지난달 9일에는 교내에서 ESCO 2차사업 추진을 위한 기공식을 가졌다. 2차사업이 완료되면 그동안 냉난방 설비시설 가동을 위한 34명의 기기가동요원이 12명 수준으로 줄어들고 열악한 근무환경도 벗어나게 된다. 또 노후된 전기 및 설비시설 개선을 위해 연평균 4내지 5억여원이 고정투자되던 시설보수비가 절감되어 다른 노후시설 개선에 집중투자할 수 있는 여건이 마련된다.

치수사업계획을 수립함에 있어서 계획의 결정권자들에게는 사업의 여러 대안을 선별하고, 여러 사업 중 어느 것을 먼저 시행해야 할 것인지는 가장 중요한 사항중의 하나이다. 이는 또한 치수사업이 국민의 생활에 직접연관 되는 공공사업이 대부분임을 감안할 때, 국민 경제적 관점에서도 중요한 사항이다. 또한 최근 자연환경과 생태계 보전에 내한 국민적 인식이 증대되고 있는 시점에서, 환경가치는 더 이상 간과될 수 없는 요인으로 부각되고 있으며, 형평성 차원에서 사회적인 영향에 내해서도 간과할 수 없게 되었다. 본 연구에서는 기존의 투자 우선순위 산정에 내한 방법들에 검토와 치수사업의 투자우선순위 결정을 위한 기준을 제안을 하였다.

연구개발 자원의 선택과 집중을 통한 투자효율의 극대화는 치열한 국제경쟁을 극복하기 위한 최소의 필요조건이다. 정보통신 연구기반 조성 사업은 정보통신 산업의 연구개발 및 기술능력 저변 확대를 통한 혁신적 성장환경조성(Intrastructure)사업으로 인프라구축 사업의 특성상, 직접적인 기술개발 투자와는 달리 사업효과가 장기간에 걸쳐 정보통신사업 전체에 영향을 미친다. 단기간내의 성과보다는 체계적인 중·장기 계획에 기초한 장기적인 투자 및 관리가 요구되는 사업으로 연구 환경구축, 연구성과 확산, 정보기반 구축 및 정책 연구 등의 진단을 통해 새롭게 전개되고 있는 지식기반 사회의 연구기반구축이 조화롭게 전개될 수 있는 방향을 모색하였다.

해양수산부에서 추진 중인 "스마트 해상물류체계 구축전략"의 일환으로, 스마트 항만 도입 및 항만의 자동화를 위해서는 자율주행을 기반으로 하는 야드 트럭의 도입이 필수적이다. 항만의 야드 트럭 운영 환경은 무신호 교차로 주행, 낮은 GPS 정확도, 악천후 상황 주행, 컨테이너 이송을 위한 정차 등과 같이 일반 도로에서의 자율주행차량 운행 환경과는 달라 기존의 자율주행차량 기술을 바로 적용할 수 없어 항만 내 자율협력주행기반 이송장비 도입을 위한 별도의 방안 마련이 필요하다. 본 연구는 이송장비 도입을 위한 국내 컨테이너터미널 유형별 운영현황을 살펴보고, 이송장비의 투자가치 분석 및 민감도 분석을 통해 항만개발의 방향성을 제시하고자 한다.

In this study, first, current state and future prospects of indirect real estate investment systems after foreign exchange crisis are analyzed, and second, policy alternatives for activating indirect real estate investment markets are examined. After foreign exchange crisis, various indirect real estate investment systems, such as REITs, ABS and CRC, were introduced. Present market size of indirect real estate investment is not larger than expected. The reasons are the problems of incomplete system on the one hand, and real estate market conditions on the other hand. But long term prospects of indirect real estate investment markets may not be pessimistic. Considering the positive effects of indirect real estate investment systems to the real estate and financial markets, policy supports for activating indirect real estate investment market may be needed. The representative alternatives are reconciliation and integration of indirect real estate investment systems, upgrading the infrastructure of real estate industry, and activating the networks between indirect real estate investment markets and related markets such as financial makets, capital markets, restructuring markets.

In this paper, we study empirically examined the adventurous investments in corporate venture capital (CVC) firms' investment in the U.S. based corporate venture capital industry. Unlike existing studies focusing CVC firm's characteristics related to parent corporates and regarding CVC firm as a vehicle of corporate venturing, we identified CVC firm as an independent learning agent to adapt to dynamic environment and investigate their exploration and exploitation in investments based on organizational learning theory. Specifically, we investigate the market-environmental factors affecting CVC's adventurous investment in different sector rather than previously done. First, we examined competition intensity in CVC industry might be related to CVC firm's explorative investments. Second, CVC firm's investment experiences might affect as an inertia to invest on unexperienced sector. Finally, we investigated risk preference effect on CVC firm's venturing investments. The empirical data analyzed in the study contained a total of 85 U.S. based CVC firms and their 2,306 investments from 1996 until 2017. After conducting a GEE regression analysis and a Logit regression analysis, we found the significance and direction of our independent and moderating variables strongly supported all of our four hypotheses in a highly robust manner.

한국의 기초연구는 1977년 한국과학재단(현(現) 한국연구재단) 설립을 시작으로 1989년 기초과학진흥 원년 선포, 기초과학진흥법 제정을 통해 정부의 과감한 연구비 투자와 과학기술 인력양성 등에 힘입어 놀라운 속도로 성장하였다. 그러나 정부 R&D 투자가 증가하였음에도 불구하고 대학 연구자의 낮은 정부 기초연구비 수혜 체감율 이슈가 지속적으로 제기되었다. 본 연구는 기초연구의 정의와 역할에 관한 근본적인 질문에 대한 답을 찾고 그간의 투자와 성과 등에 대한 분석을 기반으로 한 합리적 진단을 통해 미래를 위한 발전과제를 제안하고자 하였다. 이를 위해 한국의 기초연구투자 현황과 수준 등을 분석하여 우리의 기초연구가 다음 단계로 도약하기 위해 필요한 여섯 가지 핵심이슈별 진단을 내리고자 하였다. 핵심이슈는 대학에 대한 기초연구 투자 규모, 교수 1인당 적정 지원 규모, 기초연구비 지원 방식, 연구과제 선정률의 적정선 유지, 우수 연구자의 체계적 지원, 연구몰입환경 조성이다. 다각적 분석과 진단을 기반으로 기초연구의 지속적 혁신을 위한 다섯 가지 발전과제를 제안하였다. 발전과제는 대학연구비 증액, 기초연구 펀딩방식 다양화, 연구분야별 연구지원체계 구축 및 예측 가능한 원칙 수립, 우수연구자에 대한 안정적이고 충분한 지원, 연구행정 부담 완화이다. 정책적 제도적 발전과제 외에 기초연구를 통한 직접적인 경제 사회 문화적 효과를 강조하기 보다는 창의적 도전적인 연구 수행 과정을 통해 축적되는 고유의 경험과 지식을 기반으로 세계를 선도하는 연구가 창출될 수 있음을 우리 모두가 받아들일 수 있는 문화조성이 더불어 필요할 것이다.

Regarding a long-term strategic plan in the food and agriculture sector, R&D policies and investment trends in major overseas countries are reviewel. The importance of efficient resource management is emphasized along with continuous government support for R&D in the agri-food industry. In response to facing social issues such as climate change, food security, food safety, health, and environment, research and innovation agenda is mainly focused on harmony between economy and environment, human nutrition and health as well as animal and plant health, and an integrated ecosystem approach. Particularly in the food sector, public investment is generally made in food safety, nutrition and health, and private investment for food processing and manufacturing. Public-private collaboration is carried out in order to enhance the efficiency of R&D innovation and development strategies in the agri-food industry.

This study analyzed the structural changes in the global foreign direct investment (FDI) network using stock data from the International Monetary Fund's Coordinated Direct Investment Survey (CDIS) for 2009~2021. The results showed that the COVID-19 pandemic had a negative impact on the FDI links between countries and the activities of reciprocal relationships. The United States, the Netherlands, and the United Kingdom consistently play central roles in the global FDI network. The degree centrality of China has changed significantly over time in confronting the volatile situation of the world economy. Cross-tabulation analysis revealed a significant association between FDI clusters and geographic regions. Within each cluster, the linkage structure of FDI partners of closely connected individual countries has exhibited differential characteristics as the global economic environment changes.

The study was carried out to investigate the surroundings and benefit analysis on the planting investment of Thailand for securing a stable supply of timber through overseas planting, The results show that Thailand government is planing to increase the coverage of forest from 25% to 40%, encouraging planting over the country. More advantages and incentives are given in the investments in planting and wood-processing industries such as plywood, veneer, and chip & hard board, etc. In Thailand Eucalyptus species which are most popular in planting as they are lucratively used as a material of pulp. The Internal rate of return (IRR) in the study was ranged from 29.1 % to 59.3.
