A Study on the Utilization of Naval Personnel According to Characteristics of New Generations: Discussion from the Perspective of Generation Z, a Newly Emerging Generation (신세대의 특성에 따른 해군 인력 활용의 과제 - 또 다른 신세대, Z세대 관점에서의 고찰)

  • The objective of this treatise is to explore the limitations of the current navy manpower utilization system and the ways to improve it from the perspective of Generation Z. As Generation Z, following Millennials, has finally come of age, this new group is constituting a gradually greater proportion of military personnel. Due to the typical characteristics of naval operations, the harmony between Millennials and Generation Z, which is differentiated from Generation X in view of dispositions and traits, is one of the essential issues to be discussed. Generally, in a naval vessel, there are numerous pieces of equipment necessary to carry out a wide range of missions and a large number of crew members who operate them with consistent levels of fighting power. This is all while members are living together within the narrow space throughout the 24 hours of each day. Under such particular circumstances, any inter-generational conflicts may have a disruptive effect on the successful accomplishment of naval missions. Currently, new generations of military personnel are facing social difficulties in different aspects compared with the previous generations, and also have different viewpoints on the military. In this regard, in order to foster true harmony between generations, it is considered necessary to take a closer look at the inter-generational differences from their respective standpoints and to examine whether the military organization has taken adequate steps to respond to such changes. Accordingly, Chapters 1 and 2 cover the environments in which Millennials and Generation Z were raised during their childhood to young adulthood, which are distinct from those of older generations, their viewpoints formed based on such backgrounds, and the need to resolve various conflicts between generations. In Chapter 3, the current actions taken by overseas military powers to enhance the coexistence with Generation MZ are analyzed to find the significant implications they had. Chapter 4 examines the operation environments specific to the navy; identifies the potential barriers to achieving harmony between generations by assessing the current status of personnel utilization in the Korean navy in terms of the seaman, petty officer, and the officer, as well as policy; and outlines the solutions to drive harmony. Finally, Chapter 5 emphasizes the need to establish a genuine empathy between generations based on the understanding of unique inter-generational characteristics. This section also discusses the importance of addressing difficulties in utilizing technology-centered naval manpower, and forecasts a scenario of a naval organization that resolves the problem of utilizing naval personnel and the inter-generational conflicts in the future.

  • 2017년 겨울, 기록적인 한파로 인해 바다가 얼면서 인천 앞바다로 유빙이 유입되었다. 2013년 해상에서 유빙이 발견된 이후 약 5년만에 다시 유빙이 등장한 것이다. 중부청 소속 항공단 순찰결과에 따르면, 2018년 1월 12일 인천대교 인근 해상에서 최초로 발견된 이후 강화 연안, 영종도 북단 등 해상에서 광범위하고 불규칙한 형태로 유빙이 분포되어 있는 것으로 나타났다. 유빙의 문제점은 해상에서 선박의 안전운항을 저해하고 경비함정의 안전에 지장을 초래하며 기름 유출 시, 유출유의 거동 특성이 달라져 일반적인 방제방법의 적용이 곤란한 점이다. 이에 따라 해상에서의 해양오염사고 대응방안 마련을 위해 저온 및 유빙 유입 해상에서 유출유의 거동 특성을 알아보았다. 구분인자를 극한의 추위(Extreme Cold), 유빙(Pack Ice), 정착빙(Fast Ice) 3가지로 분류하여 기름의 성상변화 및 시사점을 살펴보고, 유출된 기름의 효율적 방제를 크게 3가지로 분류(기계적 봉쇄 및 회수, 화학적 분산제의 사용, 현장소각)하였다. 일반적인 방제장비를 저온 및 얼음분포 해상에서 사용 시 슬러시화 된 얼음으로 인해 유출유 회수가 어렵고, 동결온도에서 장비가 오작동할 우려가 있다. 이미 북유럽 국가에서는 극한의 추위와 얼음분포 해상에 특화된 방제장비를 도입하여 해양오염대비 대응을 하고 있다. 2003년 3월 발틱해에서 불법적으로 유출한 선저폐수를 특화 장비는 brush bucket 유회수기 이용 방제조치한 사례가 있으며, 2006년 5월 같은 장소에서 선박 침몰로 인한 기름 유출이 발생했을때도 brush bucket 유회수기 이용 방제조치를 하였다. 국내에도 이상 기후로 인해 기록적인 한파가 지속되면서 북극에서나 볼 법한 유빙들이 발견되고, 해양오염사고는 언제 어디서나 발생할 수 있으므로, 해양오염방제의 임무를 맡고 있는 국가기관으로써 특수한 환경까지도 고려하여 대응방안을 마련할 필요가 있다. 해양오염이 재난으로 인식되고 있는 상황에서, 그리고 지구온난화로 인한 이상기후변화가 지속되는 상황에서 겨울철 유빙 유입은 점점 더 많아질 수 있다. 본 연구에서는 자료나 방제경험이 부족하므로 일찌감치 북극항로 개발로 앞선 방제기술과 경험을 가지고 있는 북극이사회를 벤치마킹하여 관할 해역 특성에 맞는 대응방안을 고찰해 본다.

  • Korea port customs surveillance of administration is operated around the 24 hours without a break in accordance with the characteristic of trade, in this specific environment, Ocean fisheries officials are performing this important duty. This research investigated various factors which might influence Korea Customs Service civil servants who are engaged in port, based on advanced researches on job satisfaction and Herzberg's two factors(motive hygene factor), and analyzed the difference in job satisfaction in respect of job satisfaction composition according to Ocean fisheries officials at port customs sociodemographic characteristics through a survey. Also, the researcher comprehended the factors of job satisfaction which have the biggest influence on the whole job satisfaction. Based on the analysis result, The researcher expects that the results of this research can contribute to customs administration's inherent goal achievement by finding out customs civil servants' job satisfaction degradation factors, who are engaged in port surveillance of administration, and properly controlling them and improving organizational members' job satisfaction.

  • At the computer games, we can experience a variety of environments using a virtual object. It is similar to that be trained in War-game simulator of the defense. Actual soldiers and a computer-generated virtual group(Computer Generated Force: CGF) in 3-D virtual battlefield environment are training. However, path finding algorithm, one of the techniques of simulation models, to the current level only considers the shortest time path. So, this current level at the special situation of the army in the battlefield for selecting the optimal path is limited. The focus of this paper is to select the least-cost path using the deadline with several different mission conditions(METT+TC). For the only shortest time path algorithm and the least-cost path algorithm using dealine,($d_t$, one of METT+TC elements), Its usefulness is verifying the change of the move spent time(t) for all possible paths and the fighting power of the combat troops(Troops ability, a) through a comparison of the total cost of moves(c(t)). According to the results, when considering the deadline, the proposed algorithm saves about 62.5% of the maximum cost.

  • 개발적인 측면에서 온라인 게임 환경에서의 NPC(Non Playable Character)들은 환경인식능력, 이동능력, 특수 능력 및 아이템의 소유 배분 등을 원활히 하기 위한 능력들을 소유해야 하며, 게임 환경을 인식, 저장하기 위한 데이터구조와 자신만의 독특한 임무(mission)를 달성하기 위한 계획을 갖고 행위를 해야 한다. 이런 의미에서 NPC는 자신만의 고유한 규칙과 행동 패턴, 그리고 목표(Goal)와 이를 실행하기 위한 계획(plan)을 소유하는 에이전트로 인식되어야 할 것이다. 그러나, 기존 게임의 NPC 제어 구조나 구현 방법은 이러한 요구조건에 부합되지 못한 부분이 많았다. C/C++ 같은 컴퓨터 언어들을 이용한 구현은 NPC의 유연성이나, 행위에 많은 문제점이 있었다. 이들 언어의 switch 문법은 NPC의 몇몇 특정 상태를 묘사하고, 그에 대한 행위를 지정하는 방법으로 사용되었으나, 게임 환경이 복잡해지면서, 더욱더 방대한 코드를 만들어야 했고, 해석하는데 많은 어려움을 주었으며, 동일한 NPC에 다른 행동패턴을 적용시키기도 어려웠다. 또한, 대부분의 제어권을 게임 서버 폭에서 도맡아 함으로써, 서버측에 많은 과부하 요인이 되기도 하였다. 이러한 어려움을 제거하기 위해서 게임 스크립트를 사용하기도 하였지만, 그 또한 단순 반복적인 패턴에 사용되거나, 캐릭터의 속성적인 측면만을 기술 할 수 있을 뿐이었다 이러한 어려움을 해소하기 위해서는 NPC들의 작업에 필요한 지식의 계층적 분화를 해야 하고, 현재 상황과 목표 변화에 적합한 반응을 표현할 수 있는 스크립트의 개발이 필수 적이라 할 수 있다 또한 스크립트의 실행도 게임 서버 측이 아닌 클라이언트 측에서 수행됨으로써, 서버에 걸리는 많은 부하를 줄일 수 있어야 할 것이다. 본 논문에서는, 대표적인 반응형 에이전트 시스템인 UMPRS/JAM을 이용하여, 에이전트 기반의 게임 캐릭터 구현 방법론에 대해 알아본다.퓨터 부품조립을 사용해서 Template-based reasoning 예를 보인다 본 방법론은 검색노력을 줄이고, 검색에 있어 Feasibility와 Admissibility를 보장한다.매김할 수 있는 중요한 계기가 될 것이다.재무/비재무적 지표를 고려한 인공신경망기법의 예측적중률이 높은 것으로 나타났다. 즉, 로지스틱회귀 분석의 재무적 지표모형은 훈련, 시험용이 84.45%, 85.10%인 반면, 재무/비재무적 지표모형은 84.45%, 85.08%로서 거의 동일한 예측적중률을 가졌으나 인공신경망기법 분석에서는 재무적 지표모형이 92.23%, 85.10%인 반면, 재무/비재무적 지표모형에서는 91.12%, 88.06%로서 향상된 예측적중률을 나타내었다.ting LMS according to increasing the step-size parameter $\mu$ in the experimentally computed. learning curve.   • In any military services, young leaders are superiors to another and the leaders must be equipped with not only command and control(C2) and management capabilities but with a skill set that addresses their service members' problems and hardships throughout a counseling approach. These young leaders other than regular professional counselors are wearing dual hats as a commander and a counselor to address their service member's issues. There are couple of hours to give a lecture about counseling during the basic training course, however, we noticed that there are some limitations to cover up the uniqueness of counseling during the course, since we cannot rule out the unique vertical situation within military system that runs by its hierarchy. Therefore, we developed education program in order to enhance commander's counseling skills, refined the program with thorough review and commentary by professions and military commanders, and provided 10 events of program to the young leaders. As a result, the leaders scored high on self-effectiveness, communication skills, and counseling development-level. If we adjust minor changes to the program, it will be the outstanding program to improve young leaders' counseling capability.

  • After participating in the Second Boer War in 1899, the Australian Army participated in world wars such as World War I, World War II, the Korean War, and the Vietnam War. To overcome the decline in the social recognition of soldiers and the continuous shortage of troops caused by the protracted war, the status and role of female personnel were expanded. The use of female manpower, which started as medical support during the Second Boer War, expanded to combat support missions such as communications, maintenance, driving, secret document management, and radar surveillance during World War II. After the Vietnam War, the Chiefs of Staff of the Australian Army, Navy and Air Force established a committee to expand women's participation in the military, improved service conditions for female personnel and supplemented regulations so that they were treated as soldiers, not women, and reached a turning point in expanding the role of female personnel in the Australian military. As a result, all combat positions, including special forces, were opened to women in 2014, and a plan was established to increase the proportion of women in each service by 2030. Like the Australian military, South Korea is also experiencing a demographic cliff and shortage of troops due to the continuing low birthrate problem. Proximal Policy Optimization Reinforcement Learning based Optimal Path Planning Study of Surion Agent against Enemy Air Defense Threats (근접 정책 최적화 기반의 적 대공 방어 위협하 수리온 에이전트의 최적 기동경로 도출 연구)

  • The Korean Helicopter Development Program has successfully introduced the Surion helicopter, a versatile multi-domain operational aircraft that replaces the aging UH-1 and 500MD helicopters. Specifically designed for maneuverability, the Surion plays a crucial role in low-altitude tactical maneuvers for personnel transportation and specific missions, emphasizing the helicopter's survivability. Despite the significance of its low-altitude tactical maneuver capability, there is a notable gap in research focusing on multi-mission tactical maneuvers that consider the risk factors associated with deploying the Surion in the presence of enemy air defenses. This study addresses this gap by exploring a method to enhance the Surion's low-altitude maneuvering paths, incorporating information about enemy air defenses. Leveraging the Proximal Policy Optimization (PPO) algorithm, a reinforcement learning-based approach, the research aims to optimize the helicopter's path planning. Visualized experiments were conducted using a Surion model implemented in the Unity environment and ML-Agents library. The proposed method resulted in a rapid and stable policy convergence for generating optimal maneuvering paths for the Surion. The experiments, based on two key criteria, "operation time" and "minimum damage," revealed distinct optimal paths. This divergence suggests the potential for effective tactical maneuvers in low-altitude situations, considering the risk factors associated with enemy air defenses. Importantly, the Surion's capability for remote control in all directions enhances its adaptability in complex operational environments.

  • The aircraft crew operating on international routes performs almost identical tasks as police officials in terms of dealing with the unlawful interference in the aircraft. This means that the liability question which is related to the law enforcement by the police officer may arise regarding the crew's performance of his or her duties. With regard to the carrier's liability due to the crew's unlawful action, there are distinctive characteristics from the liability due to police officers' unlawful action. In case of the claim for damages by the crew's unlawful action, the first question should be whether such action complies with the requirements under the Tokyo Convention 1963. If such action does not conform with the Tokyo Convention 1963, we should examine that claim under the State Compensation Act, the Montreal Convention 1999, and the Civil Act of Korea. The examination under the Tokyo Convention 1963 is not so different from the Korean Court's precedents. However, the court should consider the characteristics of the environment surrounding the crew. The action which is not indemnified under the Tokyo Convention 1963 should be examined under the tort laws. Because the aircraft crew is private persons entrusted with public duties under Korean Law, the State Compensation Act may apply. However, further studies regarding the harmonious interpretation with the Montreal Convention 1999 is needed. With regard to the carrier's liability, the Montreal Convention of 1999 should be applied to the crew's unlawful actions onboard. This is because the Montreal Convention of 1999 preempts the national law for the events that occurred during transportation, and there is no provision which excludes such unlawful actions from the scope of its application. On the other hand, the national law, such as the Civil Act of Korea, applies to unlawful actions taken after transportation. This is because the interpretation that infinitely expands the scope of the Montreal Convention 1999 should not be allowed. Given the foregoing, the standard of the claim for damages due to the crew's unlawful action varies depending on the place where the specific action was taken. As a result, the type of damage recoverable and the burden of proof also varies accordingly. Carriers and crew members must perform their duties with this in mind, but in particular, they should observe the proportionality, and when interpreting the law, it is necessary for the court or lawyer to consider the special characteristics of the work environment.

Characteristics of Korean Fish Fermentation Technology (우리나라 수산발효기술의 특색)

  • The evolution of Korean fish fermentation technology was reviewed from the old literatures and the on-going processes were surveyed. The principles involved in the traditional fermentation methods were explained by the recent scientific findings. The fish fermentation technology be classified into two groups; jeot-kal process, where. salt is the only material added to the fish for fermentation, and sik-hae process, where cooked cereals, garlic and red pepper powder are added to the salted fish. A total of 46 kinds of jeot-kal was identified in a survey, depending on the raw materials used. The characteristic feature of Korean jeot-kal process is to produce fermented products which still has original shape after 2-3 months of fermentation to be used for side-dishes of rice meal, as well as fish sauce by keeping these products for longer time (over 6 months) for severe ansymematic hydrolysis to be used for the subingredient of Kimchi (Korean fermented vegetable food). The taste of jeot-kal is formed by the protein hydrolymates due to the action of salt-tolerant Pediococcus, Bacillus, Halobacterlum etc. When the taste of jeot-kal deteriorates, yeasts appear to dominate. In ski-hae fermentation, the safety of preserved fish is kept by the rapid decrease in pH resulting from the acid fermentation of added cereals. The roles of cid forming bacteria and proteloytic bacteria are important. The fermentation is completed in 2 weeks and the excess production of acid during prolonged storage limits the taste acceptability. The fish fermentation technology in Korea stands at important position in Korean food science and technology. since the processes of jeot-kal and soysauce have same root in the principle of microbial proteolysis and the processes of sik-hae and Kimchi in the microbial acid production principles.
