Evaluating the Reform in 2015 and the New Reform Plan of the Government Employees Pension Scheme (2015년 공무원연금 개혁의 평가와 향후 개편방향)

  • This study evaluates and suggests a new reform plan that overcomes the limitations of the Government Employees Pension Scheme (GEPS) reforms in 2015. Research results indicate that the reforms were insufficient in terms of financial sustainability, functional transparency, and equity. Debates on the GEPS reforms will continue until an equitable solution is found. The priority of the next reform plans should lie in the unification of public pension schemes. In contrast to previous reform proposals, this study suggests a reforms plan, which should result in not the parametric change but the structural change in GEPS. The distinctive point of the new reform plan lies in translating a single-tire into a multi-tire pension system. Accordingly, the new GEPS should consist of a 'National Pension Scheme (NPS)', occupational pension (additional pension), and retirement allowance. Newly appointed government employee officials should be enrolled in the NPS. This study stresses that inequality between the public pension systems will be alleviated and a pension system of social solidarity will be established when the NPS develops in to a basic old age income security system for all citizens including civil servants.

The estimation of lifetime income replacement rates (생존기간을 고려한 생애소득대체율의 추정)

  • Replacement rates which shows the ratio of retirement income relative to preretirement income is used for a valuable evaluation measures while discussing social security benefit levels or the adequacy of retirement income. However, replacement rates has been only used for an index for evaluating benefit level at the time of retirement or specific retirement period in advanced research projects. This article analyzes how much the uncertainty of survival has an influence on retirement income, and shows replacement rates in conformity with the period of survival as an index. The researchers named this index lifetime income replacement rates. Analysis based on this index shows both life replacement income rates of 38.3% in men's case and of 41.1% in women's case while enrolled for 20years in three pension plans - national pension, retirement pension and individual annuity.

경찰관 퇴직이후 경제활동 지속의도에 영향을 미치는 요인에 관한 연구

  • 100세 인생 시대의 도래는 사회적으로 많은 변화를 요구하고 있다. 기성세대들이 기존의 조직구조 속에서 일할 수 있는 최고 연령이 60대 초반인 것을 감안한다면 100세 인생 시대에는 퇴직한 후에 3~40년간 살아나갈 대안이 있어야 한다는 것이다. 이러한 환경 속에서 일반 직장인들에 비해 직장에서 많은 시간과 노력을 하고 있는 경찰관들이 퇴직 후에 경제활동을 지속하게 하는데 영향을 미치는 요인에 대한 연구를 하는 것이 중요하다고 생각한다. 따라서 본 연구는 정년을 마친 후 연금을 받게 되는 경찰관들이 다른 직종의 직장인들과 비교하여 경제활동에 대한 필요성을 느낄 것인가? 그렇다면 그 이유는 무엇인가? 퇴직 후에도 경제활동을 하려는 경찰관들에게 어떠한 요인들이 영향을 주는 것일까? 등에 대한 것을 기존 연구와 문헌들을 통하여 연구 모형과 가설을 정하고 설문 조사를 통해 실증적으로 분석하고자 한다. 본 연구는 재직 경찰관들이 퇴직 후에 경제활동을 지속하기 위한 의도에 영향을 미치는 요인에 관한 연구를 위해 개인역량, 경제활동 동기, 돈과 경제에 대한 인식, 경제적 만족도와 직장 안정성, 직장 공정성과 상하관계, 교육 및 교육 참여, 은퇴 준비, 직무만족과 직무의 미래비전을 독립 변수로 하고 경제활동 지속의도를 종속 변수로 설정하여 진행하였다.

Old Age Early Retirement and Careering Ending Patterns : Centering around the US Older Men (노년기 조기퇴직과 경력마감 형태 : 남성노인을 중심으로)

  • This study aims to identify early retirement and the subsequent career ending patterns and explain the phenomena in terms of social security policies and labor market perspectives. Although many older workers retire early, there are very few studies to examine how the retirees end their careers after quitting the long-time jobs. The paper investigates individual work experiences 55 through 61, identifies the career ending patterns, constitutes the micro and macro analytical models to estimate the impacts of labor market and work-related variables. The findings show that many older workers have diverse career ending patterns after long-time career jobs, that is, still working at age-55 job, exiting and reentering, sporadic work, retired permanently from age-55 job, a repeat of labor force entry. Also the estimation results indicate that pension, social security, labor market condition, work structure variables better explain the career ending behaviors than social psychological factors of health, education, attitudes toward retirement and job, ethnicity. Finally, this paper discusses theoretical importances of labor market perspectives and policy implications at the end of thesis.

The Federal Employees Pension System: Institutional Traits and the Directions of its Reform (미국의 연방공무원 연금제도: 제도적 특성과 개혁방향)

  • This paper aims to explore the institutional traits of the federal employees pension system in the United States and the direction of its reform. Currently the United States has two systems of the federal employees pension. One is CSRS, the other is FERS. The former was firstly introduced in 1920 as a generous DB pension well before the establishment of the Social Security System(OASDI). What led to the latter, FERS was the Social Security Amendment Act of 1983 and Federal Employee Retirement System Act of 1986. The crucial difference between the CSRS and the FERS is the contrasting characteristic of their relationships with OASDI. The CSRS has just one source of retirement benefit(DB pension) without OASDI benefit, whereas the FERS has three sources(OASDI benefit, basic annuity(DB), DC typed TSP benefit). When it comes to FERS, what matters most is TSP(Thrift Savings Plan).

  • The aging process in this country is underway at the fastest pace compared to those of the leading countries. On the other hand, preparing for retirement funds is more difficult than before due to the impact of slow interest rate and slow growth. The purpose of this study is to examine the necessity of providing various financial services in preparation for the future aging era. After analizing the various materials and utilizing a survey of the bank employees and the general public, we have found the followings. The replacement rate of this country, 55%, is much lower than the suggested level of World Bank, 75%. Also, the pension ratio in the income after retirement of this country is much lower compared to those of the States and Japan. The most people who participated in the survey needed ₩2,000 - ₩2,990 thousand for monthly living expenses after retirement. For the retirement funds, the higher the age the higher proportion of savings deposits they want, and the lower the age the higher proportion of insurance and pension products they want. Based on these analyses, the necessities of developing financial life planning which includes both financial and non-financial sides, retirement funds management according to age, revitalization of housing pension and developing diverse retirement funds are suggested.

  • Korea Teachers Pension (private school pension) is a mandatory pension and a social security system for private school teachers to ensure the stability of subscribers by a supplying pension when they (and their dependents) face future economic risk due to retirement or death. Therefore, the Teachers Pension must provide stability and sustainability in regards to adequacy of income and to function as a pension. However, the Government Employees Pension System (GEPS) of Korea (the most representative special occupation pension) recorded a fiscal deficit in 2001 and with an accumulated deficit that is expected to grow; subsequently, various plans for the reform of GEPS have been actively discussed. The Korea Teachers Pension system is based on the GEPS scheme and is not free from the GEPS discussions on reforms of national pension. The current system for the Teachers Pension needs to be improved because it is expected to be depleted within the next 30 years due to low fertility and an aging population in Korea. This study discusses existing Teachers Pension schemes problems and suggests a projection method and revised plans to improve it. We use long-term financial projections of the Teachers Pension to estimate the fund exhaustion point and the minus balance of the financial scale as well as analyze the supply-demand burden structure that reflects the future population structure to propose Teachers Pension reforms that will improve stability and adequacy.

  • this paper examined how old people manage their life under low income and governmental subsides around the world. Especially recently old people are more increasing than before nowadays in most of the contries. So we have confronted to the old people's low quality of their life without any added retire pension and regular incomes, governmental subsidies. Here, this paper analyzed how the old people consume their leisure time which they have so many time everyday. Their leisure and culture consuming quality was very low. now especially income substitution ratio to pension institution is very low in Korea. Moreover, inequality of income is very high between social classes in Korea which the problem should be amended in the near future. and social capital should be enhanced for old people to take a good living environmenst.

Guaranteed Reserve Projections for the Guaranteed Interest Contract of Collective DC Funds (통합운영 DC의 이율보증 준비금 추정에 관한 연구)

  • This study suggests the level of guaranteed reserves that should be accumulated in order to provide guaranteed interest contracts to pension members. To calculate the guaranteed reserve, this study employs the method using variable insurance contracts with guaranteed interest options. The average return of three major pensions (national pension, private teacher's pension, civil servants pension) funds, from 2010 to 2018, is set as the target rate of return and then we establish 0%, 1.0%, 1.5% and 2.0% each as our minimum guaranteed returns for their respective guaranteed reserves. Our results firstly show that gaps between each guaranteed reserves are increasing as times goes on. Second, the probability of shortfall reserve is on the decrease as the pension fund is mature. Conclusively, a long-term conservative balance between risk and return is one of the best investing strategies in pension funds providing the guaranteed interest.

횡단면(橫斷面) 자료(資料)를 이용한 시간할인율(時間割引率)의 추정(推定)

  • 본(本) 논문(論文)에서는 1993년에 퇴직한 공무원(公務員)들에 대한 자료(資料)를 사용하여 이들의 시간할인율(時間割引率)을 측정하였다. 시간할인율(時間割引率)은 여러 경제학 모형에서 개인(個人)의 소비(消費)와 저축행태(貯蓄行態)를 결정짓는 중요한 요소로 등장한다. 시간할인율(時間割引率)을 추정한 기존의 실증분석(實證分析)들은 1% 내외의 매우 낮은 추정치(推定値)를 보고하고 있으며, 심지어 음(-)인 경우도 있다. 이러한 낮은 추정치는 시간할인율(時間割引率)이 실질적으로 거의 아무런 역할을 하지 않음을 의미한다. 그러나 기존의 실증분석(實證分析)은 대부분 거시(巨視) 시계열자료(時系列資料)를 사용하여 경제내의 대표적(代表的) 개인(個人)(representative individual)이라는 가상적 존재의 시간할인율(時間割引率)을 추정하였다는 단점을 갖는다. 본(本) 논문(論文)에서는 우리나라의 퇴직공무원들에 대한 미시(微視) 횡단면자료(橫斷面資料)를 사용하여 실존하는 각 개인(個人)의 시간할인율(時間割引率)을 추정하였고, 그 결과 기존의 연구(硏究)에서와는 달리 시간할인율(時間割引率)이 평균적으로 14~15% 정도의 매우 높은 값을 가짐을 발견하였다. 이러한 결과는 개인(個人)의 노후생활(老後生活) 안정(安定)을 위한 저축(貯蓄)을 각 개인(個人)의 자발적인 의사에 일임하기보다는 공적(公的), 사적연금제도(私的年金制度)를 통하여 강제하는 것이 합리적일 수 있음을 보여준다.
