특급기술자 전문교육 시행

  • 국토해양부는 특급기술자에 대한 의무학점제 전문교육 내용을 담은 '건설기술인력 교육훈련 방법 및 이수인정 기준' 제정안을 지난 6월 9일 고시하고, 7월 1일부터 시행에 들어갔다. 건설기술관리법 개정으로 신설된 특급기술자의 학점제 전문교육 시행 방법은 특급기술자의 경우 3년마다 전문교육을 통해 90학점을 채워야 한다. 90학점 중에는 반드시 전문교육으로 35학점을 이수한 후 나머지 55학점은 수강교육과 무형식 교육으로 획득하면 된다.

  • Efficient Professional Engineers(PE) play an important role in development of the scientific technology and the national industry. Recent technologies have been more complicated, fusionized and globalized. Thus it is required to establish total system doing the PE more competitive and specialized. This study is to Propose 'an improvement system for the current Specialized Engineer System(so-called recognized PE)' and 'an Unifying method of managing PE' by the professional Engineers Act for Korean PE so as to meet the global standards. As Improvement policy for the Specialized Engineer system, some alternatives are suggested including removal or change of the recognized PE. And two improved alternates were also suggested in order to manage the PE more systematic and competitive. One of the two is that the Ministry Of Science and Technology(MOST) have an authority to manage every activities associated with PE system for example PE qualification, PE exam, PE CPD(continuing professional development), PE employment, and so on.

  • By prosperous condition of construction economy in the early 90s in korea, we needed a lot of the qualified professional engineers(PE) to manage the construction site. In order to meet the high demand of P.E., government has established the admitted engineer system(AES) which is given to admitted engineer who do not take the written exam but have equivalent working experience in 1995. However, since 2000, while professional engineer's shortage has been resolved, the opposite situation has occurred that is serious over-supply of construction engineers. Thus, government announced that will abolish the admitted engineer systems as recognized existent admitted engineers. However, Professional Engineers institution is insisting that must not recognize existent admitted engineer. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of system dynamics also, that is useful in comparing the argument between government and Professional Engineers institution. This paper describes about qualified engineer's supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

  • 지난해 건설기술관리법 시행령 이 개정됨에 따라 지난 3월 1일부터 특급건설기술자는 기술사만 가능하고 학· 경력기술자는 초급까지만 인정되는 등 건설기술자 경력제도가 대폭 개선되었다. 이에 따라 건설교통부는 개정된 경력신고 제도를 건설기술자가 제대로 이해하지 못해 불이익을 받는 일이 없도록 하기 위하여“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 발간했다. 이 홍보 책자는 이제 막 입문하는 초급기술자부터 특급기술자에 이르기까지 전체 57만여명의 건설기술자 누구 나 쉽게 경력관리가 가능하도록 건설기술자의 경력신고 절차, 교육훈련, 각종 통계자료 및 주요 유권해석 등을 알기 쉽게 매뉴얼 형식으로 정리하였다. 이 책자에 따르면 건설기술자가 개정 전의 규정에 의한 기술등급을 받기 위하여 반드시 숙지해야 할 사항으로 는 오는 8월 31일까지 자신의 학력·자격·경력 등을 한국건설기술인협회 등 경력관리수탁기관에 신고하여야 하고 내년 2월 29일까지 1주의 전문교육을 이수하여야 한다. 또한 건설기술자가 근무처 경력신고시 종전의 국민연금 등 4대 보험 자료 원본을 제출하던 것을 해당 공단 홈 페이지 출력물로 대체가 가능, 경력신고가 훨씬 간편해졌다. 참고로 건설기술자의 경력관리 자료는 설계 등 용역업자의 사업수행능력(PQ) 평가시 수행경력 확인, 건설관련 업체 등록시 기술능력 확인, 건설기술자 현장배치시 적정여부 확인 등에 활용되고 있다. 본지는 건교부가 발간한“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 3회에 걸쳐 게재한다.

A Study on the Career Management for Construction Engineers through the Professional FGI Results: Focused on the Index of Construction Engineer's Competency (전문가 FGI를 통한 건설기술자 경력관리 방안 연구: 건설기술자 역량지수를 중심으로)

  • This study aims to analyze the current career management system for construction engineers and propose the developed future plan for the career management system. Especially, this study explores the Index of Construction Engineer's Competency(ICEC) and issues for workplace competency development which is the foundation of the career management system for construction engineers and proposes the advanced strategies for operating the career management system. For the developing the future strategy of the current construction engineer's career management system, a focus group interview was conducted in this study. Total 12 experts participated in the FGI. The study results identify the six key issues for advanced construction engineers' career management system. Those six issues include 1)preparing in the inducement of new human resources, 2)institutional modification of the current job/expertise fields, 3)attaching importance of practical experience in the workplace, 4)consideration of various factors of individual career, and 5)developing the highest level's workplace competency. Based on these research findings, theoretical and practical implication and suggestion for future studies were provided.

  • This study (II) aims to draw up the future-oriented construction policy recommendations based on the outcomes as a result of a broad research and conducting questionnaire surveys on the arguable issues raised by construction engineers for roads and bridges in the course of previous study (I) implementation. As for the question of "The term 'Construction Management (CM)' which currently is defined in two (2) ways", 45% of respondents have answered that two (2) different types of CM should be unified into one (1) CM type as is the case in most advanced countries. About the question of "The ways to educate the CM professionals", many respondents have preferred to acquire CM professional certificate after receiving education for a certain period of time from private CM training institutions. As for the question of The revised draft that the ICEC grade of special engineers for design, construction and quality control areas shall be "more than 78 points from a more than 75 points by the original draft." 52% of respondents preferred to maintain the original draft. About the question of "The reason why the CM system has not been working well yet." 62% of respondents have answered that the staff members who are in charge of handling public project procurements are concerned about the fact that their roles (or activities) might be deprived as a result of CM adoption. In order for the CM system to be activated, based on the notion that the construction projects must be out soured, the reshuffle of the headquarter organization of Ministry of Land, Infrastructure and Transportation (MLIT) should be preceded.
