New technologies are being created and resulted as new types of fusion complex as the barrier between technology and industries are being broken and convergence is becoming more activated in the global economy of the era of fourth industrial revolution. Korea government is trying to foster innovative technologies for new technologies and new services to prepare for the fourth industrial revolution and gain global competitiveness, but many regulations make it difficult to verify and commercialize them. In response, the Korea government is pushing for the introduction of a regulation-free special zone system in which sandboxes are applied so that new technology and new service-based innovation projects can be freely commercialized through experiment and demonstration. This study aims to examine the limitations of the special zones for regional specialization development applied to the zones that are applied uniformly throughout the country and suggest ways for the deregulation special zone to be fostered as an empirical test bed based on new technologies and as a base for regional innovation.

문화콘텐츠는 지역 관광산업을 발전시키는데 핵심적인 요인으로 인식이 되어 전 세계 많은 국가들이 자신들만의 문화콘텐츠를 개발하기 위하여 노력을 기울이고 있다. 특히 우리나라뿐만 아니라 전 세계적으로 도시재생을 통한 문화콘텐츠 개발에 많은 관심을 가지고 있는데 그 이유로 도시에서 상대적으로 경제적·문화적으로 낙후되거나 사용하지 않는 유휴공간을 새로이 리모델링함으로써 도시 내 유휴공간을 지역의 특화된 문화예술 공간으로 구축함으로써 하나의 지역 특화 관광산업으로 발전을 하고 있기 때문이다. 따라서 본 연구는 SERVQUAL을 통해 유휴공간을 통해 제공되는 문화콘텐츠가 관광산업에 어떠한 영향을 주는지를 살펴 보고자 한다.

This research is targeted on developing an advancing model for 4 provinces of Jeollabuk-Do, Jeollanam-Do, Gangwon-Do, and Jeju Island that are relatively underdeveloped in regard to various infrastructures, on causing balanced development of this country (South Korea) by making those provinces undertaking a part of growth power in the next generation, and accordingly, on helping this country (South Korea) to emerge as a heart of north-east countries in economy. This research at first focuses on Jeollabuk-Do as considering the geographical and economical characteristics, has an effort to contrive an advancing model of culture-information industry, and then, if successfully souled down, is enlarged to the other underdeveloped provinces in developing advancing models.

This paper investigates how industrial diversity affects unemployment and employment instability from the perspective of the regional economy. Through this analysis, we examine how the industry-specific policy to promote some industry strategically in most of areas affects the stability of the regional economy. We measure Herfindahl indexes using the 1993-2010 data of 16 regions in Korea, and use panel regression model for empirical analysis. The main results from this empirical analysis are summarized as follows. First, we confirm that the industrial structure of most regions has been changed to the direction of specialization in 1990s and to the direction of diversification in 2000s through analyzing the changes in the values of Herfindahl indexes during the given period. Second, we find from the estimation results of panel regression model that the higher industrial diversity in most of regions is, the lower the unemployment rate is. However, a statistically significant relationship between industrial diversity and employment instability only partially confirmed. Third, there exist high unemployment rate and employment instability in most metropolitan areas, but it is hard to say that this relationship is highly statistically significant. From the results of the empirical analysis, it is likely that the industry-specific policies such as the regional strategic industry development policies unlike policy goals make the unemployment rate to rise and economic instability to increase. From the viewpoint of employment aspects, the strategies to increase industrial diversity would be desirable rather than those to specialize in the industrial structure.
