Evaluating Value-of-Time for Travel Based on The Linear Logit Choice Model ("로-짓" 모형에 의한 교통시간가치 산정에 관한 연구)

  • 통행시간가치에 대한 연구는 독립변수를 이용한 통행시간과 비용에 의한 선택모형 을 대개 사용하여 왔다. 통행시간과 비용에 대한 매개함수를 추정한 후에 통행시간가치를 교통시간과 비용의 $\ulcorner$파라메타$\lrcorner$비로써 얻고 있다. 그러나 통행시간가치에 관한 신뢰구간과 통계적 유의성을 설정하기 위한 적절한 과정은 아직 연구되지 않고 있으나 $\ulcorner$로-짓$\lrcorner$ 모형 자체에 대하여는 되어있다. 본 논문은 통행시간가치를 측정하기 위한 기존의 방향을 비평적 으로 검토하여 본 것으로 통행시간가치를 통계적 유의성 검증을 위한 표준화 과정은 아직 이론적으로 정립 가능하다고 생각되지 않지만 통행시간가치평가의 간편식을 제시하여 보았 다. 간편식에 의하여 제시된 결과에 의하면 선택모형에 입각한 통행시간가치의 통계적신뢰 구간이 매우 큰 것으로 나타났는바 이에 대한 선택모형에 입각한 통행시간가치 측정을 위한 과정의 타당성에 대한 많은 의문이 아직도 남는다 하겠다.

Estimation and Application of the Value of Travel Time by Time Period: A Case Study of Downtown Highway Expansion Project (시간대별 통행시간가치 추정 및 적용: 도심부 도로 확장 사업 사례연구를 중심으로)

  • The travel time value is important factor for the evaluation of feasibility the transportation facility investment. The existing method for calculation of the travel time for each mode uses daily average trip purpose. So the value of travel time is constant because it is estimated with only daily average proportion. This daily constant time value can distort the results of future demands of toll roads or economic appraisals for the projects. The proportion of the trip purpose varies by time periods. Accordingly the value of travel time also varies by time periods. In this study, times periods are classified as morning peak, evening peak, business time off-peak, and non-business time off-peak. And trip purpose proportions are sorted by each time period from raw data of Seoul household trip study, then the value of travel time for each time period is estimated with these sorted purpose proportions. A case study of Seoul Jung-gu and Yongsan-gu performed with newly estimated time value by time periods. The result of benefit calculation with the daily constant time value is overestimated approximately annual 2.5 billion Won compared by time values by time periods. The demands of toll roads are also overestimated with the existing daily constant time value by daily 3,500 vehicles and total revenue of toll roads are overestimated by annually 1 billion Won. In conclusion, the value of travel time by each time period enables the more precise economic evaluation of the transportation facility investment projects, mode choice behavior, and route choice behavior especially for toll roads.

  • 통행시간가치에 대한 신뢰구간추정 방법론을 제시하고 서울시 출근통행자의 시간가치 신뢰구간의 추정을 통하여 그 적용사례를 예시하였다. 사례분석을 통하여 서울시 출근통행자의 평균시간가치는 시간당 7,341원으로 추정되었고, 95%신뢰구간의 하한치는 5,454(원/시간), 상한치는 10,806(원/시간)으로 추정되었다.

  • Travel time reduction benefit is the most important benefit item in the feasibility study of transportation infrastructure investment projects and calculated by using the value of travel time. The current feasibility study guideline (5th edition) calculate the value of non-business ravel time in a metropolitan area, using the ratio of the value of non-business travel time to business travel time calculated based on the nationwide inter-regional traffic survey data of 1999. The characteristics of metropolitan trips are different from those of nationwide regional trips. Metropolitan trips have frequent transfers between multiple public transits and long-time commuter trips. Therefore, this research aims to calculate the value of travel time reflecting traffic characteristics in a metropolitan area by improving the limitation of current calculation methods. To reflect these characteristics, this research extracts commuter trips from non-business trips and calculates the value of travel time for commuter trips. The results of the likelihood ratio test for the commuter trip model and the non-business trip model are found to be statistically significant. An integrated public transportation model was also estimated in this study to reflect the trip conditions of the Seoul metropolitan area integrated fare system. The results of comparing coefficients between bus and subway in the integrated public transit model indicated that there were no statistically significant differences between the two modes.

  • Since the value of travel time savings is found to be the most important benefit of transportation projects, considerable work has been done on the estimation of the value of travel time in many countries, including U. S. A. England, Australia, and Korea. And majority of them was mode choice model. This paper estimated the VTTS for commuters using traffic regulation obedience market model, which had not been applied in any previous studies, and survey data, which was obtained using Contingent Valuation Method. The result meets our expectations.

  • It is widely recognized that the value of travel time (VOT) plays an important role both in choosing the transportation alternatives on an individual level, and in analyzing and evaluating transportation plans and other public policy makings on a collective level. There is, however, a great deal of difficulties to correctly estimate the VOT. In addition, although there are lots of methods to estimate the VOT so for, not many recommendations have been presented to reflect the localities associated with the VOT derivation in Korea. This study aims at deriving the VOT for different trip purposes and travel modes with their significances tested. To accomplish this purposes, a logit-based travel mode choice model based on revealed preference (RP) data has been formulated, calibrated using the discrete choice model of LIMDEP package for various trip purpose models. For each trip purpose and travel mode, the VOT has been calculated along with the significance testing of the derived VOTs. From the results given in this research, the VOTs for different purposes and modes are identified different, and they are statistically significant. The updated results here in this paper may be a yardstick in evaluating the transportation plans and policies by providing more detailed VOT information for different categories, especially in urban context.

  • 서울과 일산 신도시의 출근통행 교통수단 선택모형을 구축하고, 두 도시간 수단선택행태를 분석.비교하였다. 분석을 위한 자료로는 1996년 서울시에서 수행한 가구통행실태조사자료를 이용하였으며, 수단선택모형으로는 다항로짓모형을 사용하였다. 두 지역 출근통행 수단선택모형의 모형구조상의 차이 및 모형의 지역간 이전가능성을 분석하였고, 출근통행의 시간가치 및 탄력성을 분석하고 비교하였다. 통계적 검증의 결과 출근통행의 수단선택에 있어서, 모형구조적 측면에서나 선택행태적 측면에서 수단 선택모형의 두 도시간 이전은 불가능한 것으로 나타났다. 서울의 출근통행의 시간가치가 일산보다 전반적으로 큰 것으로 분석되었고, 특히 서울의 경우, 택시이용자의 시간가치가 자가용 이용자의 시간가치보다 큰 것으로 나타났다. 두 도시 모두 통행시간에 대한 탄력성 통행비용에 대한 탄력성보다 전반적으로 크며, 버스와 지하철간의 통행시간에 대한 교차탄력성이 매우 높은 것으로 분석되었다.

  • The system of high-speed and conventional railway vehicles is diversified, and significant technological development in performance has been achieved. This study analyzed the modal change characteristics; furthermore, it estimated the value of travel time by improving the travel time and cost for the passenger's perception of railway. In this study, we formulate a mode choice model for passengers and compare it with the mixed logit model which reflects individual taste variation. In addition, the validity of the analysis is presented through an estimation the value of travel time using the derived model. For this purpose, a stated preference survey was conducted with 510 people using public transportation. The benefits of time-saving can be accurately determined by estimating the value of time spent on the railway. Appropriate fares for public transportation can also be estimated.

Estimating the Value of Travel Time for Intercity Leisure Trips (지역간 여가통행의 시간가치 산정 연구)

  • The relative importance of leisure trip has been increased after adopting the five-day workweek system and considering the higher income level. Thus, the value of travel time for intercity leisure trips should be estimated to conduct a reasonable benefit/cost analysis for railway construction projects. In this paper, the value of travel time was estimated separately for each trip purpose such as business, leisure, and other non-business than leisure. The estimated values of leisure travel time ranged from 5,310 to 14,185 (won/hr) by altering travel mode, and were increased by 42-107% when comparing with those of non-business travel time. Besides, how to apply the value of intercity leisure travel time for B/C analysis of railway projects was suggested. For the construction case of a railway connecting Chuncheon and Sokcho, the estimated benefit was increased by 2.3%.
