Voting-based Intra Mode Bit Skip Using Pixel Information in Neighbor Blocks (이웃한 블록 내 화소 정보를 이용한 투표 결정 기반의 인트라 예측 모드 부호화 생략 방법)

  • Intra coding is an indispensable coding tool since it can provide random accessibility as well as error resiliency. However, it is the problem that intra coding has relatively low coding efficiency compared with inter coding in the area of video coding. Even though H.264/AVC has significantly improved the intra coding performance compared with previous video standards, H.264/AVC encoder complexity is significantly increased, which is not suitable for low bit rate interactive services. In this paper, a Voting-based Intra Mode Bit Skip (V-IMBS) scheme is proposed to improve coding efficiency as well as to reduce encoding time complexity using decoder-side prediction. In case that the decoder can determine the same prediction mode as what is chosen by the encoder, the encoder does not send that intra prediction mode; otherwise, the conventional H.264/AVC intra coding is performed. Simulation results reveal a performance increase up to 4.44% overall rate savings and 0.24 dB in peak signal-to-noise ratio while the frame encoding speed of proposed method is about 42.8% better than that of H.264/AVC.

The Effect of Mobile Device Capability of Middle and Older Aged Adults on Life Satisfaction : Focusing on the mediating effect of mobile social participation (중고령자의 모바일기기 이용능력이 삶의 만족도에 미치는 영향 : 모바일 기반 온라인 사회참여활동의 매개효과를 중심으로)

  • This study aims to verify the mediating effect of mobile social participation on the relationship between the mobile device capability and life satisfaction. Using the data of 2018 Digital Divide Survey conducted by the National Information Society Agency(NIA), the mediating effect was verified by Baron & Kenny (1986)'s 3 step process, targeting 1,665 middle and older aged adults. The result is as follows: first, the mobile device capability of the middle and older aged people has a positive effect on life satisfaction. Second, the effect of the mobile device capability of middle and older aged people on life satisfaction is partially mediated by mobile social participation including expressing opinions on social concerns, proposing policies and filing a civil complaint, donation and volunteering work and online voting and responding to a poll. The result represents that the mobile device, such as a smart phone or a smart pad, capability of the middle and older aged group not only directly benefits the group but also helps expand their mobile social participation, which leads to, although indirectly, higher life satisfaction. Therefore, the study is expected to be a groundwork for a practical intervention for enlarging the use of mobile device and lifting digital information level of the elderly to encourage mobile social participation and drive life satisfaction.

  • 국제표준화기구(國際標準化機構)(ISO)의 비파괴시험(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 관(關)한 국제친격안(國際規格案) DIS 9712를 번역, 소개(紹介)한다. 이 문서(文書)는 현재(現在)로는 안(案)에 불과하지만 부원간(不遠間) 회원국(會員國) 각국(各國)이 투표(投票)에 의(依)해서 결정(決定)되게될 것이다. 구주(歐州)의 대부분(大部分) 국가(國家)는 적극적(積極的)으로 찬성(贊戚)을 하고 있고 개발도상국(開發途上國)에서는 동조(同調)를 하고 있으며 일본(日本)도 찬성(贊成)을 표명하고 있다. 반대(反對)하는 나라는 놀랍게도 미국(美國)과 서독(西獨)이지만 대립점(對立點)이 몇가지로 좁혀지고 있고 타협책(妥協策)이 모색되고 있어서 국제규격(國際規格)으로써 확정(確定)되는 것은 시간문제(時間問題)인 것으로 보이며 정식(正式) 문서화(文書化) 하기까지는 아마도 시간(時間)이 좀 걸릴 듯하다. 많은 나라가 이 문서(文書)를 전제(前提)로 해서 비파괴시험(非破壞檢査) 기술자격(技術資格)에 대(對)한 인정(認定)의 국제통합(國際統合)을 추진(推進)하고 있다. 일본(日本)도 1989년(年)에 종래사용(從來使用)해오던 규정(規程)을 개정(改訂)하였으며 국제통합(國際統合)을 더욱 진전(進展)시키기 위(爲)하여 자국(自國)의 인정규정(認定規程)과 국제규격안(國際規格案)과의 항목별(項目別)로 비교검토(比較檢討)하고 있다. 우리나라의 기술자격인정제도(技術資格認定制度)는 국가기술자격법(國家技術資格法)에 의거(依據)하여 한국산업인력관리공단(韓國産業人力管理公團)에서 주관(主管)하여 실시(實施)하고 있는 반면(反面) 미국(美國), 구주(歐州) 등(等) 대다수(大多數)의 나라가 정부(政府)의 위임하(委任下)에 협회(協會) 등(等)의 단체(團體)에서 주관(主管)하여 실시(實施)하고 있는 것이 특징(特徵)이며 기술자격(技術資格)의 등급면(等級面)에서도 대부분의 국가(國家)가 Level 1, 2 및 Level 3의 3등급(等級)으로 구분(區分)하여 실시(實施)되고 있는데 현행(現行) 우리나라는 기능사(技能師), 기능장(機能長) (기능대졸업자(機能大卒業者) 대상), 기사(技師) 1, 2급 및 기술사(技術士)로 세분(細分)되어 실시(實施)되고 있다. 국제표준화(國際漂準化) 기구(機構)(ISO)의 비파괴검사(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 대(對)한 국제규격(國漂規格)이 마무리 단계에 있고 많은 나라에서 국제통합(國際統合)을 추진(推進)하고 있는 추세여서 우리나라도 이에 대응해 나아가야 할 것으로 사료(思料)된다.

  • 본 연구에서는 기존의 대중교통 통행배정모형이 고려하지 않거나 미흡하게 반영하였던 차량과 노선의 용량제약을 고려한 모형의 구축을 시도하였다. 일반적으로 대중교통 통행배정에서 수요와 공급의 관계는 수요가 증가하는 것과 무관하다고 받아들여지고 있으나 용량 초과는 통행자들의 경로선택 및 수단선택에 영향을 끼친다고 볼 수 있다. 이러한 용량초과에 의한 혼잡을 반영하기 위해 용량제약식을 포함한 모형을 개발하고 실용운행회수라는 개념을 도입하였다. 또한 기존에 제시된 용량제약을 고려한 모형들이 실제적인 현상을 정확히 모사하는 데에는 한계가 있을 뿐 만 아니라 현실과 다소 거리가 있는 가정이 내재되어 있는 반면 본 연구에서는 가능한 한 최대로 현실 여건을 반영하는 모형을 정립하였다. 본 연구에서 제시한 모형은 동일한 기종점 사이를 운행하는 경쟁노선이 많은 대도시에서 통근·통학을 위한 통행자들이 많은 오전, 오후 첨두시 대중교통 수요를 분석하여 대중교통의 운행관리체계 개선 및 투자계획, 서비스 개선을 위한 수요예측을 하는데 유용하게 사용할 수 있을 것으로 사료된다. 그리고 기존의 대중교통 통행배정의 결과가 현재나 장래의 잠재적인 수요(demand)를 예측하는 방법인데 반하여 본 연구에서 정립된 모형은 주어진 네트워크에서 실제로 통행하고 있는 수요(flow)를 예측함으로써 교통 계획가나 대중교통 운영자의 계획 및 운영정책수립에 합리적인 도움을 줄 수 있다. 또한 현재의 대중교통 시스템 하에서의 통행배정 뿐만 아니라 다른 형태의 용량과 운행특성을 가진 교통 수단이나 노선이 도입되었을 때 공급이 제한적인 경우의 수요 예측에 적합한 모형을 개발하였다.에 대한 규제가 초국가적 차원으로 발전되는 계기를 제공하고 있다. 향후, 담배규제협약안의 세부사안들에 대한 합의과정에서 각 국별로 상당한 이견과 반발이 예상되고 있지만, 협약안의 전체 회원국 투표에서 승인될 경우 각 국가들뿐만 아니라 담배산업과 담배기업들에게 미치는 파급효과가 매우 클 것으로 예상된다. 대부분의 국제협약들이 그러하듯이, 담배규제협약도 그 적용 범위와 수준이 어느 정도로 결정되는지에 따라 각 국가와 기업별 이해관계가 크게 달라지게 되기 때문에 신중한 대응전략이 요구된다고 하겠다.의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

  • This research examnied the roles, the strategies and the influence of labor unions on the pension reform. In Italia labor unions were important actors in pension reform politics during 1990s, but in 2004 labor union was excluded from the pension reform. This difference is not only related with diffusion of the leftist party but also the experience of pension benefit retrenchment of the pension reform in 1995 in which labor unions had initiatives. Labor unions choose their strategies, social dialogue or mass struggle, depending on the attitudes of government. After change of government following the failure of the pension reform in 1994 Italian government tried social dialogue. In Dini reform in 1995, laborunions had initiative in making pension reform plan. Labor unions obtained member's approval using membership vote. It had repressed opposition from militant sectors effectively. However Labor unions concentrated on the issues of transition measures and protecting vested rights in seniority pension ignoring problems of contribution evasion of small-firm workers and benefit adequacy of young workers. Even when labor unions leaded social concertation processes and pursued union democracy, labor unions' influences on the pension reform had fundamental limitations.

  • Becoming independent in 1956, Sudan has since experienced a number of coups $d^{\prime}{\acute{e}}tat$, religious conflicts between the Islamic north and the Christian south, conflicts between the north-south population composition and races, two civil wars for nearly 40 years due to a clash of interests over resources and others, and the Darfur crisis in which hundreds of thousands died. In 1983, as the Sudanese government forced Islamic laws on the southern region where many Christians lived, the civil war resumed and suffered heavy casualties. Although a brief period of tranquility is maintained at the present moment as South Sudan seceded, military conflicts continue to arise. The objective of this research is to understand the North-South Sudan conflict by examining its history and course. For this purpose, chapter 2 will make a theoretical and reality approach for conflict items and solutions. Chapter 3 will discuss the historical background and reasons for the Sudanese conflict by considering Sudan before 19th century, the Egyptian conquest of Sudan and the diverging North and South, Sudanese independence and other divisions yet again, and finally the North-South conflicts over religion and resources. In Chapter 4, there will be an analysis of the course of the Sudan Civil War by separating it into the First and Second Civil War. In Chapter 5, the consequences and future prospect will be presented in lieu of the conclusion.

Film and the Politics of Post-memory in Chile's No and Korea's The Attorney (칠레의 와 한국의 <변호인>, 영화와 포스트메모리의 정치)

  • 'Post-memory' is the act of remembering traumatic events in history by subsequent generations who have not had direct experiences or relations with them. For this reason, the narratives of 'post-memory' are considered as re-interpretations of the past deeply influenced by current perspectives and concerns. The Chilean film NO goes back to the Referendum of 1988 in order to examine the "NO campaign" which was opposed to another eight years of continuation of the Pinochet regime. Although this campaign contributed significantly to the Chilean democratization, the filmmaker does not just celebrate it: rather he attempts to cast a critical reflection on its strategies that eventually turned democracy into a "commodity" by deploying commercial language and marketing tools for characterizing and describing it. On the other hand, the Korean movie The Attorney sheds light on the story of an attorney who, during the military regime in the 1980's, became a human rights lawyer when he tried to advocate for university students accused of violating national security law. This film reconstitutes the meaning of democracy built upon the logic of "common-sense" that privileges freedom and fundamental human rights over Statism. Despite the different historical contexts between Chile and South Korea, these two movies retell the history of a dictatorship that ended a couple of decades ago. In doing so, they raise questions about history, memory and democracy in order to deepen the understanding of current social and political circumstances while placing an emphasis on the roles and responsibilities of intellectuals during the transition to democracy and democratic consolidation.

A Study on 50 states' Open Meeting Act in the United States (미국 50개 주 회의공개법 연구)

  • This study aims to elucidate the implications for 20 years of the establishment of the information disclosure law by analyzing contents of the public regulations of 50 states of the United States. For the purpose, it looks at the general outline of the open meetings law of the 50 states, including the requirements and procedure of the advance notification of the meeting, and the protest procedure and penalties for the violation of the law. As a result of analysis, under the law, public meetings should announce their schedule and agenda in advance, and minutes of meetings and recording of meetings should be accessible to citizens. Furthermore, a person who violates the law for opening meetings could be fined or imprisoned. The implications for the establishment of the Open Meetings Act in Korea are as follows: First, the open meeting system starts with the appropriate period and method of advance notice of meeting holding. Second, the substantive contents of the advance notification guarantee the effectiveness of the meeting disclosure system. Third, the method and subject of advance notification should be as wide and diverse as possible. Fourth, all decisions of the meeting that violate the law are null and void. Fifth, a system should be set up so that any citizen could easily raise objections to the violation of the law. Sixth, the person who violates the law should be held responsible. Lastly, citizen access to minutes, recordings as well as comprehensive meeting minutes writing including attendees, agendas, and ballots should be guaranteed.

A Method for Prediction of Quality Defects in Manufacturing Using Natural Language Processing and Machine Learning (자연어 처리 및 기계학습을 활용한 제조업 현장의 품질 불량 예측 방법론)

  • Quality control is critical at manufacturing sites and is key to predicting the risk of quality defect before manufacturing. However, the reliability of manual quality control methods is affected by human and physical limitations because manufacturing processes vary across industries. These limitations become particularly obvious in domain areas with numerous manufacturing processes, such as the manufacture of major nuclear equipment. This study proposed a novel method for predicting the risk of quality defects by using natural language processing and machine learning. In this study, production data collected over 6 years at a factory that manufactures main equipment that is installed in nuclear power plants were used. In the preprocessing stage of text data, a mapping method was applied to the word dictionary so that domain knowledge could be appropriately reflected, and a hybrid algorithm, which combined n-gram, Term Frequency-Inverse Document Frequency, and Singular Value Decomposition, was constructed for sentence vectorization. Next, in the experiment to classify the risky processes resulting in poor quality, k-fold cross-validation was applied to categorize cases from Unigram to cumulative Trigram. Furthermore, for achieving objective experimental results, Naive Bayes and Support Vector Machine were used as classification algorithms and the maximum accuracy and F1-score of 0.7685 and 0.8641, respectively, were achieved. Thus, the proposed method is effective. The performance of the proposed method were compared and with votes of field engineers, and the results revealed that the proposed method outperformed field engineers. Thus, the method can be implemented for quality control at manufacturing sites.
