The March 2022 presidential election held at the peak of the COVID-19 pandemic drew flak for undermining the principle of universal suffrage by failing to guarantee properly the voting rights of confirmed and quarantined persons. Guaranteeing their voting rights requires thinking about e-voting that can fundamentally overcome the temporal and spatial limitations of current paper voting polling stations. The question is how to deal with the increased possibility of contradicting or violating the principles of equality and direct and secret suffrage due to the expansion of universal suffrage. In order to obtain implications for this, we looked at the case of Estonia, which has been holding 11 national elections without any problems since the introduction of e-voting in 2005. Estonia was successfully building trust in the system, government, and society through the institutionalization and routinization of the overall socio-technical system of e-voting, along with political and constitutional agreements on the principles of elections. Therefore, we should not only consider the possibility of e-voting in terms of technological development and level but also discuss the establishment of trust by mediating conflicts between election principles from a normative point of view to reach a social consensus.

The Korea Stewardship Code 'Principles on the Fiduciary Responsibilities of Institutional Investors' was introduced in 2016 and the National Pension Service adopted it in 2018. the National Pension Service casted 'dessent' vote on the agenda which is able to reduce the ownership interest of shareholder in general meeting. This paper examines whether 'dissent' voting affected on the ownership interest of shareholder or not. The 'dissent' vote on the agenda are related to revision artical of corperation, appointment or compensation of director and auditor, approval of financial statements ect. The proxies of earnings management is discretionary accruals calculated by modified Jones model. The control variablies are size of assets, liabilities per assets, returns on assets. The results of this study are as followings. First, the 'dissent' voting on the agenda are related to revision artical of corperation, M&A, approval of financial statements ect. are not significant because their sample size is too small, Second, the 'dissent' voting on appointment of director and auditor affected on reduction of discretionary accruals. So the National Pension Service activism shall affect on increasing the ownership interest of shareholder. Third, the 'dissent' voting on compensation of director and auditor is not affected on reduction of discretionary accruals. This results show that 'unconditional dissent voting' on the agenda in general meeting is not to reduce the ownership interest of shareholder.

It requires a lot of costs and manpower to manage the election system. The electronic voting scheme is needed to make the election system to be economic and fair. Especially, wide spread use of smart phones and wireless networks makes the mobile voting is of major concern. In mobile voting scheme, a smart phone user can vote regardless of the places. In this paper, the mobile voting scheme is proposed where candidates can guarantee fairness of the election system. We analyze mobile voting requirements and create the mobile ID which has legal binding forces and PKI based digital signature keys. In the proposed scheme, a voter's ballot is signed by all candidates using undeniable multi-signature scheme. During the counting stage, the multi-signature on the ballot is not verified without help of all candidates.

정보사회를 거치면서 네트워크의 발전과 관련한 많은 응용 분야들이 연구되고 있는데, 그 중에서도 암호학을 이용한 전자 투표의 비중이 증대되고 있다. 이러한 전자 투표는 그 중요성에도 불구하고 아직까지 취약한 점이 많이 산재해 있다. 특히, 전자 투표를 총괄하는 선거 관리위원회가 부정을 저지를 경우 투표 자체의 신뢰성은 무너지게 되며, 투표권의 매매가 성립할 경우에는 전자 투표에 있어 치명적인 악영향을 미치게 될 것이다. 딸서 몬 논문은 기존의 투표를 전자 투표로 적용시키는 과정에서 어떠한 요소들이 필요한지 확인해 보고 선거관리 위원회의 부정 방지 및 매매 방지를 위한 요구 조건을 살펴볼 것이다. 또한 매매방지를 위해 네트워크 상에서 익명성을 제공하는 안전한 선택 기법인 “Magic Sticker” 기법을 사용하여, 투표자의 투표 내용이 공개되더라도 투표 결과를 안전하게 보호할 수 있는 전자 투표 시스템을 제안한다.

네트워크의 발전과 더불어 많은 응용 분야들이 연구되고 있다. 이 중에서도 특히 암호학을 이용한 전자 투표의 중요성이 증대되고 있다. 그러나 전자 투표는 그 필요성에도 불구하고, 아직까지 취약한 점이 많이 산재해 있다. 투표권의 매매가 성립할 경우 전자 투표에 있어 치명적인 악영향을 미침과 통시에 전자 투표를 총괄하는 선거 관리 위원회가 부정을 저지를 경우 투표 자체의 신뢰성은 무너지게 된다. 본 논문에서는 기존의 일반 투표를 전자 투표로 적용시키는 과정에서 어떠한 요소들이 필요한지 확인해 보고, 투표 매매 방지 및 선거 관리 위원회의 부정 방지를 위한 요구 조건을 살펴볼 것이다 또한 기존의 전자 투표 방식들에 대해 고찰한 다음 더욱 효율적이고 안전한 전자 투표 방식을 제안한다.

정보화 사회로 대두되는 현대사회는 컴퓨터 확산 및 네트워크의 급속한 발전과 더불어 이를 이용한 많은 응용분야들이 연구되고 있으며, 이중 전자투표에 관한 연구 또한 활발히 진행중이다. 이는 기존의 투표 방식을 전자화할 경우 시간 및 비용 측면에서 많은 절약효과를 얻을 수 있기 때문이다. 그러나 이런 효율성에도 불구하고 전자투표를 실제 적용하는데 있어서 투표 참여 요소의 부정 및 투표권 매매와 투표자 익명성 보장 등 아직 해결해야 할 많은 문제점들이 산재해 있다. 따라서 본 논문에서는 기존 투표를 전자투표로 적용시키는 과정에서 필요한 일반적 요구사항과 부정방지 및 매매방지를 위한 특수 요구사항을 살펴볼 것이다. 특히, 투표자 익명성 보장 및 매매방지를 위해 네트워크 상에서 투표내용이 공개되더라도 사용자 익명성을 보장할 수 있는 Magic Sticker 기법을 적용함과 동시에 사용자 인증 및 메시지 인증 부분에서는 자신을 밝히지 않은 상태에서 수신자를 지정하여 자신의 신분을 증명할 수 있는 수신자 지정 그룹 서명 방식을 이용함으로서 사용자 익명성을 제공하는 안전한 전자 투표 방식을 제안한다.

Since realization of E-voting system expands participation of voters and efficient count of voting, political and social and technical revolution is possible. However, without secure e-voting system, practical usages are infeasible. In the paper, we propose an e-voting system which is able to open votes in server without decryption during midst process using EC-ELGAMAL homomorphic cryptography. Users ensure anonymity with pseudo id from server and check their voting with Bloom Filter technology. Furthermore, we combine attributes and voters' information, so we can collect information of voter under the condition of anonymity.

선거는 민주주의 사회에서 가장 중요한 사회적 행위 중의 하나이다. 여러 사회적 행위의 전자화를 위해서 정보보호 기술이 접목되고 있으며, 아직까지 개인의 익명성과 관련된 선거, 현금과 같은 분야는 매우 많은 요구사항으로 인하여 전자화 되지 못 하고 있는 실정이다. 본 논문에서는 규모가 큰 선거에서의 전자 선거 기법 도입을 위한 다양한 요구사항들을 분석하고, 전자선거 기법 구현시의 문제점 및 투표 및 개표 시스템의 전자화와 관련된 연구 동향을 알아본다. 또한, 부인봉쇄 서명 기법을 적용하여 전자선거에서의 투표자 중심의 요구사항을 만족하며 투표권에 대한 부인봉쇄 다중서명을 생성하도록 함으로써 보다 공정한 전자선거가 될 수 있는 인터넷 기반 전자선거 기법을 제안한다.

선거 기간 때마다 유권자들은 어떤 후보자에게 투표권을 행사해야 올바른 선택을 하게 될지 고민하게 되며, 후보자의 선거캠프에서는 후보자에 대한 유권자의 평판에 관심을 가지게 된다. 이러한 고민을 해결하기 위하여 본 논문에서는 TF-IDF 기법과 양방향 LSTM 기계학습모델을 활용해 특정 정치인의 분야별 행보와 여론에 대해 시계열 파악이 가능한 프로파일 보고서를 생성한다. 이를 통해 유권자는 후보자의 정치 철학과 경륜에 대한 이해가 쉬워져 올바른 투표권을 행사할 수 있으며 선거캠프에서는 데이터 기반 평판에 대한 올바른 선거전략을 수립할 수 있게 된다.
