A Study on Correlation of Voting Behavior and Attitude and Vote Intention in the Poll Survey (사전 태도 및 투표 의향과 실제 투표행동간 상관성 연구)

  • The purposes of the present study were to analyze correlation of vote behavior and attitude and vote intention in the pre-survey, and to investigate the efficient method of predicting the voting result from the pre-surveys. The previous attitude is measured by the support for the candidate, political self-confidence, self-efficacy and opinion on present issues. The vote intention is surveyed by the past election participation and degree of election interest. Real voting behavior is surveyed by the post enumeration, and the pre-survey and both post-survey are conducted to the same person to analyze the correlation of voting behavior and pre-survey. The real election participation is highly correlated with vote intention, election interest and past election participation. Almost respondents did not change the supporting candidate from the poll survey to the election vote. It is shown that the voting behavior at election of the nonrespondent of pre-survey can be predicted with the demographic charater and attitude of present issues.

The Effect of Multiple Voting Systems on Customer Participation (다중투표 시스템이 고객 참여에 미치는 영향)

  • One of the most important types of Customer Empowerment Strategy (CES) is select empowerment, where firms allow customers to vote on a product to be marketed. However, there is limited research on the advantages and disadvantages of select empowerment. In particular, there are few studies on the composition of a voting system. This study analyzes customer participation behavior, such as willingness to vote and strategic voting (i.e., voting for candidates not based on utility orders), under the different voting systems: 1) the number of votes per customer (single or multiple), and 2) the number of final choices (single or multiple). Uncertainty is proposed as a mediator that links the voting system difference and customer participation. Two research hypotheses are tested using multiple linear regression analysis and a natural effects model based on data from two online experiments. As a result, the multiple voting system (i.e., multiple winners are selected by customer votes) shows a direct positive effect on willingness to vote and strategic voting behavior. In addition, the result shows that uncertainty insignificantly mediates the relationship between the voting system and customer participation. Academic and managerial contributions are discussed with several future research directions.

How Trust and Distrust in Government Influence Electoral Participation: The Moderating Role of Ideology and Partisan Preferences (정부신뢰와 정부불신, 그리고 투표 참여: 유권자의 이념성향과 정당호감도에 따른 차별적 유인)

  • This study aims to verify how trust in government leads voters' electoral participation with paying attention to their political orientations. In particular, this study takes voters' partisan consideration into account to examine different direction of the effect of trust in government on electoral participation depending on their ideology and partisan preferences. Key findings show that governmental trust has a positive influence on electoral participation for voters who have conformable ideological orientations to the incumbent government and positive preferences toward the ruling party. In contrast, distrust in government is more likely to increase the possibility of electoral participation for those who have different ideology from the incumbent, negative attitude toward the ruling party, and partisan preferences of the opposition party. Previous studies on the relationship between governmental trust and electoral participation have been mixed as yet. For the sake of explaining this inconclusiveness, this study focuses on partisan foundation of voters' political decision making. It contributes to our understanding of the political properties of governmental trust and its implications for representative democracy.

전자투표 시스템 실용화 현황과 전망

  • 선거는 민주주의의 근본이 되는 절차로 투표는 국민이 주권을 행사할 수 있는 소중한 기회이다. 그러나 최근 들어 국내를 비롯한 여러 국가에서 투표율이 지속적으로 하락하는 추세를 나타내면서 민주주의의 근간이 흔들리는 것은 아닌지 우려를 자아낸다. 전자투표는 투표의 준비, 투표, 투표결과의 집계 과정에 전자적인 기법을 도입하여 진행하는 투표로, 기존투표에 비해 시간적, 공간적 비용의 절감효과, 투표율의 상승을 기대할 수 있어 미국, 영국을 비롯한 여러 유럽 국가에서 도입하거나, 도입을 준비하고 있다. 그러나 전자투표는 투표 과정에서의 안전성을 반드시 보장해야 하며, 사용자 인터페이스를 강화하여 정보화 소외계층 및 노령층의 참여를 유도해야 하는 과제를 포함하고 있다. 이에 본 고에서는 전자투표의 기본적인 개념과 사용자의 친숙도를 강화한 전자투표 방식을 살펴봄으로써 전자투표의 실용화 방안에 대해 살펴보고자 한다.

  • 정보화 사회로 대두되는 현대사회는 컴퓨터 확산 및 네트워크의 급속한 발전과 더불어 이를 이용한 많은 응용분야들이 연구되고 있으며, 이중 전자투표에 관한 연구 또한 활발히 진행중이다. 이는 기존의 투표 방식을 전자화할 경우 시간 및 비용 측면에서 많은 절약효과를 얻을 수 있기 때문이다. 그러나 이런 효율성에도 불구하고 전자투표를 실제 적용하는데 있어서 투표 참여 요소의 부정 및 투표권 매매와 투표자 익명성 보장 등 아직 해결해야 할 많은 문제점들이 산재해 있다. 따라서 본 논문에서는 기존 투표를 전자투표로 적용시키는 과정에서 필요한 일반적 요구사항과 부정방지 및 매매방지를 위한 특수 요구사항을 살펴볼 것이다. 특히, 투표자 익명성 보장 및 매매방지를 위해 네트워크 상에서 투표내용이 공개되더라도 사용자 익명성을 보장할 수 있는 Magic Sticker 기법을 적용함과 동시에 사용자 인증 및 메시지 인증 부분에서는 자신을 밝히지 않은 상태에서 수신자를 지정하여 자신의 신분을 증명할 수 있는 수신자 지정 그룹 서명 방식을 이용함으로서 사용자 익명성을 제공하는 안전한 전자 투표 방식을 제안한다.

The Relationship among Media use, Political cynicism, Voting Behavior in 2012 General Elections (2012 국회의원 총선에서 나타난 미디어 이용, 정치 냉소주의, 투표 참여 간의 관계에 관한 연구)

  • This study explored the influence of media use on the audiences' intention to vote as well as their political cynicism in 2012 General elections. I offered three research questions: Research Question 1: What is the impact of media use on the political cynicism? Research Question 2: What are the impact of political intersest, political knowledge, media malaise, political efficacy on the political cynicism? Research Question 3: What is the impact of political cynicism on vote behavior? This study analysed survey data. Based on the results of hierarchial regression analysis and path analysis(AMOS), Internet news use was found to have a significant impact on the political cynicism. But the use of newspaper, TV news were not related to political cynicism. The political efficacy decreased political cynicism effectively, The findings from this study indicate that the relationship between media use and political cynicism is contingent on many factors and that cynicism has a negligible impact on citizen participation. This study also found that persons higher in efficacy were less cynical than low in efficacy. This suggest that cynicism is not always bad thing, that it may in fact be an indication of "an interested and critical citizenry". In conclusion this study showed that we need more in-depth analyses on the relationships among attention to media use, political cynicism and voting behavior to activate political participation.

'세계 7대 자연경관'은 전 세계인들의 인터넷 투표와 전화 투표를 통해 전 세계가장 아름다운 경관을 가진 7곳을 선정하는 것으로, 현재 제주가 우리나라에서는 유일하게 최종 28개 후보에 올라있다. 뉴세븐원더스는 이미 지난 2007년 '세계 신(新) 7대 불가사의"를 선정해 전 세계에 생중계함으로써 이목을 집중시킨바 있다. 당신 투표 참가인원만도 1억 명. 7대 불가사의에 선정된 페루 마추피추와 요르단 페트라는 관광객이 1년만에 60~70% 급증했다. 인쇄인도 제주가 세계 7개 자연경관에 지정될 수 있도록 투표에 참여해 보는 것은 어떨까.

  • Since realization of E-voting system expands participation of voters and efficient count of voting, political and social and technical revolution is possible. However, without secure e-voting system, practical usages are infeasible. In the paper, we propose an e-voting system which is able to open votes in server without decryption during midst process using EC-ELGAMAL homomorphic cryptography. Users ensure anonymity with pseudo id from server and check their voting with Bloom Filter technology. Furthermore, we combine attributes and voters' information, so we can collect information of voter under the condition of anonymity.

The Impact of Electronic Voting System on Earnings Persistence and Corporate Value (전자투표제가 이익지속성 및 기업가치에 미치는 영향)

  • At shareholders' meetings, minority shareholders are inferior in information to owners and majority shareholders, and they are often excluded from important decision-making. As a result, the rights and interests of minority shareholders are often damaged, which acts as a factor that hinders corporate value. The electronic voting system is expected to encourage minority shareholders to participate in management decision-making, which is expected to help increase corporate value. The results of the analysis in this study are summarized as follows. First, it was found that there was no difference between the earnings persistence of companies that introduced the electronic voting system and the earnings persistence of companies that did not. Second, we found no evidence that the introduction of the electronic voting system would increase the value of firms. Third, the effect of earnings persistence on corporate value of companies that adopted the electronic voting system was no different from that of firms that did not adopt it.
