Drought indices such as SPI(Standard Precipitation Index) and PDSI(Palmer Drought Severity Index) estimated using ground observations are not enough to describe detail spatial distribution of drought condition. In this study, the drought index with improved spatial resolution was estimated by using the CART algorithm and ancillary data such as MODIS NDVI, MODIS LST, land cover, rainfall, average air temperature, SPI, and PDSI data. Estimated drought index using the proposed approach for the year 2008 demonstrates better spatial information than that of traditional approaches. Results show that the availability of satellite imageries and various associated data allows us to get improved spatial drought information using a data mining technique and ancillary data and get better understanding of drought condition and prediction.
In this study, the suitability of drought indices was analyzed using the quantified drought records from official reports, newspapers and drought indices estimated using precipitation and air temperature data of 69 weather stations from 1973 to 2009. Test statistics of the suitability of meteorological drought indices were evaluated using the ROC analysis. Results demonstrated that PN shows the best relationships with drought records. SPI3 and Deciles Distribution Ratio also show good relationships with drought records and their variability according to the administrative divisions is relatively small. Results of the analysis of the spatial and temporal variability of drought and the accuracy of the drought indices can be used to evaluate the accuracy of drought indices in drought monitoring and prediction, and to select the best index in drought management.
In this study, the effects of potential evapotranspiration method on drought index results were evaluated using SC-PDSI. Monthly heat index method, Penman-Monteith method, and Hargreaves equation were used as potential evapotranspiration method. SC-PDSI was calculated using three potential evapotranspiration method at 56 stations and compared the results. As a result, it was confirmed that the results by Penman-Monteith method and Hargreaves equation showed similar SC-PDSI calculation results without much difference, and the result by monthly heat index method showed a relatively large difference. It was confirmed that the results of SC-PDSI and drought situation judgment for the period of spring and winter season showed a big difference by the month. In conclusion, when calculating PDSI in Korea, using Penman-Monteith method and Hargreaves equation will be able to express the drought situation well.

This study is to develop the drought monitoring system of Korea using drought indices such as PDSI, SPI and MSWSI. To analyze the applicability of three different drought indices, monthly based drought indices have been calculated using various kinds of meteorological and hydrologic data. Also past drought events have been investigated to compare the simulation results, which are the severity, duration and locations using monthly drought indices. The drought map which is made by using PDSI shows the best accordance with past drought events in its severity and duration as well. Also SPI(3) shows good accordance with past drought events. As a results of this study, we concluded that three different drought indices can be used as an effective tool for quantitative drought monitoring.

최근 전세계적으로 기후변화로 인한 국내외 가뭄에 대한 피해 및 발생 빈도가 점차 증가하고 있으며, 우리나라의 경우 2000년대 이후 가뭄 주기가 점점 짧아져 2013년 이후 매년 가뭄이 발생하고 있다. 북한은 자연재해에 취약한 국가이며 특히 가뭄으로 인한 식량난 문제가 대두되고 있지만, 북한의 제한적인 정보로 인해 북한 지역에서의 가뭄의 발생과 피해 정보는 한정적이고, 활용할 수 있는 자료의 경우 외국 기관의 정보에 의존하는 실정이다. 향후 농업부문에 대한 대북한 지원과 통일 후를 대비한 농업정책의 수립을 위하여 북한의 가뭄에 대하여 독자적으로 신속한 정보를 취득, 분석할 수 있는 능력을 확보하는 것이 필요하다. 위성영상을 이용한 원격탐사 기술은 접근이 용이하지 못한 지역의 주기적인 관측이 가능하며, 동일한 정확도로 기상자료의 획득이 가능하다. Vegetation Drought Response Index (VegDRI)는 위성영상기반의 가뭄지수인 정규식생지수(Nomalized Difference Vegetation Index, NDVI), 기상학적 가뭄지수를 활용한 기후적 요소, 토지피복 및 생태지역 등의 생물물리학적 요소를 활용한 가뭄지표이다. 본 연구에서는 MODerate resolution Imaging Spectroradiometer (MODIS) 위성의 MOD13Q1 영상자료의 NDVI (2001~2018년)를 이용하였으며, 북한의 기상자료를 이용한 표준강수지수 (Standardized Precipitation Index, SPI)와 파머가뭄심도지수 (Palmer Drought Severity Index, PDSI), 그리고 북한 지역의 토지피복 및 생태지역 등의 요소들을 활용한 VegDRI를 통하여 북한의 가뭄 시기에 따른 시도별 가뭄 특성에 대하여 분석하고자 한다.

최근 기후변화로 인해 기온, 강수량 등 농업에 직접적인 영향을 주는 환경요인의 변화가 급격하게 진행되고 있으며, 식량농업기구 (Food and Agriculture Organization of the United Nations, FAO)는 기후변화로 인해 전 세계적인 식량위기가 발생할 가능성이 크다고 경고하고 있다. 농업 시스템의 생산 능력을 확보하기 위해 수자원의 효율적인 공급 및 분배, 수확량 예측, 토지 특성 파악 등 농업 생산 제한요소에 대한 빠른 정보수집이 요구되고 있다. 재해관리 분야에서 원격탐사 기술은 재해 발생을 인지하고 발생지역의 재해 진행과 피해 정도를 신속하게 제공할 수 있다는 점에서 효용성이 높다. 또한 위성 영상을 이용할 경우 접근이 용이하지 못한 지역의 조사가 수월하며, 장기적인 변화관측이나 환경감시 등 광역적 접근이 가능하다. 최근 위성영상을 통한 다양한 신호의 데이터 취득 및 가공이 가능하게 됨에 따라 주기적이고 동일한 정확도로 지상자료의 획득이 가능하다는 측면에서 인공위성을 활용한 농업 분야에서의 가뭄 분석 연구의 필요성이 대두되었다. 위성영상 신호를 통해 농업 가뭄에 활용되고 있는 지표로는 정규식생지수 (Normalized Difference Vegetation Index, NDVI) 및 식생상태지수 (Vegetation Condition Index, VCI), 식생가뭄반응지수(Vegetation Drought Response Index, VegDRI) 등이 있다. 잠재 증발산과 실제 증발산의 비를 이용한 위성영상기반의 가뭄지수인 Evaporative Stress Index (ESI)는 일반적으로 사용되는 가뭄지수인 표준강수지수(Standardized Precipitation Index, SPI), 파머가뭄심도지수 (Palmer Drought Severity Index, PDSI) 등과 비교하였을 때, 가뭄에 더 민감하고 빠른 반응을 보인다는 연구 결과로부터 짧은 기간의 급속하게 발생하는(rapid-onset) Flash drought의 가뭄판단지표로 활용되고 있다. 본 연구에서는 과거 우리나라에 발생했던 극심한 가뭄 사상을 대상으로 ESI의 가뭄분석을 통해 타 지표와의 차별성을 확인하고 농업 가뭄 모니터링의 새로운 지표로써 적용성을 검토하고자 한다.

미국 국립가뭄경감센터 (National Drought Mitigation Center, NDMC)는 다양한 가뭄지수를 통합하여 미국 전역의 가뭄진행상황을 모니터링하고 가뭄대응정책 수립을 위한 주요 의사결정정보로 활용하고 있다. 대표적으로 1999년에 개발되어 현재까지 운영 중인 미국가뭄모니터 (United States Drought Monitor, USDM)는 미국 전역에 대하여 가뭄단계를 표시한 지도 (U.S. Drought Monitor map)를 매주 생성하여 제공하고 있다 (http://droughtmonitor.unl.edu/). 가뭄지표(drought index)는 가뭄의 현황과 시공간적인 전개 과정을 분석하고 정량적 가뭄심도 평가 및 가뭄대응계획 수립을 위한 도구로써 다양하게 개발되어 활용되고 있다. 가뭄의 정도를 정량화하기 위하여 개발된 다수의 가뭄지수는 대상과 평가방법에 따라 가뭄을 표현하는 특성이 서로 다르다. 하나의 가뭄지수로는 가뭄특성을 온전히 표현하기 어렵기 때문에, 최근에는 단일 가뭄지수에 의존하기 보다는 다수의 가뭄지수를 이용하되, 여러 가뭄지수 간의 특징을 고려하여 각 가뭄지수가 갖는 장단점을 상호 보완하여 사용하기를 권고하고 있다. USDM은 파머가뭄심도지수 (Palmer Drought Severity Index, PDSI), Soil Moisture Model (NOAA Climate Prediction Center, CPC), 미 지리조사국의 하천유량 주간보고 (USGS Weekly Streamflow), 표준강수지수 (Standardized Precipitation Index, SPI) 등의 주요 가뭄판단지표를 선정하고, 가뭄판단의 기준으로써 각 가뭄지수의 가뭄심도 (drought severity) 및 백분위수 (percentiles)로 등급을 구분하였다. 가뭄등급은 '정상 상태 (none)'를 포함하여 '비정상적인 건조 (abnormally dry, D0)'에서 최악의 가뭄상태를 의미하는 '이례적인 가뭄상태 (exceptional, D4)'에 이르는 6 단계로 구분하고, 정상상태를 제외한 5 단계의 통합가뭄단계로 표시한다. 우리나라에서는 기상청, 수자원공사, 농어촌공사에서 기상/수문/농업관련 가뭄지수의 위험지도를 실시간으로 제공하고 있으며, 각 지표별로 상이한 기준으로 가뭄을 판단하고 있다. 각각의 가뭄지표에 대한 가뭄판단기준은 해당 국가의 장기적으로 축적된 자료를 활용하여 가뭄단계 및 가뭄판단기준의 재설정에 대한 연구가 필요하다. 본 연구에서는 SPI, SC-PDSI, 표준강수증발산지수 (Standardized Precipitation Evapotranspiration Index, SPEI), Evaporative Demand Drought Index (EDDI), 유효가뭄지수 (Effectvie Drought Index, EDI)의 다양한 가뭄지수를 활용하여 USDM의 가뭄심도 및 가뭄판단기준을 적용하고자한다.

홍수 발생으로 인해 야기되는 피해가 매년 일어나고 있으며, 현재 수재와 관련된 방대한 데이터가 축적되어 있어 이를 활용한 연구들이 진행되고 있다. 데이터를 기반으로 홍수 전후의 시공간적인 변화에 대한 다양한 분석이 가능하여 수재 대응에 유용하게 활용될 수 있다. 본 연구에서는 원격 탐지 및 재분석 데이터를 활용하여 파머 가뭄 지수(PDSI), 강우량, 유출량, 실제 증발산량(AET), 대기 온도 등의 수재와 관련된 요인들에 대한 지수분석을 통해 공간 변화를 파악하고 경향을 분석하였다. 이를 통해 자연 현상을 다루는 환경 영역에서의 데이터 기반 연구의 가능성이 확대될 수 있으며, 향후 연구에 활용하고자 한다.

Mushroom fruiting was investigated in pine and oak dominated forest stands in Songni National Park located in central Korea for six years from 2003 to 2008, in order to understand the relationship between mushroom diversity and the environmental factors, precipitation, temperature, soil moisture and vegetation. The most frequent fruiting families were those of ectomycorrhizal mushrooms, Tricholomataceae, Amanitaceae, Russulaceae, Cortinariaceae, and Boletaceae. The frequency of mushroom fruiting varied from 94 to 167 species per year, with July and August having the highest(13~90 species). Mushroom fruiting was positively correlated to precipitation(r=0.897), using Palmer Drought Severity Index for the long term period and Standard Precipitation Index for short term period. Soil moisture content also affected mushroom fruiting, with Lactarius chrysorrheus and Russula virescens fruiting only at soil moisture content higher than 20%. Positive correlation between mushroom fruiting and temperature was also noted(r=0.77), with optimum rates at $21{\sim}25^{\circ}C$. Tricholoma flayayirens, Amanita gymnopus, Lactarius piperatus, Inocybe asteropora and Xerocomus chrysenteron were able to fruit at temperatures higher than $25^{\circ}C$. However, Laccaria amethystea, Amanita virosa and Russula mariae fruited at relatively wide temperature range. The influence of vegetation on mushroom fruiting was likewise noted, with 38 species, including Suillus bovinus and Boletopsis leucomelas being specific to pine dominated stands, while 42 species, including Polyporus arcularius and Hericium erinaceum were specific to oak dominated stands. On the other hand, around 50 species, including Laccaria laccata and Lycoperdon parlatum, were able to fruit in both types of vegetation. In conclusion, mushroom fruiting greatly varies with changes in precipitation, soil moisture, temperature and vegetation.
