and efficiently connected to EIS, KMS, and BSC seems to play an important role of BSC application. BSC system of KOMSCO is now in the early stage of application and needs to be evaluated by the efficiency of usage in terms of overall performance evaluation system, deduction system of evaluation point for excess accomplishment over target, and connection to budget system.

  • Conventional funding system for the university research projects is limited to a grant or subsidy type funding method which does not require an obligation of refund. Such a funding system is known as ideal one for the university research activities which in general is not a profit oriented activities. It is considered ideal in a sense that nonprofit oriented research activities gives more emphasis on creativity than on efficiency or practical value. A venture- business-start-up research activity can not be considered as a pure nonprofit oriented activities. It clearly gives more emphasis on efficiency and practical value than on creativity Recently a large portion of the venture-business-start-up research activities are carried out in the universities. When a conventional research funding system is applied to such a new type of research activities, it turned out that the success rate is much lower than expectancy. This is why a new and differentiated funding system is sought for such a new type of research activities. A funding system of loan type for a venture-business-start-up research activities is proposed herewith. A loan system naturally requires a pay back after the successful start up of the venture business. This loan system nay be considered that a business concept is grafted on a conventional funding system for the university research activities. This means that a rather loose or generous terms and conditions of the money loan case is introduced into this funding system to remedy the short comings of the intrinsic nonprofit nature of the university research activities. The point is how to improve the success rate and how to reduce the undesirable aspect of the conventional university research activities when it is practiced with the new type of research activities. After one and half year of practicing with the new funding system. it can not be asserted that a definitely positive results could be obtained. but a trend of desirable aspects could be observed such as low drop out rate. project selection efficiency, higher sense of responsibility. etc.

A Study on Economic Evaluation of Beneficiary Pays Principle in Water Resource Management - The Case of Namyangju in Korea - (수자원관리 부문에서 수혜자부담원칙 경제적 평가에 관한 연구 - 남양주시 사례분석 -)

  • Using hedonic price method, this paper analyzes the impact of restriction for water quality protection on property value with the officially announced price of reference land in the city of Namyangju in 2012 to evaluate Water Use Fee, based on beneficiary pays principle, levied on the downstream area of the Han River in Korea. The results from the regression analyses of the models used show that the double-log model is the preferred model in the case of Namyangju. Using the double-log model, the total compensation for the city of Namyangju is estimated to be 8.6 trillion won with 95% confidence interval between 4.4 trillion and 12.4 trillion won. Under the perpetuity compensation scheme at the discount rate of 10%, the estimated annual compensation is 0.9 trillion won with 95% confidence interval between 0.4 trillion and 1.2 trillion won. This is more than Water Use Fee collected in 2012 for the Han River, which is approximately 0.5 trillion won. Considering the size of the restricted area of the Paldang area, which is more than 18 times of that of Namyangju, the rate of Water Use Fee, which is based on beneficiary pays principle and imposed on the residents of the downstream area, needs to be increased to sufficiently compensate the economic loss caused to the upstream areas of the Han River in Korea.
